6. D.A.R.E. /Officer McGuire
Officer McGuire and the Police Chief had been asked to be present at this
meeting so that the Board could commend Officer McGuire for his hard work
and accomplishments as a D.A.R.E. Officer. At the D.A.R.E Training Confer-
ence held in Mansfield last week by State officials, it was noted that Mans-
field now has statewide recognition and the Board wanted Officer McGuire to
know how proud each member is of his efforts and the respect the students
all have for him. Chairman Sarro thanked him for inviting Board members to
the program last week and commended him on being appointed State Training
Officer.
Officer McGuire will be taking the program into the high school. The Town
Manager praised him for his esprit d'corps and commended him on his rela-
tionship with the school children. He said he is a credit to his depart-
ment.
7. Questions & Comments
Karl Clemmey asked the Board if it could explain the Plymouth Street land
being considered for recreational purposes in the industrial park. He said
he would like the Board to explain what is transpiring out there.
The Town Manager said Town Meeting approved acquisition of the parcel (Carl
Scheffy parcel). Karl spoke of many acres in town which can be used for
soccer, and he feels the issue has not been discussed in front of the Board.
He said industrial land should stay industrial land. Selectman Tartufo
said this is a worthwhile project for the town and should be pursued; then
commented Karl has only offered to lease his land.
Chairman Sarro advised Karl he will not entertain any more comments and
the people voiced their choice at the 1991 Town Meeting. The Town Manager
added the Town is compelled to go forth as the Town Meeting voted.
8. Mr. Lyons /Vendor license
James J. Lyons, Jr. d /b /a Dandi- Lyons, and his attorney, David Carr, were
both present to discuss the application for a Vendor License to sell

Chairman Sarro asked for a copy of their State Vendor's license. Attorney
Carr said they are a domestic corporation, operating under the name HDL/
Operations, which does not require a State Vendor license (he referred to
Sections 1 or 2 of Chapter 101 which the Town Manager brought for Chairman
Sarro to refer to). Mr. Carr said Mr. Lyons has been doing business in
Mansfield for four or five years and he has an insurance bond. They only
operate eleven days (holidays) of the year. They asked that the license
be issued in the name of the corporation, explaining their method of oper-
ation makes it difficult to only have one individual specified to always
be the attendant in Mansfield.
Selectman Colella expressed his concern for unfair competition to local
florists. Selectman Robinson asked how many people in the corporation; he
was told only one, but they have as many as 100 -150 employees for holiday
operations. Mr. Lyons volunteered to notify the Town Manager's office for
each holiday as to who would be working his stand.
MOTION: To approve the Vendor license. Tartufo /Robinson

Old Business
a) The Town Manager reviewed a Memorandum from David Conley, Electrical
Inspector, regarding inspection of underground electrical trenches for

VOTED: 4 -0
b) Board members had previously received a Memorandum from Town Engineer,
Bob Swanson, reporting an update on the East Mansfield Sewer, which
the Town Manager reviewed briefly. The construction documents were
advertised this week; construction bid will be for the main sewer (from
Norton to Mansfield Meadows) with an alternate bid for the Eastman
Street sewer. Bids will be opened March 3rd. The Town Manager advised
the likelihood of receiving a grant at this time does not seem probable.
(Selectman Tartufo was out of the room for this discussion).
c) The Town Manager reviewed a letter he had received from AMTRAK's Presi-
dent regarding Mansfield's letter expressing concern for more fencing
along the tracks through town. He also reported on a letter from
Massachusetts' Secretary of Transportation & Construction advising that
the MBTA has initiated plans to improve accessibility for disabled
persons at the present station, and they expect to set up a meeting
with Mansfield officials to discuss plans and needs.
Selectman Tartufo said he wants to see them adress concerns of neigh-
bors, commutters, parking, etc. The Town Manager said he is trying to
have a meeting with MBTA officials in Mansfield, not Boston. The Board
expressed its pleasure with these developments. Chairman Sarro indi-

cated concern that AMTRAK wants to put a price tag on a human life (he
connected this feeling to the indication from AMTRAK that the Town
should be willing to maintain any fences AMTRAK puts up).
d) The Town Manager reported that the Finance Committee had met Monday
evening, and the consensus was communicated to fund a level budget to
avoid an override. He went on to review what this would mean to the
budget and advised he is a reluctant participant in making further cuts.
