Richard Blandori /Sewer tie -in Richard Blandori, Mr. Dei and Mr. DePillo were present, along with their engineer, Ralph Maloon; Assistant Town Engineer, Dave Archard, was also present. Each Selectman had been given copies of Minutes, Memorandums and corres- pondence pertaining to this same issue in late 1989; also a Memorandum from Dave Archard, written this date. The three parties would like to connect four homes on Perkins Ave. and propose upgrading the 6 inch sewer line in an easement to Central Street to an 8 inch sewer main. Dave said this would be acceptable, with manholes every 300 linear feet, after ob- taining a DEP extension permit. Ralph Maloon proposed a 20 foot easement and said he could provide the plan for this for the March 4th meeting. Selectman Tartufo said he had no problem with the new proposal as long as all engineering requirements are adhered to. MOTION: To approve the 8 inch line with the proper plan to follow. Colella /Pasquale VOTED: 5 -0 12. Old Business - Town Manager a) Budget Status - The Town Manager reported the Finance Committee had directed him to restore $52,000 of his proposed cuts for the present. He went on to review a Memorandum he had given each Selectman in which he states he sees the municipal budget for FY -93 on the edge of service curtailment; he does not want to make reductions that hurt the public, feels he is now at a crossroads and cannot cut any more without seeing a dramatic impact. He also said the present budget has the full support of all municipal departments and committees. Selectman Robinson said he felt it was a job well done and the Town Manager is to be commended. Selectman Pasquale asked what percentage over the current year's budget is this proposed budget; Bill said less than 1 %. Selectman Pasquale praised the department heads for the tremendous job they are doing with their limited staff. Selectman Tar - tufo expressed handling of the stress by both the Town Manager and the staff and mentioned the school side is sharing the stress as well. Chairman Sarro said he does not feel any more cuts can be made without consent of the people, and he feels Bill has done the best job he pos- sibly could. b) Next the Town Manager reviewed suggested fee increases from various departments as follows: - Water Capital Charge - The charge is currently $300.00 per residen- tial unit. Jerry St. Hilaire, Water Operations Manager, believes this account should be used for enhancement /expansion of the water system due to the demand of new tie -ins, and suggests $515.00 per residential tie -in. - Water Meter Replacement Program - Jerry St. Hilaire suggested a charge of $25.00 for Meter replacement after normal work hours, or BOARD OF SELECTMEN MINUTES OF MEETING FEBRUARY 19, 1992 PAGE 4 on a Saturday; no charge for work during normal work hours. - Installation and /or Repair of Water Service Lines - Jerry St. Hilaire suggested offering the option of having the Water Dept. install the service line from the curb stop to the house, and also• the option of repairing a service leak on the customer's side of the curb stop. The proposed charge would be cost plus 20% - Sewer tie -in - The current charge is $40.00 and Jerry does not sug- gest an increase at this time. - Shaun Burke, Director of Planning & Development recommends that the Zoning Board of Appeals start requiring that advertisements for their public hearings be paid for by the applicant, as the Planning Board and Conservation Commission do. He indicated this would re- duce that line item from $1360 to $300 per year. - Each Selectman had a copy of Building Dept. fees, current and pro- posed, which was extensive; the Town Manager reviewed them all. - The Engineering Department proposed two fee increases: Street & Curb Permit from $40 to $50, and Sewer Tie -in Permit from $50.00 to $150. The Board decided to make no decisions at this time. c) Foxboro Board of Water & Sewer Commissioners request for increased sewer capacity, as received at last week's meeting. - The Town Manager reviewed Jerry St. Hilaire's recommendation (Sewer Operations Manager), which was to accept it; it will not affect the flows at the plant to any noticeable degree, and it would mean an increase in allotment and capital charges of approximately $14,700. It should not come out of Foxboro's critical needs allotment. MOTION: To accept. Pasquale /Robinson VOTED: 5 -0 13. New Business a) The Town Manager had three purchase orders for approval, all for the Mansfield Manor project and will come from the court ordered funds: - $7,071.00 Rim Engineering * MOTION: To approve. He said he will combine each of the Selectmen evaluations into one final form. He went on to say the Board is completely satisfied with the job Bill Williams has done for the Town of Mansfield. He has gone "above and beyond ", the Board is BOARD OF SELECTMEN MINUTES OF MEETING FEBRUARY 19, 1992 PAGE 5 pleased with him and hopes the people of the town are pleased with him. Selectman Robinson attested to his always having his door open; he has motivated the employees in a positive fashion, and it has been a great pleasure working with him. Selectman Pasquale said Bill has been very responsive to the Board, has brought up the morale of Town employees, has done a tremendous job with the budget, a diligent job, and he ap- preciates it. Selectman Tartufo said Bill has lived up to the expec- tations of the original selection committee, and has developed a healthy and positive self image for Mansfield as a community. The Town has a capable staff and capable leadership. It has been a pleasure working with Bill. Selectman Colella supported what the others had stated. Bill responded by saying he was humbly appreciative for all the favor- able comments and the Board's guidance. If it hadn't been with the help of the Board and staff he couldn't have done the job. 14. Planning Board /Zoning By -law Changes & Planning Board Fees Shaun Burke, Director of Planning & Development, Bill Madan, Chairman of the Planning Board, and Planning Board members Marydee Flynn, Tony Capon - igro and Michael Cadden were all present. The Selectman had asked them to meet with their Board to explain the divided vote concerning increase of the Special Permit fee. The three committee members present were seemingly the ones who were against in- creasing the fee; Tony Caponigro offered the reasoning behind his vote. Chairman Madan advised there is alot of money spent for legal counsel for Special Permits. Shaun Burke stated he believes development should pay its own way and the fees should offset expenses. Discussion turned to whether the Planning Board could justify the increase, which the State requires. MOTION: To accept the fee increases as proposed by the Planning Board. Pasquale /Tartufo Selectman Pasquale said he does not believe this is an impact fee; he feels this can be justified over a three -year period (the time since the last increase). Selectman Tartufo said he asked the question to clarify why the vote was what it was, not to criticize. Chairman Sarro said he does not agree with their vote; he feels the people are being "fee'd to death "; he cannot support a 15% increase at present. FAILED: 3 -2 Tartufo & Pasquale for MOTION: That the flat fee stay at $250.00 and the additional fee under Special Permits, as recommended, be increased 1.15¢ per square foot.
