The Town Manager said the Planning Board will be meeting with the Selectmen next week. Chair- man Sarro asked that any other boards or committees also meet with the Selectmen next week if they have fee changes. 8. Rory Fallon /Waste Systems Each Selectman had a copy of a letter from Rory Fallon concerning the white goodssituation which he was to discuss; Town Engineer, Bob Swanson, was also present. The Town Manager reported that he and Bob Swanson had asked Rory Fallon if Waste Systems would take over operation of the recycling park. Rory said that is not a service they perform. He explained recycling is of commodities and, therefore, prices change. There are two ways to recycle: curb side or depot. Approximately 85% of communities will use the curb side system; the depot system is confusing and difficult to control and often results in a town paying to have the materials removed rather than selling them. Newsprint and plastics market are not going well now; towns have to be willing to pay for the service. He said right now is not the time to get involved with recycling plastics, and at present they are transporting Mans- field's glass at no charge. BOARD OF SELECTMEN MINUTES OF MEETING FEBRUARY 12, 1992 PAGE 3 Selectman Tartufo inquired about white goods (stoves, refrigerators, washers, dryers, etc.). Waste Systems will reduce its white goods collection fee by $10,000 on an annual basis, and will pick up quarterly. They reserve the right to look at the situation again in July 1992 when a proposed Federal regulation may become law regarding removal of 'CFC' units, which are con- sidered hazardous waste. Discussion then turned to the fact that resdients from other communities are using our park, also commercial companies. Board members felt it would be worthwhile to devise a car sticker system for use of the park. 9. Questions & Comments a) Karl Clemmey referred to his comments at last week's meeting concerning Town recreation land. He had maps and reported there are some 183 acres which he reviewed in various areas of the town. Karl said he would clear, stump and rake any parcel which the Town could use for recreation other than land in the industrial park. Selectman Tartufo said a five acre parcel would not do it, and many of the other areas Karl had pointed out were not adequate, they have been investigated; some of them are wet. 10. Old Business a) East Mansfield Sewer Update - Town Engineer /DPW Director, Bob Swanson, was present and reported the bids are out. Rather than give bidders an alternative, staff decided because of health reasons, the bids should specify the main interceptor be in and ready, from the Norton line to the complexes, by November 30, 1992. He said there are septic problems at the complexes. (Selectman Tartufo left the room for this discussion). b) Water Capital Project Funding - Each Board member had been given a re- port covering increase of water rates for installation of the KOH sys- tems to three wells, one for each of the next three years.(KOH system is for potassium hydroxide conversion).
