8. Old Business
a) The Town Manager briefly addressed the Update Report on the Wastewater
Treatment Plant, copy of which had been given to each Selectman, as pre-
pared by Bob Swanson, DPW Director, and Alex Moles, temporary superin-
tendent. It was stated that the plant is a $30,000,000 investment which
requires maintenance and further investment. It has performed well but
needs some managerial fortitude and leadership along with maintenance
requirements. It is now meeting all requirements for personnel and the
facility. It is now time to address an orderly plan of investment to
affect the quality of services in the future. The Town Manager said he
felt the report should go to the Finance Committee.
b) The Town Manager reported the Fire Department, Police Department and the
Electric Department, as well as emergency personnel did an exemplary job
during the storm of two weeks ago. Bristol County has not been desig-
nated as reimbursable for any expense. Chairman Tartufo felt it should
not be designated by a County.
c) Selectman Penney asked for a report on the equity of the Norton and
Foxboro charges for the Wastewater Treatment Plant.
* d) MOTION: To take the jeep out of the Police Department and take it off
the road on a temporary basis until it is decided where to put
it, or put it down at the Highway garage.
Colella /Penney (for discussion)
Selectman Pasquale stated the vehicle was passed as being in
the budget six months ago. The problem is not the jeep but
the use of it. He cannot support the motion. Selectman Rob-
inson said he would like to see the jeep put some place until
the issue is settled.
Chairman Tartufo stated he is upset in the way the issue was
addressed. The Selectman should have called the department
head instead of waiting to bring it to a Board meeting.

used very often.

another department head last week.'
