a) Bill Morton, 560 East Street, wanted to point out, from the Board of
Selectmen Minutes, copy of which had been given to Board members pre-
viously, that the March 13, 1974 Minutes indicated the Fish & Game Club
had been operating under the wrong by -law. He then asked if this would
be pursued. Chairman Tartufo said everyone had not had time to read
the information he had supplied yet.
b) Ken Kamens, of Say No To Lego, asked for confirmation that the John
Drew Co. will be meeting with the Board November 18th; he was told
that is correct.

7. The Town Manager brought up discussion on the Susan Brown Otis Street land
gift. He reviewed the Memorandum from Health Agent, Scott Leite, DPW Direc-
tor /Town Engineer, Bob Swanson, Environmental & Conservation Agent, Dick
Lewis, and Shaun Burke, Director of Planning & Development in which they
reported they had visited the site and offered certain comments. It is an
extensive wetland and in the best interest of the Town to preserve it. It
is important for the Town to control access to the culvert under Otis
Street which directs the stream from the parcel. The land abuts other Town -
owned properties and it is in the best interest of the Town to acquire con-
tiguous property. The parcel is clear of litter and debris of any type.
They recommend the Town accept the parcel.
* MOTION: To accept the gift from Susan Brown of the parcel of land as des-
cribed by the Town Manager.
Robinson /Colella VOTED: 4 -0
The Town Manager said it is a generous gift and we received a full agency
review.
8. Old Business - Town Manager
a) Contrary to newspaper reports, Rt. 106 will not be closed at any time
( during the sewer construction. They have encountered some rock which
has required blasting this week.
b) Balcom Street work was begun this week; Town DPW is working with the
Mass. DPW to get it paved.
c) Highway work began this week on Bird, Winter and Maple Streets.
d) Stearns Ave. sidewalk base is almost completed and is an exemplary job.
e) Referring to the Bird Road Escrow Agreement for use with Serena Nardone,
as explained in the October 28, 1992 letter from Attorney Richard A.
Gelerman, it is the same as one signed by Mr. Zola except for the addi-
tion of #5 which entitles Serena Nardone to draw on the funds deposited
with the Escrow Agent for payment of costs to meet her construction
obligations under the Agreement.
Selectman Pasquale questioned the paragraph not reading "in excess of
the $40,000 ", and would like to have it rewritten. He then went on to
express dismay over each of these documents being an emergency requiring
immediate attention.
* MOTION: To approve Section 5 subject to the change stating that it is
in excess of the $40,000 per lot (6 lots).
Robinson /Colella VOTED: 3 -0 Tartufo out of room

Dr. Bruce Auerbach
Dr. Auerbach, Chief of Ambulance & Emergency Service at Sturdy Memorial
Hospital, was introduced by Town Manager, Bill Williams, who also welcomed
Fire Chief Ed Sliney and Deputy Dick Bellavance.
Dr. Auerbach said paramedics are an on -going expense, initially and mainten-
ance; they must be re- licensed and recertified every two years. Mansfield's
population will not support the cost, it is too small to justify the ex-
pense. Sometimes a cooperative service of contiguous communities is worth-
while, but does not always work well. Another alternative is to rely on a
local hospital.
Chief Sliney stated they do approximately 900 ambulance runs a year, only
about 500 hospital runs. He discussed cardiac arrest, defibrillation, both
of which Mansfield's Emergency Medical Technician - Basic can now adminis-
ter. Paramedics from a local unit (hospital) will meet the Town ambulance
and EMTs.
Pat Hooper, a nurse who had had a scarey experience when Mansfield EMTs
could not treat her condition, was the one who prompted the inquiry about
paramedics, and was present tonight. She explained a little about her inci-
dent and meeting paramedics en route.
Selectman Robinson asked how he could take a proposal back to the Bristol
County Advisory Council, of which he is a member. Dr. Auerbach felt it
would be unfathomable since the County has no such services within the
County government. He said several area towns have paramedic units avail-
able (Norton, North Attleboro, Attleboro and Norwood), and Sturdy Hospital
is planning to develop an emergency team which would be available to the
area towns.
Selectman Pasquale asked Chief Sliney would it be beneficial for Mansfield
to work with Norton. Chief Sliney said Norton has had to cut back on their
paramedics.
10. Arthur Badger Blackett, Jr. /The Trust For Public Land
Arthur "Badge" Blackett was present, along with Steve Pike of the Executive
Office of Environmental Affairs; Leonard Flynn, Natural Resource Trust, was
also present. Badge explained the Trust for Public Land is a national,
nonprofit, land conservation organization dedicated to protecting land for
people. It is twenty years old, based in San Francisco, with a New Eng-
land Regional Office in Boston, Mass. Its mission is to facilitate trans-
action of land from private to public hands. It can be called in by land
trusts to pre- acquire land and hold it until an interested party acquires
funds to purchase the land.

"Badge" said they are neutral regarding Lego World; they hope to acquire a
significant parcel of land for Town of Mansfield and Norton. Steve Pike
referred to the important September meeting which was attended by Chairman
Tartufo and other Town staff, saying it would not be suitable for the State
to own the lands; the Trusts and the Executive Office of Environmental Af-
fairs are working with the John Drew Company. Lenny Flynn advised he now
has a letter from Brian Dacey, of the John Drew Co. committing them to the
concept of the conservation land, which had been asked for. Lennie said
this is a unique opportunity.
Selectman Pasquale asked Steve Pike what will happen if Lego does not
materialize and was told the grant process will proceed either way. "Badge"
said they work well with the Commonwealth; they gain site control of a pack-
age, not ownership. They are talking about approximately 1000+ acres of
conservation land. Selectman Pasquale asked if trails, hunting and fishing
will be allowed. Steve Pike said the State would allow it; the Natural
Resource Trust has discussed it with the Conservation Commission, but Lennie
said he is not sure.
Steve Pike said whether Lego World does or does not come, a grant round
would still go forward. Selectman Colella said he wants a 'Yes' or 'No'
as to whether it will go forward with or without Lego. Steve said this is
a proposal about as attractive as any with or without Lego, and it will
include the excess land owed the Town by the State. Administration is very
in favor of this project.
Chairman Tartufo thanked them for coming to explain to the Board and resi-
dents. Selectman Colella asked if the State is using the Natural Resource
Trust; Chairman Tartufo said perhaps the Town is using the State!
11. Old Business - Selectmen
a) Selectman Robinson said he had received a call from the Mansfield Jaycees
concerning pick up of leaves on a Saturday for senior citizens. Chairman
Tartufo suggested they call Gale Farrugia, Director of the Council on
Aging, as a contact for determining the date and for senior citizens to
call if they have leaves to be picked up.
* MOTION: To support the Jaycees leaf pick -up with support of the Highway
Department.
Colella /Pasquale VOTED: 4 -0
Mention was made of the Jaycees, with the help of the Army Corps of
Engineers, holding a Spring Clean -up.
b) Chairman Tartufo reviewed a list of Selectmen Meeting dates through
December 30, 1992.

d) There will be a Capital Improvement Committee meeting November 16th;
Selectmen Pasquale and Penney were appointed as Selectmen representa-
tives.
e) Selectman Robinson asked the Town Manager to have the date changed on
the leaf composting center sign; it reads it will close in early Novem-
ber, and there are alot of leaves still falling. He thinks it should
be changed to sometime in December.
f) Selectman Robinson reported on a SRPEDD meeting he attended when Feder-
al funding for State roads was discussed. Funding is limited and Sel-
ectman Robinson wanted to be sure the poorer sections of the Town's
state roads were covered under available funding.
g) Selectman Robinson reported on progress and changes at the recycling
center.
h) Chairman Tartufo commended Peter Compton and his staff on his leadership
of the High School marching band which received a silver medal in com-
petition recently.
