reviewed the Rt. 140 diagram, advising it would be a 4 -lane road. Rayna
Ruben, of John Drew Co. explained the 12 -18 month permit processes.
Selectman Colella asked about the conservation land if LegoWorld does not
come here, stating he believes the John Drew Co. has used the conservation
land as a key for this project. Brian said if Lego does not come, then the
conservation land is not promised.
Selectman Pasquale asked if the two towns will be involved in the MEPA
investigation. Brian and Rayna said there will be a "scoping" process for
involvement. Brian mentioned that a comparison of LegoWorld coming to this
site versus Orlando or Anaheim is ludicrous, and John Drew Co. will supply
a list of similar parks.
Chairman Tartufo reviewed the letter written to Brian Dacey, by the Town
Manager, dated April 7, 1992, asking for more definitive information con-
cerning LegoWorld. He then introduced Representative Phil Travis, who said
he felt the idea of a traffic light at the Rt. 495 and Rt. 140 appalled
him. He advised he has worked on traffic and roadways and he wants to see
Lego happen, but correctly. He is disappointed with what he has heard to-
night.
Tom McShane, Undersecretary of the Executive Office of Environmental Affairs,
said the MEPA process is within his office, and stated he is a resident of
Mansfield. He said he had the opportunity to visit LegoLand in Denmark this
summer and offered some of his impressions; he said generally it was a very
positive experience. He stated his office wants the roads into and in the
park to minimize wetlands impact.
Joe Donovan of the Governor's Office of Environmental Affairs stated they
were enthusiastic in pursuing LegoWorld because it is an attractive asset
for the State.
Returning to the April 7th letter, Chairman Tartufo stated money will be
needed to provide water to the site; both towns have water. An important
issue is means for addressing proposals which could develop. The noise and
air quality issues have not been addressed. The communities, LegoWorld and
State must work together.
Chairman Tartufo then opened the meeting to people in the audience. Concerns
expressed were for the "jug handle" design for Rt. 140; noise from Rt. 495;
someone expressed concern for increase in crime, and mentioned that children
like to go into the woods. There was an inquiry about Lego building a
hotel; that is not expected.
Heather Graf, member of the Town of Norton opposition, asked about an access
road, other than Rt. 140. Brian Dacey said there would be an emergency
access road from the park to Rt. 140. One participant asked what empowers
the Governor to promise free land and build an access road. Joe Donovan
said the Governor has a strong commitment to economic growth in the State.
the State does not own the land; Bay Bank is negotiating with LegoWorld.

considered; will those owners be allowed to use that ramp?
Someone mentioned there were still no figures regarding police, fire, water,
trash. Mr. Stefanelli addressed the "hidden agenda" at time of the Great
Woods Performing Arts Center expansion, then Lego comes up; what about the
"hidden agenda" after Lego? He then inquired about where water would come
from. Brian Dacey said the site developer would fund the development for
a new well.
The Town Manager thanked Tom McShane for coming tonight, Joe Donovan for
supplying some new information, and Brian Dacey for attempting to address
some of the concerns. He said we must continue the commitment. Chairman
Tartufo thanked everyone for coming and ended saying "Hopefully, we will
