Tartufo /Robinson VOTED: 5 -0 BOARD OF SELECTMEN MINUTES OF MEETING ( JANUARY 29, 1992 PAGE 7 d) Selectman Robinson said he would like the Tom Manager to send a letter of appreciation to Officer McGuire. Chairman Sarro asked that the Town Manager write the letter and ask Officer McGuire to come to the Board meeting next week for the Board to present it to him in person. Town Engineer /DPW Director & Wastewater Operations Manager Bob Swanson and Gerald St.Hilaire met with the Board to discuss several issues, as follow: - Bob was asked by Chairman Sarro if there was a surplus truck available for possible use by the Parks Department. Bob suggested an abandoned cruiser; he also said they have a Cherokee Jeep not being used, but it is a back -up for his department. Selectman Tartufo said he felt there is a safety issue; what if the present Parks truck dies tomorrow, what would the Town do? Some discussion followed. * MOTION VOTED: 5 -0 a) Wastewater Plant Expansion - Each Board member had been given a report prepared by Bob Swanson and Gerry St. Hilaire covering Available Cap- acity of the Water Pollution Control Facility. Items discussed covered gallonage capacity, mandatory tie -ins, sludge landfill life and need for another 'cell', inflow and infiltration. Gerry advised that the plant expansion study has not been started yet; it is waiting for the Inflow and Infiltration study to be completed. He said the Town of Norton and Town of Foxboro share the operating costs. It will be ex- tremely difficult to site another landfill. If the composting area could be roofed in it could be utilized year round and it would not be necessary to establish another site. b) Wastewater Dechlorination - Dechlorination is required for this year's permit; the cost should be shared by both Norton and Foxboro and sept- age users which means it must be put in the operating budget. Bob Swanson discussed the two methods, but only one has been approved by the State. Bob recommended using the Depreciation Trust for this cost which would avoid a sewer rate increase for Mansfield users. c) Potassium Hydroxide System - Mansfield's present system for corrosion control has not been effective. Beginning in July 1992 the Federal Safe Drinking Water Act requires that 60 residences be tested twice during the year for copper and lead levels. If the levels are above the Maximum Containment Level Goals, a plan will have to be submitted ( for reduction of these levels and installation of equipment. Said equipment must be installed by July 1, 1996. Bob recommended using BOARD OF SELECTMEN MINUTES OF MEETING JANUARY 29, 1992 PAGE 8 Water Capital Charge funds and retrofitting of one system each year to reduce the impact (for five wells). Bob said he recommends the Dustin Wells only as stand -by system. If there were to be a rate increase for perhaps only one year, he mentioned a figure of $0.42. 11.
