Both apologized for not attending the December 18th hearing, and assured
Board members they had been properly notified.*
Selectman Colella asked how many machines they have operating; Marie Rota
said they had six, but placed "Out of Order" on three of them following
instructions from the Police Department after the Dec. 18th hearing. Alan
Kronberg explained the machines help the patrons pass the time of day when
they are staying a week or so for training sessions, etc., and they ask
for six machines to provide more variety. The hours for operation are
11:00 A.M. to 12:45 A.M. Selectman Colella said he had a concern that
more machines would attract outsiders since they are open late, etc.
Marie Rota felt because of the lcoation of the hotel that would be negli-
gible. Alan Kronberg pointed out they have security present at night and
he is there during the day.
Selectman Pasquale said the Board is going to uncharted territory, and he
would like to limit the number to four until the Board has more opportunity
to explore any problems.
Gilbert Stuart, part owner of the Homestead Restaurant, was also present.
He said they have had four machines licensed for several years and noted
that the machines are rotated periodically by the supplier. He volunteered

copy of Warrant Articles for them to review.
c) Adopt a (Flower) Bed Program - Kelli Baker and Brian McCafferty were
both present. Kelli had given each Selectman a copy of a letter,
together with General Specifications and Information, they are suggest-
ing go out to Landscapers as a request for proposals for the program.
Kelli said there has been a growing enthusiasm for the program and she
encouraged the Selectmen to become a part of it. Their hope is to
have one landscaper to design a plan and also be responsible for up-
keep of the beds.
Chairman Sarro pointed out any contract would have to be with the Town,
not the Chamber of Commerce, since the beds will be on Town -owned prop-
erty. He also mentioned that all memorial plots would require special
attention. Selectman Tartufo expressed the hope that a volunteer at-
torney could be involved.
* MOTION: To endorse the preliminary concept of the program being
sponsored by the Tri -Town Chamber of Commerce.
Tartufo /Pasquale VOTED: 5 -0
d) The Town Manager reported on the Purchase Order for Richard Bros., as
presented at last week's meeting. It is for electric service for

Committee, Mike Van Splinter, was present with a member of'the commit-
tee, Bill Lewis. Mike Van Splinter made a report on costs for curb-
side recyclables to be taken to Millis, plus a tipping fee, plus cost
of a truck, etc., and advised that if the Town joins the Millis Con-
sortium, it will be expected that the Town will take everything Millis
will accept, or nothing. Also, they require a twenty -year contract.
He reminded the Board that Mansfield's recycling park presently is ac-

cepting alot more than what Millis will at present. Mike said the
Solid Waste Committee voted unanimously, based on present requirements/
restrictions, not to participate in the Millis Consortium, that it does
not meet the needs of Mansfield at this time.
Chairman Sarro asked for the Town Manager's opinion, who said he agrees
with the Solid Waste Committee vote at this time. There are now more
such sites proposed which could be closer to Mansfield soon.
Bob Swanson, Town Engineer /DPW Director, was also present and advised
he does not feel the Town has all the facts yet, because in speaking
with people associated with the Consortium, many facts are referred to
which have not been sent to him yet.
* MOTION: To not go to the Millis Consortium. Tartufo /Robinson

The second topic for discussion concerned operation of Mansfield Green.
Mike Van Splinter said he feels the Town is doing a good job of run-
ning the recycling park effectively; the one problem being there is no
one employee running the park.
Selectman Tartufo praised the Solid Waste Committee for establishing
the recycling park we have today, but he does not think an advisory
committee should have the responsibility for pricing, maintaining,
etc.; it should be handled by Town staff. He said he would like to see
the Town Manager and staff come up with a plan. Chairman Sarro said
"Find a way and soon ".
Discussion followed as to whether the trash contractor can be made to
pick up all recyclables at the park. Bob Swanson explained he and
the Town Manager are working with the contractor, with Town Counsel,
concerning the Town's present contract which has a rider for picking
up white goods which they no longer will do.
