Otherwise, if a developer has to pay for a quicker inspection, he pays twice, because the regular fees they pay go into the General Fund which cannot be appropriated to pay a developer. - Selectman D'Onofrio said he would like to see the Town have consul- tants with the developers paying an additional fee, rather than adding to the staff at the Town which would mean residents having to subsidize the developers. - The Town Manager said the Town needs more help, either consultants or staff; Selectman Dunn said build it into the fee structure. Frank Nilson /Town Meeting Article Frank Nilson had asked to meet with the Board to discuss a petition for an Article for the Special Town Meeting which he had prepared. He said at the last Annual Town Meeting Article 48 was submitted for an increase to 80% of the contributory Health Insurance Plan to be paid by the Town; this article was approved and it was assumed that it was all encompassing and, thus, would cover ex- employees, retirees, etc. Retirees and their surviv- ing spouses have always been a part of the insurance plan. The State would not accept the Article that way, so Frank Nilson has submitted a petition for the same 80% coverage for retired employees and their spouses. Chairman McNair said he has discussed this with the Treasurer; she says the money is there, so this Article should clear up the problem. It was the wording of the Annual Town Meeting Article which caused the problem. Discus- sion followed as to whether the new Article should include making the cover- age retroactive to July 1, 1986, which Selectman D'Onofrio said he would support. Frank Nilson said he felt it would be acceptable to make it effec- tive January 1, 1987. 8. He said they have approximately 9 field trials per year and some social events. He said they have no desire to have an annual license or a bar. Selectman D'Onofrio said it is evident that this is strictly a social organization and they are doing a very good job.
