Town Engineer /1987 Street Program The Town Manager opened the report by stating that Vanasse Hangen's report on Mansfield's roadway system indicated recommendation to utilize the Chap- ter 90 funds to alleviate the most seriously damaged pavements to prevent potential liability; there is $427,000 available. The Town Engineer took over the discussion saying that after careful review of the list of streets eligible for 100% State aid reimbursement, as prepared by Vanasse Hangen, he recommends Oakland Street from Mansfield Avenue to Maple Street; that is estimated to cost approximately $237,750, and would include granite curb- ing, sidewalks and drainage control. He said North Main Street continua- tion from the Downtown PWED project to East Street was considered, but there is a chance it will require drainage improvements and sewer repairs. He ended his report by advising the Board to adopt a regulation limiting future excavations in the road upon completion of the reconstruction. All abutters would be given ample notice to prepare for their future develop- ment. BOARD OF SELECTMEN MINUTES OF MEETING AUGUST 27, 1986 PAGE 6 Discussion followed. The Town Engineer, in answer to a question as to why he recommends Oakland Street, said some roads from Vanasse Hangen's list were not appropriate because of developments going in, and only portions of certain roads were part of the State Aid Primary System; his reason for not recommending North Main Street previously given. Ed Broderick /Camelot Estates The Town Manager opened discussion by reviewing a Memorandum addressed to the Board members, dated August 22, 1986, in which he points out several issues which need to be addressed in considering Ed Broderick's proposal for connection to the Town sanitary sewer system, which are: 1) Connection to the Plymouth Street sewer will require granting of an easement by WRC Properties, through their agent, Cabot, Cabot and Forbes 2) Presently Cabot, Cabot and Forbes maintains the three pump stations in the industrial park. Should residential customers, outside the industrial park, be connected to the sewers served by the pump sta- tions, CC &F requests that the Town assume maintenance of the pumps. 3) The size, depth, grade, etc. of the proposed sewer would be adequate to handle additional flow from the Tremont Street area, with future installation of a pumping station. The Broderick Corp. has been asked to provide data on potential capacity., 4) Access to the sewer line must be addressed in consideration of expected Conservation Commission Conditions. Camp, Dresser & McKee has sub- mitted a report on maintenance requirements for the proposed sewer, and the Town Engineer was present to field questions concerning both maintenance and access. Marilyn Quellette, from the Conservation Commission, was present and advised the Board that her commission had determined that a road for access would be BOARD OF SELECTMEN MINUTES OF MEETING ( AUGUST 27, 1986 PAGE 7 detrimental to the wetlands, but the Commission had approved the subdivision subject to certain Conditions. The Town Manager said two "cells" are being constructed; they have also brought in fill to cover leachate areas, and are constructing two berms in front of the landfill. Some complain of rudeness and short tempers; Larry won- ders if the long hours are a cause. The Town Manager said they already are using officers from other communities. g) Chairman McNair said he had received a letter from Myles C. Franey of 181 East Street concerning a problem he is having as a result of an Order ` of Conditions issued by the Conservation Commission to the Assembly of BOARD OF SELECTMEN MINUTES OF MEETING AUGUST 27, 1986 PAGE 9 God Church to construct a pond located on West Street directly across from his property. Due to a stone culvert under West Street, which the Town recently partially unblocked (it had been abandoned and blocked for some 25 years), Mr. Franey says his property is now being illegally flooded, eroded, receiving silt and top soil is being washed away. Mr. Franey feels this is the Town's responsibility and requests action to resolve it.
