a) Harvey Gack was present for the Board's reconsideration of his applica-
tion for a Class II Garage License. The application was for Harvey Gack,
d /b /a PATNA at 10 Erick Road, Unit #41. The Board had questioned a busi-
ness being conducted from a rental unit (Bristol Arms); the application
had stated that the only business from that address would be as an office.
Mr. Gack confirmed this and also advised that his unit is a condo. The

do that when the Post Office becomes handicapped accessible (Mr. Gack
was in a wheelchair).

and approve.

8. Police Chief
Jesse Earls, Police Chief, had been asked to meet with the Board to discuss
problems in the downtown area and a rise in the crime rate in the town.
Selectman Harrington explained his reason for asking for such a meeting.
He said the police have cleaned up the North Main Street parking lot very
effectively, but the Fulton Pond area has become a freightening area full
of obnoxious youths, as well as cars speeding on Rumford Avenue.
The Police Chief said he has a minimum staff and they are barely holding
their own. He said although there was a request for an additional man, it
was not approved, and there is an additional $10,000 in the budget for this
fiscal year, but it won't see him through. The only effective way to cor-
rect the problem is to increase the staff; a short -term solution is put men
out there on overtime, but the union contract calls for a minimum four hours
extra duty. His suggestion is to have an officer stationed at the pond
until 10 or 11 at night, staggering the hours. Selectman D'Onofrio said
he wouldn't oppose a transfer request at the end of the year, because such
a plan would require it. The Police Chief had given the Town Manager a
"Proposal for Short -term Immediate Solution to Youth Problems in Downtown
and Fulton Pond Area ", copy of which each:Board member had received.
MOTION: That we support, through the Tom Manager, the Chief's recommenda-
tions I and II of his proposal.
D'Onofrio /Harrington
Selectman Harrington then asked
the crime rate. The Chief said
"80% clearance ", which is a very
very well with the drug problem
office. He went on to say alot

about the reported substantial increase in
