* Selectman Mahana questioned the legality of a transfer into an enter-
prise account; Selectman Dunn felt a transfer from the Reserve Fund
was the only way to supplement an enterprise account. The Town Man-
ager expressed his feeling that the budget was very much underbudgeted
for maintenance.
Selectman Harrington said he wanted to see all bills paid before the
end of the fiscal year, and he also wanted the Town Accountant to re-
mind department heads that no funds are to be encumbered; a transfer
is to be requested prior to a purchase order.
The Chairman informed the Board that he had received a request from the
( Finance Committee Chairman for the Selectmen to meet with the Finance
Committee Tuesday, June 10th, at 7:30 P.M., to discuss Transfer Requests.

6. Anderson - Nichols /Water System Analysis Update
The Town Engineer introduced three gentlemen from Anderson - Nichols, Don
Kater, Paul Howard and Howard Chin, the project engineer. Their analysis
includes demand projections, distributions for fire, etc. They have set up
a computer model which shows it is important to look at supply issue, and
recommend an additional water supply study. Selectman D'Onofrio said he has
concern implementing their recommendation based on their projections. The
Town Manager said next year's budget includes $40,000 under Capital Improve-
ments for well testing; he also pointed out the "connection charge" which
will be put aside for Capital Improvements. The Anderson- Nichols projec-
tion went to the year 2005, with a projected population figure in 2005 of
26,600. There was some discussion as to their Recommendations and Cost
Estimates over their three Phases. Anderson - Nichols expects to submit their
final report next week.
7. Recreation Commission and Director
Paul Split and Steve Jackson came before the Board to address the increased
vandalism situation which has increased and become outrageously bold in
spite of all efforts to stop it. Paul said they have replaced $2300 worth
of equipment in the past three months, and the Recreation Commission has met
with both the School Committee and the Police Department. Paul suggests a
sentry or walking patrol, with a walkie talkie, for town -owned property,
and feels the hours between 11:00 P.M. and 3:00 A.M. are the prime hours.
Steve Jackson said the Recreation Commission has voted to prosecute those
caught, after posting signs of warning to that effect. Selectman D'Onofrio
said he feels it is most likely only two or three 06 are doing most of the
vandalism and quite likely the police have an idea who they are. He went on
to say there are some people in town who have a great interest in town prop-
erty, such as Conservation Commission constables, and they might be inter-
ested in helping the Recreation Department. The Board indicated its support
in ending the vandalism problem.
Steve Jackson then said the Recreation Commission has decided to go back to
Sunday evening concerts on the Common, and three bands have offered to con-
tribute their time. He said they are aiming for a gazebo on the South Com-
mon, and the Arts Lottery Council is helping with this plan.
8. Old Business
a) The Town Manager brought up the water rates and his two concerns - for
a connection fee and sprinkler rate. His suggested were $300 for connec-
tion fee, $100 /diam. inch for sprinkler fee, and $25 /year per hydrant.
* MOTION: To re- institute the sprinkler fees as proposed, starting this
1 fiscal year and with a letter explaining the charge.

b) The Town Manager said some business people are being ticketed in the
Municipal parking lot when they work after 6:00 P.M., and have registered
complaints. Selectman D'Onofrio said he feels the Board cannot differ-
entiate those ticketed. Consensus of the Board was to leave things as
they now are; McNair opposed.
c) Selectman Harrington asked about progress with the ambulance billing
problem. The Town Manager said progress is being made and they will be
making a presentation to the Board at some time.
9. New Business

time), with the recommended changes.
Dunn /D'Onofrio VOTED: 5 -0
b) Selectman Mahana said he would like to have guidance as to a transfer
of land tax on sales of property; that he wants to draw up a referendum
for the Fall ballot. Selectman Harrington would like to know the magni-
tude of sales last year. Selectman Dunn suggested the multiple listing
of residential, commercial and industrial properties would be helpful.
c) Selectman Harrington read from an article in the Sun Chronicle which
stated that the Police Chief said he would be paid extra money from
Great Woods, Inc., and he has checked this with the State Ethics Commis-
sion. Since this was totally wrong as far as what the Board understood,
the Town Manager will check with Jesse about it.

d) Selectman Harrington brought up the question over the Doughboy statue
again. The Town Manager stated he understood museums in Boston, and
other knowledgeable authorities on such things had advised that nothing
should be done to the statue; some treatments ruin the metal, and what-
ever is used to clean it will not last, and it will, therefore, become
a continual expense.
* MOTION: To contact Mrs. DePrizi0 and ask her wishes regarding the
money she had contributed for the statue, and also contact
the Veterans Council.
