Nelia Phillips /Hope Street
Nelia Phillips, as a representative for Concerned Citizens of Hope Street,
addressed the Board concerning the building going on now as well as in the
future, specifically because of drainage problems already, and traffic. She
said they feel the 150 multi- family development on Francis Street is going
to increase both problems. There has always been a water problem in the area
with improper drainage, due to elevations of a drain pipe, among other things,
and it has never been taken care of. Selectmen D'Onofrio and Dunn felt the
area needs a complete study to find out what the problems are and, if it is
the Town's fault, the Town should fix it. However, this is a Housing Auth-
ority project and such a project blocks out all other board and committee
authority. Selectman D'Onofrio said that anything that is Town of Mansfield
property /equipment the Town will look into and take care of as expeditiously
as possible; but not private property.
Nelia Phillips then spoke of increased traffic on their street which, she
said, is already falling apart; she was referring to truck traffic. Select-
man D'Onofrio said the Zoning Board of Appeals has asked the developer to com-
plete a traffic study before their decision is made.
As for the drainage problem, the Town Manager will have the Town Engineer take
a look, with the thought that there probably is a need for a master plan for
drainage in that area. The Board suggested a developer /property owner ap-
proach.
Tosco Accountant
Barbara Haag had been asked to meet with the Board to discuss the upcoming
audit bid. She reported that she does not go out for "bids ", but hopes to
request audit proposals next week. Since it was Selectman Harrington who had
specifically requested such a discussion, and he could not be present tonight,
the Board felt the subject should not be covered in more detail at this time.
Barbara said she would call Selectman Harrington.

with the members. There was some discussion concerning the "sprinkler
fee ", with Selectman Dunn and Chairman McNair feeling there was a reason
it was never charged, although it was adopted a few years back; an at-
tempt is to be made to find out what that reason was. The Town Manager
said he would like to have a decision on the new rates by July 1, 1986.
b) Selectman Dunn asked how the Board would like to pursue the water quality,
water protection, sewer issue which he mentioned last week. Selectman
D'Onofrio said he would support any activity that would allow the issue
to go forward expeditiously; it was suggested that Selectman Dunn formu-
late an agenda.
8. New Business
a) The Town Manager said he had met with Paul Folkman, who was in the audi-
ence, to discuss putting a sewer extension on the south side of Fruit
Street, west of Juniper Drive, for four homes he is building. The Town
Engineer recommends that the Tom require the developer to put laterals
in for the four lots on the other side of the street at the same time.
The issue to be resolved is how to pay for the labor and materials the
developer spends for installation of the other four laterals. The Tom
Manager suggested four alternatives:
- Make it a requirement
- Assess a betterment charge to people on other side of street
- Town pay the cost of the laterals, then charge contractor at some
future date
- Enter into a contract with the developer for a period; then if any-
one were to connect, charge a fee, which would go to the developer.
Selectman Dunn said he believes the property owner should be assessed
the betterment; the developer has to pay for the material now and should
be reimbursed. Paul Folkman estimated the cost to be $800 to $1200 per
lateral. Discussion then turned to the proposed main extension; the Town
Manager recommends approval of both.
* MOTION: To approve extension of the main on Fruit Street, with installa-
tion of laterals on both sides of the street, as indicated by
the plan and approved by the Town Engineer.
