Selectman D'Onofrio asked about senior citizen discount rates, which were not included and went on to outline those citizens who should come under the special category: 62 years of age or older, less than $15,000 for a family of two, dis- abled or retired, or $10,000 for an individual. He suggested a 10% dis- count. Selectman Harrington felt possibly breaking down the cubic feet BOARD OF SELECTMEN MINUTES OF MEETING APRIL 23, 1986 PAGE 3 range further might do the same thing. He also suggested getting a sampling of discount citizens for ideas of useage from the Electric Department. The Town Manager also reviewed his draft Connection Charge. Funds col- lected from this charge would be used for capital improvements to the system. MOTION: To refer to Town Counsel for preliminary review and comments. D'Onofrio /Harrington AMENDMENT: and opinion on whether it will be possible to isolate the funds collected for capital improvement, or similar use. VOTED: 5 -0 Jean Thurber Jean Thurber and her husband, along with several other residents from the area of Samoset and Bristol Streets were before the Board to express their concern for public safety (children primarily) and the influx of new busi- nesses, truck traffic, narrow streets and inadequate parking. They have called the Police many times, but they are seldom able to respond fast enough. They asked if No Through Trucking signs could be posted on Chil- son and Samoset and were told it is not that easy. They feel the Telephone Company is one very big offender, even though there are 7 parking spaces behind their building which they do not use. Selectman Harrington suggested calling the Supervisor /Manager of the local telephone office before the Board to discuss the concern with him; Select- man Mahana added send a copy to the Regional Manager in Boston. Selectman Dunn said it is a public safety matter and if meeting with the office super- visor is not effective, then perhaps the Board would have to seek legal action. Selectman Mahana suggested a traffic management study for the down- town area; Selectman D'Onofrio feels SRPEDD should be consulted for such a study. Jean Thurber said the Planning Board had sent the phone company a letter last week. A resident asked if a trash barrel could be put out so there won't be trash everywhere once the new pizza store opens. It was the Board's decision that a business should be asked to pick up any trash gen- erated by their presence in an area; that is not a Town responsibility. The discussion ended with Selectman Dunn saying the downtown zoning needs to be changed; he outlined, for the residents, what steps are required to put an article on a Town Meeting Warrant. Old Business - Selectmen a) Selectman Dunn said the area across from the landfill is disgraceful; BOARD OF SELECTMEN MINUTES OF MEETING APRIL 23, 1986 PAGE 4 papers and trash are blowing over from the dump. Selectman Mahana said there used to be a snow fence to prevent this. The Town Manager is to check into the situation. b) Selectman Dunn then reported receiving a phone call from Lorene White, 29 Warren Ave., whose mailbox was inadvertently picked up by the trash collector (she had it sitting on a TV table). She has tried several times to collect the cost of a new mailbox; Selectman Dunn said not more than $15.00, and he feels the Town should do something. The Town Manager is going to look into it. c) Selectman D'Onofrio asked what had been done about the DePillo family's request for a island to be named "DePillo Island" for their brother, Raymond DePillo, a World War II veteran. The Town Manager will pursue this. Selectman Mahana asked that it be taken care of in time for Mem- orial Day. d) Chairman McNair said he is still concerned about the dumping at Pratt and Hope Street, and wondered about sending a bill to the property osmer(s) for the time Town employees spent clearing it up. The Town Manager said he learned that part of the area is Town -owned land (Rec- reation Dept.), and he feels it best to not attempt to bill anyone for the labor. It was suggested that the owner of the other parcel be asked to post No Dumping. 9. New Business a) Selectman Harrington said he would like to have the Treasurer /Collector meet with the Board some evening for a discussion regarding delinquent ambulance bills and excise tax. The Town Manager will ask her. b) Selectman Mahana said he wanted to comment on the Finance Committee's hard work and job well done over the past few months, with which the Board heartily agreed. c) Selectman D'Onofrio said he had a letter from the Bristol County Treas- urer concerning appointment of a Personnel Director or Personnel Office. He said, as the representative to the Bristol County Advisory Board he wanted the Board's feeling; his was not to increase any funding when it is presently being handled by the agency that employs the individuals. Consensus of the Board was agreement. Selectman D'Onofrio will draft a letter of response; Selectman Mahana suggested sending copies to neigh- boring towns in Bristol County. d) Selectman Dunn mentioned that it is time for the Tom Manager perform- ance evaluation. Copies of the form used last are to be available for the Board members. e) Selectman Mahana took a minute to invite everyone to attend the Lions' Club Penny Sale at the High School Auditorium, Saturday 7:30 P.M. BOARD OF SELECTMEN MINUTES OF MEETING APRIL 23, 1986 PAGE 5 10. Planning Board This joint meeting was planned to discuss the Growth Management Council as proposed by the Planning Director. He suggested such a council to guide a comprehensive assessment of growth within the community and its desired future direction. This has come about as a result of receiving an EOCD (Executive Office of Communities and Development) Strategic Planning Grant jointly with the Town of Norton and City of Taunton. The EOCD has stipu- lated the funding as earmarked primarily for examing land use control techniques, evaluating local conditions and drafting by- laws, organizational structures and operational procedures. Services resulting from the grant must be completed before December 31, 1986. The Planning Board had concern that this Council would be duplicating or taking away from the Master Plan which, they feel, is of prime importance. They expressed some confusion as to whether the $25,000 allotted for the Master Plan at last year's Town Meeting wouldn't be used just as a data base for the grant money. The Planning Director said his original intention was to focus on certain aspects of a master plan, the number one issue in town being growth which is the core of the Master Plan. The grant is to study housing growth which, in turn, affects everything else - schools, roads, police, firefighters, water, sewer, etc. Discussion branched off to how much more money was needed to do a complete Master Plan; the Planning Director indicated another $25,000. Selectman D'Onofrio said he feels they don't have enough components at this time to develop a comprehensive plan. The end result will be mostly zoning recom- mendations. Selectman Dunn said he feels there are two steps for a master plan; one is planning, then steps to implement it. Selectman D'Onofrio asked if something could be put in writing to help clarify the picture, and, if possible, have it ready prior to Monday night's Town Meeting; the Planning Director said he would try. It was specified that the Finance Committee was to be made aware of what transpired tonight. 11. Adjournment MOTION: To adjourn (at 10:10 P.M.).
