7. Old Business - Town Manager
a) The Town Manager proposed a policy for approval of sewer connection per-
mits:
- For a "normal" connection not requiring 'a State permit, the Town Eng-
ineer issue the permit.
- For a permit which requires a State permit, or any permit for a direct
connection to an interceptor, those applications come before the Board
of Selectmen.
- At the end of each month the Town Engineer will submit a report to the
Board on all water and sewer connection permits issued.
Discussion turned to direct connections to an interceptor; the Town Man-
ager expressed concern for too many lines connecting to an interceptor.
Selectman Dunn suggested a map for possible connections to an intercep-
tor, from Camp Dresser & McKee, or at least a recommendation.
* MOTION: To implement the policy as proposed by the Town Manager for
approval by the Town Engineer of sewer connections not requir-
ing a State permit or direct connection to an interceptor, and
those requiring a State permit or connecting directly to an
interceptor to come before the Board of Selectmen.
D'Onofrio /Mahana VOTED: 5 -0
* MOTION: To have the Town Engineer develop a concept for connections

ceives Town Counsel's opinion.
D'Onofrio /Harrington VOTED: 5 -0
Article 54 - 2z acres off Essex and Ware Streets, landlocked. Select-
man Dunn felt there was a possibility that a subdivision
could go in around this parcel at some time and, thus,
offer access to it.
* MOTION: To hold onto this parcel. Dunn/
Article 55 - Parcel abutts other Town -owned conservation land along the
Wading River, and compliments the other parcels.
* MOTION: To oppose sale. O'Onofrio /Dunn VOTED: 5 -0
Article 56 - A landlocked parcel which abutts land owned by the Penn
Central Railroad and the Conservation Commission hopes to
acquire; this parcel could enhance future acquisitions for
conservation land.
* MOTION: To oppose sale. Mahana /D'Onofrio
VOTED: 5 -0
Selectman Mahana suggested a plan of all Town -owned land
be compiled, then turned over to the Conservation Commis-
sion, instead of each parcel coming up for sale at some
point. Consensus was this would be a good project for the
hoped -for Conservation Agent.
Article 49 - Spaulding School; the Town Manager's recommendation was to
sell it and earmark the funds for the Library /COA facility,
which Selectman D'Onofrio strongly supported. Selectman
Harrington reminded the Board that Cora Abel had been given
a month to develop a presentation for her proposed use of
the school, and he felt the Board owed her the courtesy of
withholding a decision until she is at least contacted.
* MOTION: To hold off voting for at least another week, and
possibly contact the person interested in acquir-
ing the school building.
Harrington /Dunn VOTED: 5 -0

8. Old Business - Selectmen
a) Selectman Harrington brought up the issue of betterment charges. He
had been questioned by a resident who has a well, but wanted to knots
if a water main is put down his street and he choses to tie in at some
later date, would he have to pay a betterment charge. The Town Manager
said it would depend on how the betterment charge is set up.
The Town Manager then advised the Board that he and the Town Engineer
suggest the Town supplying the material for Mr. Conroy's 8" water main
down Glen Street (which was discussed last week) and Mr. Conroy will
provide the labor for the entire length of installation. Anyone who
wishes to tie in at a later date would pay a connection charge. It is
felt that the cost for the Town and Mr. Conroy would be about 50/50
under this plan.
* MOTION: To follow the recommendation of the Town Manager with the Town
supplying the materials and Mr. Conroy supplying the labor.
D /Onofrio /Dunn
AMENDMENT: Providing the cost to the Town is not more than half the
entire operation.

b) Selectman Harrington asked about appointments for the Growth Management
Council. The Chairman said the Board of Selectmen will be meeting with
the Planning Board next Wednesday; it is not certain whether appoint-
ments will be made that night. It was suggested that the applicants be
notified of the joint meeting.
c) Selectman Harrington said he has been at the railroad station several
times the past couple of weeks and noticed that there are quite a few
cars parked illegally in front of the station; he feels it is unsafe.
Selectman D'Onofrio suggested perhaps there would be a better way of
lining the parking areas. Selectman Mahana mentioned a solution some
other towns have employed, using car rims with No Parking signs implanted
in concrete. Selectman D'Onofrio also advised that the trash barrels
need to be emptied. The Town Manager will check into the problems.
d) Selectman Dunn asked if the engineer report on impact of sewers vs. sep-
tic systems is going to be ready in time for Town Meeting; the Town Man-
ager believes it will.
e) Selectman Dunn again expressed concern for the landfill's condition;
i.e., slope across from Ware Street too steep, too much erosion, and
the height makes it visible over the tree tops. The Town Manager agreed

with him that the Town is very likely already in violation of the State
permit.
9. New Business
a) The Town Manager told the Board he had had a visit with the couple who
lease the Berry School and use it as The Pinecroft School. It is time
to renew their lease and they have asked that it be reviewed. Selectman
Mahana questioned an equitable return for the building. Selectman Dunn
suggested considering it from a policy point of view. The Town Manager
pointed out that the people leasing the building are maintaining it.
Selectman Mahana said he would like to see the building continue to be
used as a school.
* MOTION: To ask the Superintendent of School what they feel would be
a fair figure.
Mahana /D'Onofrio VOTED: 4 -0 Dunn opposed
b) Selectman Mahana read parts of a letter he had received from Doris
Williams, of Park Street, who said she had seen a young lady feeding
the geese, then cleaning up around Fulton Pond. She appreciated the
"civic mindedness" of this lady and wished more citizens of the town
had this attitude; the young lady was Judee Harrington.
c) Selectman D'Onofrio expressed concern about the Board's and Finance
.Committee's positions that each other were not aware of, and recommended
that the Board meet with the Finance Committee Monday evening, April
21st to review areas which need further discussion. He said he had
okayed this with the Finance Committee Chairman.
d) Chairman McNair said residents on Cobb and Spring Streets want to know
when their area will be finished (torn up by construction for the inter-
ceptor). The Town Manager will check into it.
e) The Chairman advised that the Bristol County Advisory Board had asked
for the name of the Mansfield representative.
