Mar- gery King was present and gave the Clerk receipts for the Certified mailings. One neighboring resident spoke in support of the change. MOTION: That the ownership name change be approved as submitted. Mahana /Dunn VOTED: 4 -0 Camp Dresser & McKee Bill Mackey had asked for time to present facts about grant funding for lateral sewers, which CUM has handled for years. He said each year the State evaluates various town and city requests /needs and prioritizes them; Mansfield falls pretty far down on the list. However, the late 1985 legis- lature enacted additonal funds, and the Tom has received an offer to become elevated to the fundable list and receive a grant. The Tom must act almost immediately (by March 27th) for plans and specifications to be presented by April. The grant would be for the Lyons Brook project of 1981. It will be a major sewer project beginning at Spring and Dean Streets, extending a 36" pipe down Spring Street to School Street and would encompass Coral, Alden, Henry, Fowler, Campbell, short piece on Day Street, as well as a portion of Cope- land and Chauncy Streets (these may no longer need to be included). Total project cost $950,000; without Chauncy and Copeland $800,000. The State program would pay 50% of the cost; the grant funding would end up being about 40 %, so the Town's share would be $500,000 to $550,000. Bill Mackey said the entire sewer project (WWTP) is running under the expected , $30,000,000 - probably $26,500,000 to $27,000,000, so the money is available under the overall sewer program. The Town Manager said he had the Town Engineer look at this and the feeling is approximately 55 to 60 new customers would be picked up right now; the project offers groundwater protection; Town Counsel feels the project would fall within the scope of the Town Meeting Article and vote and that no addi- tional Town Meeting vote is required. MOTION: That we approve the project as presented to apply for the Grant funding and to go with the construction plans as presented (to allow CDM to proceed with the project). Dunn / Mahana VOTED: 5 -0 BOARD OF SELECTMEN MINUTES OF MEETING MARCH 5, 1986 PAGE 4 8. Public Hearing /New England Telephone 10 11. The Clerk read the notice to abutters and the New England Telephone letter covering Petition #86 -1 for one (1) stub pole location on South Main Street. Joseph Bausk, from New England Telephone was present, as were four abutters. John Langille was spokesman and asked for the exact location of the pole's placement. He was assured that it was on Town -owned property. John Lan - gille spoke of a pole at the rear of the property where the pole was to be placed and asked if that pole couldn't be used instead of a second being installed. Selectman Mahana suggested a sketch to show the exact location and a feasibility study for running from the pole in back of the property. MOTION: To take under advisement and continue the hearing. McNair /Dunn VOTED: 5 -0 Public Hearing /New England Telephone The Clerk read the notice to abutters and the New England Telephone letter covering Petition #86 -5 for one (1) conduit location on East Street; Joseph Bausk, representing New England Telephone was present. Albert Collier, an abutter at 710 East Street, asked to have the exact location pinpointed; it seemed to be acceptable, and there were no further questions. MOTION: To grant the request for one (1) conduit on East Street as proposed. Levine / Mahana VOTED: 5 -0 David Murray David Murray had asked to present his problem to the Board, having not re- ceived the answers he hoped fore in several months pursuit, from both the DPW and the Town Manager. There is a rock obstructing his ability to widen the driveway of his property on Thompson Street. He is asking cooperation from the Town in lopping the top off the rock to make it flush with the ground so that entrance into his parking lot is widened. The Jown Manager said it is bedrock and that both the gas and water lines were installed around it; he can see no benefit to the Town in expending time and cost to. remove the rock for Mr. Murray. Chairman D'Onofrio suggested getting an esti- mate from the Town Engineer, and it was left at that for the present. John Davern John Davern was present to make a report on his study of automation /computer needs for the Town. He gave members a brief summary of the areas of study (Water /Sewer, Police /Fire, Assessors) and elaborated on them. He said he wanted to make it clear he saw his job as one of recommendations, not deci- sion making. He feels with automation the Town will benefit, from time saved, BOARD OF SELECTMEN MINUTES OF MEETING MARCH 5, 1986 PAGE 5 cost efficiency, improved morale among workers. He recommends appointing an Information Officer /Information Systems Manager who is familiar with the various office procedures, etc. and would be able to combine needs, purchases and the like. He also sees a real need for at least one word processor. The Town Manager told the Board John has spent alot of time working well with various department heads, and all of his time is volunteered, so he hopes the Board really appreciates it. The Chairman thanked John for his time and professional presentation. 12. Juror Selection a) New Bedford Superior Court, Criminal Session, April 7, 1986 - Dorothy M. Dunn /McNair The reasoning behind this motion has been stated before, Select- man Dunn stated; i.e., there are alot of concerns regarding pub- lic safety. He believes there is an application that can be filed with the Zoning Board of Appeals, and he will take care of it. VOTED: 5 -0 j) Copy of Memo from the Town Manager to Chairman of the Board re: Mansfield News article of February 27, 1986. k) Letter from the Governor, and copy of "Office of Federal Relations "Fis- cal 1987 Federal Budget Analysis ". Old and New Business a) The Town Manager presented his proposal for salaried employees, referred to the Proposed triage Scale for FY -85, as adopted, and wanted direction, from the Board, as to whether he was to follow it; his feeling was that the scale is almost three years old and it should be updated to reflect today's salaries in the area, etc. Selectman Dunn echoed the need for up- grading the matrix, then using it together with an evaluation. He point- ed out that what is referred to as "steps" on the chart, and the assump- tion that each employee will move up one step each year was not the in- tent; that an employee may move more than one classification per year, or not move at all, depending upon evaluation. The Chairman then suggested, rather than trying to review each listed l employee's salary and potential, the Board allot a set amount of money which the Town Manager will distribute as he deems appropriate. TheaChairman BOARD OF SELECTMEN MINUTES OF MEETING ( MARCH 5, 1986 PAGE 7 went on to say that there was only one position which he felt he worked closely with and could speak to, and that was the Board of Selectmen's sec- retary. He said he has found her to be helpful and an outstanding worker, more in the capacity of an executive secretary, and he supports the increase she has requested. The Chairman had asked the Chairman of the Finance Com- mittee, who was present, what the percentage of revenue increase was for the year and was told approximately 7 %. * MOTION: The Town Manager is to work from 6% of the total salary base of those listed. Dunn /Levine VOTED: 5 -0 The Town Manager, as suggested by Selectman Dunn, is to pick out two or three key positions for a survey of salaries from surrounding towns /cities and come back with a recommended matrix. Selectman Levine said she felt the Town Manager's secretary also warranted some accolades. The Chairman advised that Selectmen Dunn and Mahana were working on a recommendation for the Town Manager's salary, and that the Town Accountant's salary must be considered. Selectman Mahana then expressed a concern that the Town Manager is the only employee required, by the Town Charter, to live within the Town of Mansfield. He said he knows the Town Manager is spending alot of effort trying to find a suitable place and one he can afford, and that houses in Mansfield are very high priced, and he is going to consider this aspect very carefully when they are considering his salary. b) Chairman D'Onofrio brought up the matter of two Clubs and one restaurant in town which have been advised repeatedly that they must change the name of their manager on their liquor license, and that to date, they have not. Con- sensus of the Board was to send them each a letter stating that if they do not file their application for the name change within ten (10) days the Board will take action to have their license suspended. c) Selectman Dunn mentioned receipt of the "Tickler Sheet" and his concern for so many incomplete items on it. The Town Manager asked that the Board mem- bers review it and prioritize the list for next week. d) Chairman D'Onofrio mentioned that the Annual Town Meeting should start on April 7, 1986, as scheduled, and asked that members of the Board give thought as to choice of Mondays or Saturdays for adjournments. e) Chairman D'Onofrio then referred to an article in the Sun Chronicle in which his mailings for re- election were questioned, as to who was paying. He said he wanted to assure everyone that it was all at his own personal expense. f) Selectman McNair expressed congratulations to Gary Willis for his appoint- ment as President of the Foxboro Company.
