he, therefore, recommended removal of the dog from the premises.
Ms. Redmund was present and advised the Board she has found a home for the
dog and asked for permission to have the dog at home until Saturday, when

There was some discussion and a suggestion by Larry Harrington that
delinquent accounts have an escrow account with a percentage of the
interest coming to the Town. The Town Manager was asked to be able
to report within two weeks.
d) Selectman Dunn said he would like to have time on next week's agenda for
an up -date on the work of the Industrial Zone Study Committee.
9. New Business
a) The Tosco Manager had given each Board member a copy of his Memo concern-
ing the Rumford Ave. parking lot, wherein he recommended changes in re-
strictions. Because he believes the purpose of the parking lot construc-
tion was to relieve commuter parking pressure on the downtown area, and
the downtown merchants in that area have their own parking lots, he sug-
gested eliminating the 2 -hour restriction on the southeastern row of
parking spaces. If this proves favorable, he suggests consideration of
removing the 2 -hour restriction on the north side of the lot also.
MOTION: That the restricted parking spaces (11) on the southeastern side
of the Rumford Ave. parking lot be removed, to allow all day park-
ing, to be effective as soon as the DPW can affect it.
Mahana /Levine VOTED: 5 -0
Following this, the Town Manager was asked to look into requirements for
"Resident Parking" areas, such as the City of Boston has.
b) Discussion was begun on the financial impact articles for the Warrant;
only the first one, suggesting rejection of the previously accepted pro-
visions of Chapter 41, establishing an enterprise account for water sys-
tem operations, with placement of the debt and interest liabilities of
the water system upon the property tax roll, was covered, with consider-
able discussion. There were several approaches suggested, and considera-
tions for senior citizens on fixed incomes. The Town Manager had several
reservations, which he voiced, on putting the liabilities on the tax rate.
It was also pointed out that the number of liens for unpaid water bills
is significant. At this time the Board members felt they would like to
study all the articles this coming week and discuss them during next week's
regular meeting.
c) Selectman Mahana expressed a desire to locate the film of a 1925 parade
in town; he thought it might be interesting to run on the local cable

d) Selectman Mahana then complimented those responsible for showing the
interviews of candidates for election, on the local cable TV; also com-
plimented Lora Pelligrini for her excellent job as M.C. It was mentioned
that the SADD (Students Against Drunken Drivers) commercial was very good.
e) Selectman Levine then questioned Chairman D'Onofrio about the distribu-
tion of the Semi - annual Selectmen's Report, which is being done along
with a letter from him, as a candidate for re- election. Chairman D'Ono-
frio acknowledged he was doing just that, at his own expense. Selectman
Levine went on to say that the report carries her signature, as well as
that of the other four Selectmen and she felt that such distribution
could indicate that all five Selectmen are sponsoring Richard D'Onofrio,
and she did not like, nor approve, of that implication. Chairman D'Ono-
frio said the report is a public document and that all candidates have
the same right to such documents. Selectman Levine asked that he print
a disclaimer on the letter stating that there was no intent to imply sup-
port of all five Selectmen. There was no indication that this would be
done.
10. Adjournment

tions, to come out to adjourn only.
