7 or 8 years old; it has been used for administration and training, and main-
tenance costs are going up. They plan to lease /purchase a mainframe computer
system and related software which cost will be covered by current mainten-
ance costs over a 4 -year borrowing period; total cost $166,000. There was

Rep. Vernon /Francis Gay, GATRA /Dan Breen, MBTA
This meeting was set up to learn of possibilities, progress, suggestions
concerning commuter parking problems in town. Paul O'Neill, GATRA repre-
sentative for the Board was also present.
Chairman McNair excused himself for possible conflict of interest, and ap-
pointed John Dunn to serve in his place. Francis Gay then offered GATRA
information. Ridership on the commuter rail has increased rapidly from Mans-
field and Attleboro; SRPEDD did a planning study last Spring, and a shuttle
service was considered, but the idea was not well received by those con-
tacted. They are presently negotiating with Cleveland Twist Drill for use
of a lot owned by them which would accommodate approximately 70 cars; this
would be on a short -term basis. There is also the possibility that Cleve-
land Twist Drill would open their access driveway through to Allen Street,
which would alleviate exiting problems. Cleveland Twist Drill also has land
along Allen Street which they may consider selling to GATRA. A parking gar-
age is a long -term possibility. With opening of a South Attleboro station
and the Providence station, there will be some reduction of commuters com-
ing to Mansfield. MassPool would be willing to assist in car - pooling. The
Mansfield train station is expected to be re- opened within the next two
weeks.
Dan Breen, of MBTA, reported they are, and have been, negotiating with
Clemmey Tank for an exchange of property; if this is ever resolved, that
land would be the most likely spot for a multi -level parking garage, but it
would create traffic problems. Selectman D'Onofrio said he feels the Win-
throp Street lot is the best place for a garage because of access to Rt. 106.
Chairman /Selectman Dunn mentioned the possibility of moving the Mansfield
station out of the center of town, but feels a public hearing should be held
for consideration of such a move, for it would affect the commercial area
as well as home owners and renters who have located close to the station.

It could have a definite financial impact on the downtown area.
Selectman D'Onofrio mentioned service to Great Woods, directing it to Dan
Breen. He said it was a possibility, but GATRA would have to provide bus
service from the station. Selectman D'Onofrio then commended Rep. Vernon
for supporting commuter rail direction, and asked him to do all he can to
utilize the Winthrop Street lot quickly because it affords the least impact.
Chairman /Selectman Dunn thanked everyone for coming.
Foxfield Taxi Corp.
Marcia Lori and Paula J. Savill, who previously had applied for Hackney
licenses as new owners of Town Taxi, were asked to come in again, because
they have now formed their own corporation, Foxfield Taxi Corp., and ap-
plied for three Hackney licenses for newer vehicles. They were present,
along with their attorney, Robert Mangaratti. Attorney Mangaratti said
both ladies have worked with taxi companies in the past so are familiar
with what is required. They expect to offer 24 -hour service, have pur-
chased three vehicles of recent vintage, have established rules and regula-
tions for their drivers. He added, they are sisters.
The Chairman invited questions from Board members; there were none. He
then asked for any from the floor. Bill Beattie, owner of Town Taxi, asked
for an Executive Session for discussion of what, he termed, "private matters"
having to do with "credibiity of one of the persons present ". He was ad-
vised that that was not reason, by law, for an executive session. Attorney
Mangaratti then said anything he has to say can be said in open session. It
was Mr. Beattie's decision to not pursue it further. Lois Thomas, a Mans-
field resident, said she has known both girls for twenty years and feels
they will run the business very well and be a credit to the community.
Selectmen D'Onofrio, in answer to a statement from Mr. Beattie, said he sup-
ported free enterprise.
MOTION: To approve three Hackney Licenses for Foxfield Taxi Corp.

* MOTION: To nullify action to grant Hackney Licenses of Town Taxi to
Marcia Lori and Paula J. Savill.

a) The Town Manager said he will be presenting a report on the water system
next week. He said there are calls regarding green sinks, etc., again;
the lime system is a plumbers' nightmare, maintenance has been poor, but
they are working on it.

b) Chairman McNair asked for votes of approval for the following CDM
Change Orders:
- Contract No. 4, Sludge Landfill Phase II
Reimbursement to contractor for construction of
temporary dog kennel - $2,254.43

work done on Spring Street -& S. Main Street as re-
quested by the Town - $7,393.86
* MOTION: To approve the three Change Orders. D'Onofrio /Harrington
VOTED: 4 -0
c) Selectman D'Onofrio asked for a report on the West Street /Plain Street
intersection, which he had brought up a few weeks back. He feels it is
the northwest corner which needs clearing of trees, which are on the pub-
lic right -of -way. The Town Manager felt he would like a committee, con-
sisting of one or two Selectmen and the DPW Director to meet and visit
the intersection, then designate what is to be cleared. It was also the
feeling that immediate abutters should be notified. Selectman D'Onofrio
volunteered and Selectman Mahana was appointed, in absence.
d) Selectman Harrington raised a question concerning progress for the Hast-
ings House hearing coming up next week. Chairman McNair said he has
talked with the Building Inspector and, to date, no building plans have
been submitted to him for the restaurant. Selectman Dunn wanted it noted
that once building plans are submitted, that does not assure that the
Selectmen's approval for a liquor license will be granted.
e) Selectman Harrington spoke of the Drug Awareness Committee which, he said,
is not just for the schools; rather it is for the entire community.
f) Chairman McNair thanked the Christmas Decoration Committee for a job well
done.
* MOTION: To send a letter of appreciation to the committee; also Peter
Conti and the school band, and Santa and his elves.
Harrington /D'Onofrio VOTED: 4 -0
g) The Chairman also noted that the Department of Public Works had done an
excellent job on the North and South Commons. The Town Manager said he
has already sent a letter of thanks.

10. New Business - Town Manager
a) The Town Manager reported the Resident Only Parking Permit has come in
from the State DPW and asked the Board's wishes regarding a charge for
the stickers, which the Police do have.
* MOTION: To institute a $2.00 charge for Resident Parking Only stickers
for Highland Ave., Allen Street, Draper Ave. and Howe Street.
D'Onofrio /Dunn VOTED: 4 -0
b) The Town Manager reported a discussion with Carl Clemmey concerning
extension of the sewer line from the sewer manhole on Alden Street under
old Rt. 140. There are presently three property owners who would bene-
fit. Such an extension is part of the Master Plan; the cost would be
approximately $11,000 if it is done now while construction is going on
there. The question is, who would bear the cost? The Board suggested
discussing it with the three property owners to see if they would like
to pay for having the extension put through, because it is an isolated
section that is not sewered. The Town Manager was asked to investigate
the financial aspects of private funding for the project.
11. New Business - Selectmen
a) Selectman Dunn reported that Ruth Ann Barr is very interested in the
work of the Water Protection Advisory Committee and should be considered
as a citizen -at -large at some time. Brief discussion followed concern-
ing the membership, which consists of various board and committee repre-
sentatives and one citizen -at- large, with the decision that it would be
best to leave the committee as it is at present. However, Ruth Ann's
input is always welcome.
b) Selectman Harrington raised the question of whether or not there was
going to be a Selectmen Semi - Annual Report in January, as there was last
year. No decision was made.
c) Selectman Harrington mentioned that George's Cleaners second and third
floor windows are either open or broken and he is concerned about the
safety of the building. Aesthetically, it is poor also.
- The Town Manager will have the Fire Chief and DPW Director look into
it.
d) Omitted under Old Business was an answer for Ed Broderick's Forest Park
development and the Town's possible interest in the well site. Select-
man Dunn said the sub - committee had discussed it with Ed and their feel-
ing now is, based on the position of the development and the way it is
designed, the Town would not be able to afford the cost of the site;
it would require about 45 house lots (800 ft. diameter).
