Paul Folkman
Paul Folkman had asked for time to review a proposal of his for the Select-
men in the hope of obtaining their support for it. Paul has entered into a
purchase and sale agreement for the Martin Podren Site on High Street which
is zoned Industrial. He would like to request the zoning be changed to resi-
dence B and proposes a cluster arrangement for 35 townhouse condominiums.
He would also like to develop the property as part of the Mass. Housing Part-
nership program, by which one - fourth of the housing units would be offered
for sale within an "affordable" price range. Paul expounded on his proposal
and had an architect's plan to show the site arrangement of the units, with
relation to the Podren plant behind, etc. The two most important items he
was asking for were support of the rezoning request and issuance of the
Special Permit to allow the housing. The Board of Selectmen would be the
applicant for the Affordable Housing Application to EOCD.
Paul said he had spent a couple of hours with the owners of the site and the
residents from the neighborhood (Martin Podren Co. owns the property) and
felt they had received concerns and worked out solutions amicably. Select-
man McNair questioned traffic problems; Paul said the neighborhood felt resi-
dents' traffic would be better than industrial use. Some discussion followed
regarding the possibility of no further zoning changes until the Master Plan
is completed. Selectman D'Onofrio said he supports Paul's plan, but also
supports completion of the Master Plan development. The meeting ended with
Paul thanking the Board for their time and support.

Street.
- The Town Manager said there have been numerous reports of broken glass
in the town lately. Selectman D'Onofrio suggested it more frequently
occurs in the hours following school let -out, so perhaps the Town
Manager could ask for increased police surveillance during those hours.
