9. Camp Dresser & McKee
Charlie Loveridge and Jim Glendye, instead of having a written report for
the month, brought in samples showing the operation of the new wastewater
treatment plant; the first was a bottle of effluent as it comes into the
plant, the second a bottle of clear liquid, showing what leaves the plant.
They also had a 49% solids cake, which is what will go into the landfill
after the sludge process through filters and presses. They summarized
this by saying, "Apparently, the system is working! ".
Charlie Loveridge then said he would like to establish the date for offi-
cial Open House, and suggested October 26th; after some discussion, the
date was changed to October 19th. Charlie said they usually hold the cere-
mony in the morning, on a Saturday, then serve a lunch; he asked for a list
of guests the Town would wish to invite. Selectmen Levine and Dunn will
work with the Town Manager on such a list.
Charlie said there is negotiation over electric costs, and he needs a date
when the plant was accepted for the power, as opposed to the official ac-
ceptance of July 30th. Chairman D'Onofrio suggested July 1.
* MOTION: To accept July 1, 1985 as the date the Town accepted the Waste-
water Treatment Plant for power only.

10. Mr. & Mrs. Lewis Gambale /Sewer Connection
Mr. & Mrs. Gambale came before the Board, with their engineer, John Parmentiar,
to pursue their problem over a sewer connection permit for their property
at 255 Pratt Street. Both Town Counsel and DPW Director, Joe Zeneski, were
also present. The Gambales original proposal was reviewed, which the Board
found questionable; Town Counsel was asked his view on whose responsibility
it would be were the proposed connection approved and then didn't work - he
said any part of the.sewer that is in.the public street will be the Town's
liability. Joe Zeneski said his first concern is the slope, then the length
of the pipe; he also said there are two gas mains under the sewer line as
presently proposed; he had and still does recommend the grinder pump which
pushes sewerage out, but is more expensive. It was then proposed that an
agreement be drawn up for the property owner to assume maintenance for the
connection and, if the sewer line is ever extended up to their property
line, they would be willing to pay for the cost of connecting to it. The
Gambales wanted the right to make the choice at that time, dependent upon
whether they had had any problems. A 5 minute recess was recommended.
John Parmentiar came back with a modification to the slope to 8/10 %, which
will allow minimum flow, and suggested that insulation and pipe material
( could be specified in the plan; pea gravel around the pipe will help insul-
ate. Joe Zeneski felt the new slope was close enought to minimal allowed.

He recommended that the Gambales agree to have the engineer on -site while
installation is being done so that he can certify that plans and specs
were followed. It was added that it be included the Gambales are willing
to waive the Town's liability for freezing; they said they were. It was
finally agreed, as a covenant, that the Gambales will be willing to hook
up to the main sewer line if, at some future date, it is extended up Pratt
Street to their property, at their expense.
MOTION: To approve the Sewer Connection Permit with a slope of 8 /10%, the
engineer on -site while installation is in process, and the Gam-
bales are willing to waive the Town's liability for freezing.
Mahana /McNair VOTED: 4 -1 Levine opposed
Mrs. Gambale then asked if the Town would pay for the installation; the
answer - No.
11. DPW Director - Septage Fees
Joe Zeneski reviewed his Memo of September 4th concerning an increase in
septage dumping fees now that the new plant is about ready to begin pro-
cessing septage; he said the cost of treating septage at the new plant
will increase to $15.00 per 1,000 gallons. He recommended an increase
from $10.00 to $15.00 per 1,000 gallons, effective immediately. His Memo
went into possible other means of charging applied to septage coming from
out -of -town, which he and the Town Accountant had explored; no decision
was reached on this.
MOTION: To accept a septage fee of $15.00 per 1,000 gallons.

12. Old Business
a) Selectman Levine asked about the Audet dogs. Town Counsel told of a
court appearance by Audet that morning for a Cease and Desist Contempt
charge by the Building Inspector. He was found guilty and fined $250.
00 which is to be paid to the Town. Town Counsel went on to say Audet
had tried to get an injunction against the Town for removing his dogs.
The Judge questioned Audet about the dogs; Audet admitted he does not
have a kennel license, he has 10 Pit Bulls and they are not licensed.
The dogs are to be removed tomorrow by the Mansfield Dog Catcher with
the assistance of I police officer, and they will be housed in a local
kennel. The cost of boarding the dogs will be paid by Audet.
b) Selectman McNair said a couple of Town employees, who have not met the
new Town Manager, would like to come to Thursday evening's reception,
if that were permissable. The Board said that would be fine.

meeting room, with people in the audience unable to hear well.

some problems may be avoided in the future. The Town Manager is to fol-

with the Town. The Town Manager is to find out and report to the Chair-

was advised that now the problem has shifted to Oakland Street; the Town
Manager will follow up on this. Chairman D'Onofrio said at least these
problems are not permanent, but rather due to construction and paving
at the present time.
e) Selectman Levine voiced concern for a headline in the Sun Chronicle
which focused on the Light Commissioners recent meeting. She felt it
made an accusation and slandered public officials and called it a tact-
less form of journalism which presented an erroneous picture of the over-
all situation.
