- Charlie Loveridge was present and Selectman Dunn questioned him about
the use of the word "substantially" in the first paragraph. Charlie
said there are a few things that aren't 100% perfect; "we are deal-
ing with people and people aren't 100% perfect ". The intent of the
specifications has been met; that is his understanding of what the
word "substantially" implies. It was the feeling of the Board that
they would like Charlie to ask Bill Mackey, who had written the letter
now under discussion, to give his definition of "substantially ".
Charlie then went on to say that, "To the best of our knowledge from
what we have seen and what our Inspector has seen, the plant is built
in accordance with the specifications." Selectman Dunn said he would
like to have Bill Mackey either define "substantially ", or list pos-
sible exceptions.

Charlie reported the Spring Street /West Street Interceptor contract has
been signed and work is expected to begin next week, with the hope of hav-
ing the pipe in by wintertime.
10. DPW Director
Joe Zeneski had been asked to come in to report on how his reorganized
department was working out; also clarification on problems at the land-
fill, as reported by the DEQE.
Of the new positions recommended last Fall, he now has a Foreman of Build-
ings, and he mentioned some of the projects, in Town Hall, which he has
been working on (new lunchroom area, remodeling of Building Dept.).
There is an analysis of the water and sewer systems presently being con-
ducted for updating. Lycott will do a water resources analysis, for sites
available and ways of enhancing present sources. The new position of
Construction Engineer has been renamed Construction Inspector; the present
employee in that capacity, who will be leaving shortly, has done alot of
drafting, research, etc., on projects which have been waiting. The water
system is now being fully treated with lime, and the telemetry system is
in full operation. A contract has been awarded for leak detection over
the entire town, and he has proposals now for a road study. In connec-
tion with this study, the Director suggests waiting until Fall, when the
road study should be completed, before doing anything with the West Street/
Forbes Blvd. intersection; at that time it can be prioritized with others.
The downtown project is almost completed and he feels it will be quite an
improvement; he said they are making good time now. He then briefly re-
viewed the way the department handles complaints - the paper work - so
that they may be tracked later, if needed; also how he divides the work
force up for various regular duties.
Joe said he has not had time to sit down with the Health Agent to go over
the DEQE list of violations at the landfill; however, some of them have
been taken care of and some are minor, he feels.
Joe then reported that the Cate Springs well is not pumping to full cap-
acity and there is a vibration, so that it will be shut down for 5 work-
ing days while the problems are repaired. Wells 8 and 9 will be pumping
more during that period to make up for Cate Springs, and he does not anti-
cipate any problem.
Selectman Levine asked when dead tree cutting would be done this year -
not before Fall. She also said there was a resident on Stearns Avenue
who had complained about actual boulders in the street, which is in very
bad condition. The DPW Director was aware of this, but said it would be
Spring before anything would be done.
Chairman D'Onofrio inquired about the Hercules dump site plan; he was told.
an engineer has not been hired yet, so there is no closure plan yet.

Chairman D'Onofrio said he felt the water resource study should include
John Dunn and Norm Mahana. He then said he wanted to publicly thank the
DPW Department and workers who made the repairs to the concrete at the
railroad station and painted the areas where there was graffiti. It was
suggested that it might be nice to put this in writing for posting on
the DPW bulletin board; this will be done.
11. Old Business
a) Joan Cutillo advised that an advertisement has been placed in the
Providence Journal and the Boston Globe for a Planning Director.

Committee meeting next Monday evening, 7:00 P.M.
12. New Business
a) Joan Cutillo asked if the Board thought it a good idea to put some-
thing in the paper when the Cate Springs well is shut down, asking
residents to restrict their water useage; she was asked to do it.
b) Selectman Mahana said he would like to know how ma Town vehicles
there are and who takes them home. Joan CutillosTIRis could be ascer-
tained, because it is required by the IRS.
c) Chairman D'Onofrio said there is a real problem on Samoset Avenue, in
the area of the Grain Mill corner, where people have trouble getting
through, due to parked cars where parking is not designated. He feels
"No Parking" signs are needed. The Acting Town Manager will pursue
this.
