Chief of Police Jesse Earls was before the Board to advise there are two cruisers which won't hold up through another year. He proposes to buy two new cruisers, but instead of trading in two, for which he only gets $2,000 each, keep one to be used as a spare for miscellaneous duty. This prompted discus- sion: Selectman Mahana felt that by going with the State Fleet, a decision made a few years back, it was expected to get two years from cruisers; he would like to know why not, now? Initially, there would be some money spent on the "spare" vehicle, but in the long run it should prove to be a ( saving for the Town. He presently has 3 marked cruisers, 2 unmarked, and 1 van. He figures approximately every 3 -4 years it will be necessary to BOARD OF SELECTMEN MINUTES OF MEETING JUNE 26, 1985 PAGE 3 "roll over" 3 cruisers, at the same time reminding the Board that with the growth of the town, there will be need for more vehicles and men. MOTION: To retain one used cruiser as the Chief recommends. McNair /Levine VOTED: 4 -0 At this point, Chairman Dunn requested a moment of silence to honor Ed Jameson, Sr., a former Selectman and Veteran, who had passed away recently. Selectman Levine suggested conveying sympathy to the family. Public Hearing /School Street Speed Limit The Clerk read the Notice and reviewed the Police Chief's recommendation; i.e., that the present 40 mph be reduced to 35 mph from the School Street railroad bridge to the Elm Street railroad bridge. It goes on to advise that although, upon the Town's request, State engineers surveyed the entire length of School and Elm Street about 12 years ago, and did authorize lower- ing the speed in certain sections, they did not feel justified in lowering it in this particular area. However, since then there has been an increase in number of homes, childrens' nurseries, and businesses, they may be will- ing to reconsider. There was a petition, with 81 signatures, attached. The Chairman asked if there was anyone present in the audience who would like to speak for or against this petition; there was no one. Selectman McNair said he thought it unfortunate that from all those who signed the petition, there was no one present to speak concerning it. There was brief discussion. MOTION: To petition the Mass. DPW, in accordance with Chapter 90, Section 14 of the Mass. General Laws, requesting lowering the speed limit from 40 MPH to 35 MPH between the School Street railroad bridge and the Elm Street railroad bridge, and to send a copy of the Police Chief's comments and the petition. McNair /Mahana VOTED: 4 -0 Public Hearinq /Fulton Street Parkinq The Clerk read the Notice of Public Hearing to consider prohibiting park- ing on either side of Fulton Street, for the entire length of the street. Teresa Payne, a resident of Fulton Street, expressed concern for the situ- ation on the street, but also felt that if all parking was prohibited there would be a problem when residents had visitors, etc. She said alot of the parking is by patrons of the ice cream parlor, and that the board- ing house residents also park on Fulton Street. She then questioned the possibility of making the street one -way, towards the pond, which the Board thought a good one worth considering. The Police Chief's recommendation is to prohibit all parking on Fulton Street. BOARD OF SELECTMEN MINUTES OF MEETING JUNE 26, 1985 PAGE 4 After brief discussion, it was the consensus of the Board to go back to the Police Chief, as well as the DPW Director, with the following sug- gestions for consideration: One side of street only parking No parking on street Limited parking; 20' from corner of N. Main One -way street (towards pond) B. Executive Minutes * MOTION: To table because some could have bearing on present negotia- tions; also not a full Board present. McNair /Mahana VOTED: 4 -0 9. Joan Cutillo explained the local aid stabilization as a fund to make up local aid losses in any years in which the State's revenues de- crease enough to appreciably diminish local aid. The money for this fund would come from that portion of the local 40% share of growth taxes that is not now being distributed to cities and towns. * MOTION: To send a letter to our legislators in support of H -5990. McNair /Mahana VOTED: 4 -0 Concerning the Right -To -Know statute, Mansfield does not yet have a coordinator. The Board expressed regret in losing Joe, and that the summer months are a very difficult time to be without a Planning Director. It was sug- gested that the Planning Board be asked to work on finding a replacement as quickly as possible; the Acting Town Manager will talk with the Chair- man of the Planning Board tomorrow. b) Joan Cutillo had distributed copies of a Memo from the DPW Director advising that members of his staff will be working on modifications of the Building /Planning Departments (sketches were attached) to accomo- date the addition of a part -time secretary. He estimated the cost at approximately $400. This was approved, with the appointment to be made at the Board's next meeting, July 10th. d) Selectman Levine expressed a desire to have Senator David. She introduced Bette Keva as her replacement. g) Chairman Dunn commented that the downtown area work seems to be moving along very well. An observation was made that it appeared the Catalano issue had been resolved; the Acting Tot-in Manager confirmed this. h) A Memorandum from the DPW Director advised that, after reviewing altern- atives, it had been decided to use stone dust compacted to give a hard surface, yet provide a color distinction that will allow for differenti- ation between street and parking area at the East Common Mall; this is also the lower cost alternative. Work will begin after July 1. 12. Adjournment MOTION: To go into Executive Session to discuss contract negotiations and pending litigation; to come out only to adjourn.
