Selectman Mahana said he thinks she has served the Town at least ten
years and should receive a plaque. The Town Manager will check into
this. Selectman Mahana then voiced the feeling that Gerry Abbott, who
had served on the Building Committee for a number of years should prob-
ably also receive a plaque; this will be looked into also.

sion, with the general feeling that there had been a public hearing
for such concerns to be brought forward, and that it has now been
approved and voted on. The Chairman wanted to agendize it for next
week, if the resident wishes to come in.

Camp Dresser & McKee
Charlie Loveridge and Jim Glendye presented their monthly report on the
Wastewater Treatment Plant which consisted mainly of clean -up and correct-
ing work deficiencies. Three operational tests were run on both of the
filter presses. Contract completion date is now May 16, 1985, with June 1
still "start -up ". CDM is scheduled to begin classroom instruction to
plant personnel on May 15th. The Town of Mansfield is responsible for ap-
plying for the Certificate of Use and Occupancy, which will be issued by
the Town of Norton; this should be applied for now.
Questioned about an Opening Ceremony and dedication, Charlie Loveridge sug-
gested after Labor Day when the plant is in full operation. Charlie also
suggested a tour of the plant for the Selectmen. Selectman McNair felt it
should include the Selectmen from Norton and Foxborough also. Charlie
will advise Joan Cutillo when everything is ready, cleaned up, etc. After
start -up Jim Glendye will be gone, but there will be general supervision
from the CDM Boston office. Charlie Loveridge and Jim Glendye will make
their final report May 22nd.
8. DPW Director
a) Joe Zeneski reported that he had met with Foxboro's engineers concern-
ing their interceptor, and they are having a problem getting the
needed easement from Conrail. They are planning, therefore, to bring
it down Central Street to County Street. Joe sees no problems with this
plan, but said there will be no building connections along this route.
b) Joe Zeneski had analyzed the Town's septage handling capabilities at
both the existing facility on Fruit Street and the new facility in Nor-

ton. The existing facility can handle about 15,000 gpd, of which Mans-
field needs about 10,000 gpd. When the new facility is in full opera-
tion, it will be able to handle 25,000 gpd, with Mansfield still need-
ing 10,000 gpd. He thus recommended that until the new facility is
operating, Mansfield could permit 2,500 gpd for both Norton and Foxboro,
and when the new facility is in full operation both Norton and Foxboro
could increase to 15,000 gpd. An agreement with Foxboro would be the
same as that with Norton which includes a cut -off arrangement to moder-
ate the variability in daily flows, when deemed necessary by Mansfield.
MOTION: That we allocate.the amount of septage from both towns as
the DPW Director has recommended.
Levine /McNair VOTED: 5 -0
Joe then clarified the newspaper report of last week covering Mans-
field's recent cut -off to Norton for several days, pointing out that
in no way was it done to put pressure on Norton to sign an agreement
for the Wastewater Treatment Plant, as the paper reported. It was
done because for a period the town's present facility could not handle
any more.
Conservation Commission Interviews
The Board interviewed the following applicants, all being present at one
time and asked the same question individually, to learn their interest and
concern for the Commission:
Martha Thatcher, 175 Williams Street
Marilyn A. Ouellette, Twin Oaks Village

Richard Mandell, 460 Ware Street
Stuart Sweet was also present, as a member of the Commission, at the re-
quest of the Chairman, Tony Ourbano. Each applicant expressed a desire
to keep Mansfield as nice as it is now; concern for wetlands, water qual-
ity, etc. All the members thanked the applicants for their interest and
time in coming in and urged those who are not appointed tonight to keep
their applications on file for future openings.

b) The DPW Director agrees with the Police Chief's appraisal for park-
ing at the East Common; it should be parallel parking, and would have
to be paved and lined. He will work up a cost estimate.
c) The Electric Dept. Director, John Larch, is checking into the light-
ing for both the Winter Street and Mill Street areas and will have a
report in a couple of weeks.
d) The Police Chief has looked into the "No Through Trucking" on Maple
Street, and the State has provided a book which gives the requirements
which must be met; there must be an alternate route provided.

is not paid a percentage so that in past years the fee has been
waived.
* MOTION: To waive the Building Permit fee, with the understanding
that there will be a credit back to the Town when the bid
is submitted.
Mahana /Dunn VOTED: 4 -0 Levine abstained
14. New Business - Selectmen
a) Chairman D'Onofrio presented three possible formats for interviewing
the Town Manager applicants. Each Board member has selected 10 -12
applicants; from that number it is expected to select 5 or 6 for inter-
views. The Chairman asked each member to give it some thought so that
a decision may be made next week.
1) Interview all 5 or 6 in one day;
2) Interview all over two days (Sat. & Sun.);
3) Interview all on two successive Saturdays
f If all candidates are interviewed in one day, it is suggested that they
arrive Friday morning, be housed at the Quality Inn, and on Friday pro-
vide a tour of the town and a reception in the afternoon or evening
for meeting department heads, informal discussion. The only drawback
to interviewing all the applicants in one day was the possibility that
the Board members' decisive abilities might not function as well by
mid- afternoon.
b) Selectman Mahana asked who oversees removal of stone walls, trees, cuts
in roads on "Scenic Roads ", and what does the Town do if there is a
violation? He did not wish to give specifics, but feels there has been
a violation. His wish is that every builder know that this is not al-
lowed; a public hearing is required. Joan Cutillo says it is the Plan-
ning Board's responsibility to oversee such roads; the DPW Director is
the one who allows road cuts, and he has a list of the Scenic Roads in
town. She is to pursue any possible violation.
c) Selectman Dunn asked who is responsible for maintenance of the Flags
on the Commons; one is showing wear. Joan Cutillo will check this out.
