7. Sewer Rates
The DPW Director, Joe Zeneski, had distributed a Memo with his recommended
sewer use charges, together with his rationale behind the recommendation.
The recommended rate is $18.08 per 1000 cu. ft., figured from an operating
budget of $608,050; this, he explained is less than originally proposed due
to the fact that the Town will be operating the plant. The impact on a
homeowner using 12,000 cu. ft. of water each year, using 85% billing factor,
is a quarterly bill of $46.10. Total quarterly water /sewer bill for home-
owners using 12,000 cu. ft. per year, will increase 37 %, from $57.68 to
$79.04. He feels it unlikely that the rates will have to be increased next
year.
* MOTION: To approve the DPW Director's recommendation for sewer rates.
McNair /Levine VOTED: 5 -0
It was established that the Board is to be apprised of any hard - pressed
fixed - income users who are having a problem with the new rate.
8. Old Business - Acting Town Manager
a) The DPW Director sent a Memo reporting that the lime treatment systems
have been completely installed and fully operational since the last
week in March. Also, final inspection of the telemetry improvements
were made April 26, 1985 and found to be complete and acceptable.
b) Joe Zeneski reviewed his Memo covering the Foxborough Sewer Update,
which is that Foxboro is pursuing the design of the interceptor from
Mansfield (at Crocker and North Main) along Mansfield Ave., across the
railroad line to County Street, north to Spring Street, west to Central
Street, north to Elm Street and east to the existing filter beds. He
has advised the design engineers and the Town Administrator that any

connections to the interceptor will require specialconsideration. He
also advised the Board that he has received a request from Mr. Katz of
Underground Camera, at Foxfield Plaza, for information on a connection
to the Mansfield system. He is to be advised that he may prepare his
proposal but must gain approval from both Foxboro and Mansfield and
would be required to pay 100% dollars.
Joe Zeneski also reported that Norton is putting together figures on
Knollwood.
c) A Memo from the Police Chief concerning No Through Trucking on Maple
Street indicates that to affect such a restriction it must meet exten-
sive and technical requirements of the State DPW. He suggests that the
Town DPW Director is better qualified to pursue this. Joan Cutillo sug-
gested waiting to pursue it until after the lowered speed limit has been
posted for a period of time. The DPW Director reminded the Board that a
traffic impact study is presently being conducted which might help in
evaluating this situation; he expects it to be done May 20, 1985.
MOTION: To table the No Through Trucking on Maple Street at this
time.
McNair /Mahana VOTED: 5 -0
d) A Memo from the DPW Director reported on his investigation of traffic
control at the Forbes Blvd. and West Street intersection. He feels
that the Stop should be on West Street, because the dominant traffic
flow today is on Forbes Blvd.; flashing lights should be used there.
These changes would require approval by the Commonwealth, which requires
a traffic count to document the dominant flow. Such a traffic count
done by traffic engineers would cost approximately $500. The consensus
of the Board was to put the light back up that used to be there and to
go ahead with the traffic count.
Old Business - Selectmen
a) Selectman Dunn asked for some discussion on the 5 -year Plan; he has not
heard from all the committees yet, but has spoken to them. Joan Cutillo
said she has been discussing needs with the various department heads for
the Plan, trying to learn of items that are not covered regularly. Dis-
cussion followed covering: determining how many people can this Town ac-
commodate with its present resources; then what should be done. Within
the next two years the Town should have spent money to develop at least
one additional well; due to growth, groundwater must be protected, as
well as water supply. Selectman Levine feels alot of this is covered in
the Master Plan so it should be brought up -to -date. Selectman Mahana
would like to assess the Town's capabilities today, then what they will
be a year from now, and so on. Selectman Dunn feels there are pressures
in the East Mansfield area for a new river basin; a projection of cost is

needed. The Chairman summed up the picture: Collect data, determine
resources to reach goals,.then prioritize.
10. New Business - Acting Town Manager
a) Joan Cutillo heard from Rep. Vernon, who had heard from Mr. Marsolais
regarding his former request to the Board to construct a barrier along
the rear of his property to prevent trespassing as a result of the
dirt bikes on the sewer easement. Rep. Vernon suggests that appropri-
ate Town officials and Town Counsel sit down with Mr. Marsolais and
his attorney to try to explore a possible solution.
- After some discussion, the Board felt it would like to know Rep.
Vernon's interest in this problem, and would like to receive some-
thing in writing prior to setting a meeting date.
* MOTION: To ask that Mr. Marsolais communicate with the Board in
writing what his proposal is.
Dunn /Mahana VOTED: 5 -0
Joan Cutillo is to contact Rep. Vernon concerning his interest.
b) Revenue Sharing requires that the Town have a Handicapped Coordination
Committee. An ad was placed in the Mansfield News inviting handicapped
and other interested citizens to serve on such a committee. There
have been 8 responses; Barbara Hagg is serving as Coordinator. The pur-
pose of this committee is to identify problems for the handicapped in
the community, such as access, discrimination, etc.
11. New Business - Selectmen
a) Selectman Mahana said he would like a review of all Selectmen policies;
He was directed to the book in the Selectmen's office.
b) It was established that applicants for the Finance Committee vacancy
will be interviewed May 29th.
c) Chairman D'Onofrio then reviewed the selection process for Town Manager
applicants. It was decided that ten, as selected by Board members,
would be asked to come in for interviews the weekends of May 31 /June 1,
and June 7/8. A draft letter and schedule was approved. (There are
four "backups" in the event some of the ten are no longer interested).
