The schedule will be presented and questions answered, and Joe Zeneski and John Larch will discuss various elements of the pro- ject, as well as introduce the contractor and the DPW Construction In- spector. The DPW expects to notify the downtown merchants directly. f) The Fire Chief's recommendation concerning the First Street speed limit, which was discussed at last week's meeting, recommends removal of the large tree on the corner of Dane and First Streets and widening the corner radius at that point; also repairs to roadway to suitable grade. - There was some discussion covering asking the contractor to do this and asking Town Counsel's opinion for liability waivers, etc. The BOARD OF SELECTMEN MINUTES OF MEETING APRIL 17, 1985 PAGE 3 consensus was to take no action until this is resolved. g) A Memo from the DPW Director concerning Norton negotiations indicates their position as follows: - To buy a portion of our plant capacity up to 250,000 gpd at 10% cost; they would agree to 100% cost for flow above the base. - To buy the portion of plant capacity on an as- needed basis (e.g., 35,000 gpd for Knollwood,.120,000 gpd for the Industrial Park, etc.). - To pay the 2 -tier user charge, but wants the share of semi -fixed costs based on amount of plant purchased rather than the whole amount available for purchase. - Agrees to pay the cost of the interceptor as soon as an allotment of plant capacity is made which will utilize the interceptor; the Indus- trial Park would not connect to the interceptor, but rather would connect directly to the plant. h) The DPW Director will write to Christopher Matoian concerning his re- quest for a sewer connection at Mansfield Ave. and Crocker Street, to advise him that Foxboro will be bringing their line past his building and he may request connection at that time. 6. John Sharpe, Jr. - Applicant for Cable Access Rep Mr. Sharpe had been asked to come in to meet the Board as an applicant for the Cable Access Board representative. He has been a resident of the town for some six years, attended the first cable TV workshop, and works with video transmission at Brigham & Women's Hospital. He said he feels the cable program is a fledgling group; he would like to see the young people in town become involved and more than Town Meeting /committee /board meetings televised, etc., suggesting the local sports and activities, etc. The Chairman said he felt the Board would defer any appointment until they had a chance to interview the other applicant, George Wojtkiewicz who is the incumbent, and until there was a full Board present. 7. Board of Health /Stearns Ave. Dump Site Chairman of the Board of Health, Ed Tartufo, reviewed the meeting he, Joan Cutillo as Acting Town Manager, the DPW Director Joe Zeneski, Town Counsel and Chairman of the Board of Selectmen Richard D'Onofrio had had at the DEQE the previous day, with State attorneys, concerning closure of the Hercules /Stearns Ave. dump site. The State's counsel advised the Mans- field Town representatives that the letter the Town had received did not say the dump site had to be covered immediately; it simply requires hav- ing an implementation plan. Ed Tartufo reiterated the Board of Health's BOARD Of SELECTMEN MINUTES Of MEETING APRIL 17, 1985 PAGE 4 desire to follow the recommendations of the NUS team - to retain the sludge, sample the water, sample residential wells - because they do not want to close it without the knowledge that it is done with no further responsibility. This will require hiring an engineer by July 1st and the expenditure of some unknown amount, yet to be determined. The Board of Health has no funds available prior to July 1, but cannot ignore the State order. Chairman D'Onofrio felt they would have to look at the '86 budget to find some way of incorporating the cost into that budget. Chairman Tartufo said he understands Hercules will cooperate, possibly by supplying materials and the.Town supplying DPW labor. He said Hercules will not give any financial assistance because they say it is not a hazardous waste site. It was decided that Karl Drown, Health Agent, and the DPW Director are to develop an implementation plan, then secure the cost for an engineer. Chairman D'Onofrio would like to have at least some ballpark figures prior to the end of the current Town Meeting. There was discussion about poss- ibly scheduling a Special Town Meeting within the Annual before it is over. The implementation plan is to be submitted to DEQE before June 1 and the engineer to be acquired by July 1. Joan Cutillo suggested approaching the Finance Committee to see if they would have the money for the engineer in the Reserve Fund. MOTION: To open a Warrant for a Special Town Meeting for May 6, 1985, for one article only. Mahana /McNair The Article: To raise and appropriate or transfer from available funds an amount of money to be determined for the purpose of hiring an engineer to complete a closure plan for the Hercules Dump Site on Stearns Ave. VOTED: 3 -0 MOTION: To close the Warrant for the Special Town Meeting for May 6, 1985. McNair / Mahana VOTED: 3 -0 The Chairman expressed hope that another means of coming up with the funds will be found. Old Business (cont' a) Joan Cutillo reported that she had talked with Rep. Vernon today and he was not free to attend tonight's meeting, but would be willing to attend one at another time. However, he advised her that the Education Reform Bill issue would be wrapped up next week, so there is little time left for further action or discussion. BOARD OF SELECTMEN MINUTES OF MEETING APRIL 17, 1985 PAGE 5 b) It was felt that discussion on the new sewer rates will be tabled until some future date when there is a full Board. c) Selectman McNair asked if the Pratt Street trash problem had been taken care of; Joan Cutillo said she had been told it had been completed as this afternoon, and was done by the Recreation Dept. people. d) Selectman Mahana questioned the meeting date for himself and Selectman Dunn with Walter Bogdanchik. Joan Cutillo said she is waiting for the date from them, then she will call Whitman & Howard. e) Selectman Mahana again asked about the speaker system; nothing has yet been done. It was suggested that the Cablevision people be contacted for their opinion as to the problem and remedy. Joan Cutillo will pur- sue this. 9. Paul O'Neill / GATRA Representative The Chairman recognized Paul O'Neill from the floor who wished to tell the Board that the contract between the Town and GATRA for the Council On Aging Minibus had been approved. He then brought up the subject of the recent fire at the Mansfield rail- road station, expressing much concern over what had happened and the de- sire to have a reward offered for apprehension and conviction of whoever set the fire. The Acting Town Manager felt first the Town should find out what the owner, MBTA, expects to do. The Board asked that she also ask both the Police and Fire Departments to work very hard on it. * MOTION: To convey our concern to the Police Department and Fire Depart- ment to take all steps possible to apprehend and convict those responsible. Mahana /McNair VOTED: 3 -0 10. New Business - Acting Town Manager a) It has been the Board's policy not to have limited duty when out on Workmen's Comp. Recent correspondence from Workmen's Comp indicates our rate is very high. Joan Cutillo suggested that the Board think about allowing people to come back on a limited basis with approval of the insurance company. She said she thinks insurance companies are now reversing their policy about limited duty and allowing it. Chair- man D'Onofrio said he feels the Board needs a little more background information and suggested putting it on next week's agenda when there will be a full Board. BOARD OF SELECTMEN MINUTES OF MEETING APRIL 17, 1985 PAGE 6 11. Richard Devine Richard Devine, 6 Morgan Road, was recognized and asked about the exten- sion of the town dump which, he said, is encroaching on the Little League playing field. He said he is concerned about maintenance of the field and the safety of the youngsters using it; it is rutted with tire tracks, has rocks on it, etc. He wondered who maintains the High School field so well, and couldn't the Little League field be included. Joan Cutillo is to find out whose authority it is under. 12. Adjournment MOTION: To adjourn, at 9:32 P.M. Mahana /McNair VOTED: 3 -0 Date s gned
