5. The Chairman brought up the need for a decision on an Acting Town Manager,
saying whoever is appointed will need several weeks with the current one
prior to his leaving. There having been no names submitted, other than
one out -of- towner, whom the Board felt would have difficulty because of no
knowledge of town- matters, the Chairman said he had spoken to the Town
Treasurer, Joan Cutillo, and he recommends that she be appointed, with an
increase in pay of $200 per week gross. Selectman D'Onofrio felt there
should be adequate resources to help her carry the burden; i.e., necessary
clerical support work. He said she will have the Town Meeting, negotia-
tions with labor unions.
* MOTION: To appoint Joan Cutillo as Acting Town Manager, effective 5:00
P.M., March 29th.
Levine /D'Onofrio VOTED: 4 -0
* MOTION: Additional salary for Joan Cutillo as Acting Town Manager is to
be pro -rated for the number of weeks in the position based on the
rate of the first step of the Town Manager salary.
Levine /D'Onofrio VOTED: 4 -0
It was then stated that this appointment is made with the under-
standing that the Acting Town Manager may come back to the Board
for additional support if needed.
The committee (of two) for working on selection of the new Town Manager was
then asked for an up- dating. Selectman Levine said they had selected March
22nd as the cut -off date for receiving applications, which allows approxi-
mately 3 weeks after publication of the Beacon. They then suggest another
3 weeks for receipt of the additional material, which is sent to each appli-
cant after receipt of the initial resume. This indicates April 12th as
the date to start reviewing and eliminating, choosing. She advised that
she and Selectman D'Onofrio are presently working on a comprehensive matrix
to aid in selection of suitable candidates.
6. Foxboro Sewer Connection Negotiations
The Town Manager told the Board he had had discussions with both Andrew
Gala and Paul Lanza covering the Board's decision February 13th. He said

the major issue is, when is Mansfield going to be paid the capital cost.
Selectman D'Onofrio suggested that if the original position is not accept-
able, then there is no reason for meeting with them next week, as the Town
Manager had advised was set up.
MOTION: The Board's position is that it will look for its capital reim-
bursement from the Town of Foxborough on or before sixty days
of their receipt of notification for approval of the design
grant.
D'Onofrio /McNair
Discussion followed as to how long it could be before the grant
might be received, a year or more; it was suggested that Mansfield
contact DEQE for this information. The Chairman feels the lang-
uage "sixty days" does not compel Foxborough to go ahead.
MOTION: To table the Motion. D'Onofrio /no second
Original Motion not voted, and the Board will meet with the Foxboro Board
next week.
BUDGET WORKSHOP
a) Council on Aging - Director Gale Farrugia and Chairman Bob Marshall
were present to review their budget. Bob Marshall told the Board they
have increased the amount for Meetings, Dues & Travel so that their Di-
rector may attend meetings which are pertinent and important to opera-
tion of the Council, They advised that even though they do acquire a
Mini -bus from GATRA, they hope to keep the present bus, and it must be
maintained and repaired, at least until the Mini -bus is delivered. They
hope to receive notification about when, or if, the Mini -bus is coming
within the next few weeks. The increase in the COA Special Programs is
because they will not receive the same amount from a grant for the Com-
panionship Outreach service this year, and she feels it i.s a very valu-
able service. The Chairman thanked them both for their valuable service
to the town, along with the volunteers.
b) Community Development - Building Inspector, Bert Cook, Planning Director,
Joe Mannarino and Tony Fiore, Chairman of the Planning Board, Karl
Drown, Health Agent, and Ed Tartufo, Chairman of the Board of Health
were all present to discuss their budget requests. The predominant need
from all three departments was for additional clerical /secretarial as-
sistance. They said it is important to have appropriate, resources to_
respond to the magnitude of development and growth in the town: The
Planning Director again expressed his feeling that it is important to
have an updated Master Plan to guide development, not react to it. He
said he has applied for a grant for the Master Plan and has an article

on the Town Meeting Warrant. He also said SRPEDD has reviewed the
Master Plan and he would like the Board of Selectmen.and Planning Board
to meet with SRPEDD for a presentation.
There was some discussion over handling of the "Right -to- Know ", the
Town Manager advising the Board that the Health Agent does not want
to handle it; that thought was revised to certainly not without a full -
time secretary. The Town Manager said he has learned this week that
the Right -to -Know requirements are not as entailed and time consuming
as first thought. According to the law, there are only two town offi-
cials who are qualified to be the Right -to -Know officer - the Health
Agent and the Fire Chief; the Town is not allowed to hire an independ-
dent consultant.
c) Insurance and Benefits and Debt and Interest - The Town Manager reviewed
these categories briefly, explaining changes of a couple line item
totals. The discussion was ended with the comment, from the Town Man-
ager, that he hopes the Finance Committee is as diligent in reviewing
the School Committee budget as it has been the municipal budget.
8. Selectmen Business
a) Selectman McNair mentioned a letter he had received from Margot Jelli-
nek, which he presumed all members had received, which he said could
be discussed next week. This was followed by a question from Select-
man D'Onofrio concerning the Building Inspector contacting Town Counsel
without going through the Board, which he thought was wrong, since mem-
bers of the Board cannot. He was told department heads have always been
able to do this. The Chairman ended the discussion by suggesting that
the Town Manager is to get a recommended course of action, if the Town
has made a mistake in interpretation, and then it can be corrected.
b) Selectman D'Onofrio then brought up an,issue concerning mail that has
come to the Town Hall for the Board of Selectmen, which he has not seen.
He said he wants to know whose decision it was for him not to see it,
and stated that it is not a good policy to allow for filtering of infor-
mation. The Chairman said the Town Manager had conferred with him about
the letter in question and that he had agreed it should be turned over
to the Police Chief for checking first, then it would be shown to Board
members; the Chairman said he has not seen the letter yet. Selectman
D'Onofrio stated emphatically he does not like his mail being filtered.
The Town Manager said he understands what he is saying.
c) Selectman McNair brought up the DPW Director's Memo advising the appoint-
ment of Edward Kingsley as Construction Inspector, and questioning the
new title, claiming it is a policy change, there is no such job descrip-
tion. The Town Manager only said this was done because there were ob-
jections to the former title, Construction Engineer.
