b) William C. Madan was present with the documentation concerning his fi-

quested at last week's Board meeting, when his application was presented.
There was some discussion; Selectman McNair again expressed his concern
for the Board taking a stand as condoning this use prior to the hearing
concerning rezoning of this parcel of land. It was pointed out that the
Board would not issue the permit at this time, rather if, and only if,
the Town Meeting decides not to rezone.

5. Old Business
The Town Manager had given each member of the Board a copy of a Memorandum
of Intent Between Town of Mansfield and Town of Foxborough, and advised
them that this was the result of a meeting with the Foxboro committee the
previous evening where Selectman D'Onofrio and Wills, the DPW Director and
himself were present. The biggest issue seemed to be how Mansfield was
going to assess the fixed 0 & M costs, and it was agreed that for the first
two years it would be at 4 %, then at 8 %; these rates are only for the crit-
ical needs areas. Selectman Wills congratulated the members of the Board
who had worked on this for so long and included the Town Manager and DPW
Director. The Town Manager reminded the Board that this Memorandum of In-
tent is the concept by which an agreement will be worked out, and Selectman
D'Onofrio said he wants everyone to understand the disucssion covers their
first two years of flow only. There were a few slight changes suggested.
* MOTION: To transmit this particular document,:as amended, is our intent.
D'Onofrio /McNair
Selectman Dunn voiced concern, saying he would just like time to read the
document through before voting.
* MOTION: To table until the end of tonight's meeting.
Dunn /D'Onofrio VOTED: 5 -0
6. WORKSHOP - Public Safety Budget
The Town Manager started the discussion off by stating that there is a need
to improve public safety in this growing community. Police Chief Jesse
Earls was present, and in reviewing the budgeted expenses and salaries,
Jesse said he would like to add two officers to his force; one would be for
the downtown foot patrol. He also said that he feels the commercial growth
in the community causes the greatest problem for the police. There was some
discussion covering cost for two additional officers. The Chief then des-
cribed some of the uses they are instituting with their computer and said
he hopes to add another CRT at the front desk.
Selectman Levine moved that the Board endorse the additional two officers;
there was no second and Selectman D'Onofrio reminded the members that it

was felt, at the last workshop, they would take no position on individual
department requests until they had all been heard.
Civil Defense Budget
Red Button, Civil Defense Director, first covered the Disaster Plan, as
requested by the Board a few weeks back. He said a plan is in place and
working, although none of the originators are still a part of it. He sug-
gested a workshop for a couple of nights to familiarize Board members and
fine -tune some aspects of the plan. The Chairman suggested a date in May,
but it was pointed out that there may not be a Town Manager at that time.
Operation of the plan in times of emergency is: the Town Manager is in
charge of all departments, the Board sets policy. In an emergency, a tele-
phone vote is acceptable, by the Board, and if all members are not reachable,
the Chairman can make a decision for the Board.
The Director then went down the budgeted expenses, explaining his needs
and reasons for increases in.certain line items, and said certain of the
line items are 50% Federally reimbursable. Under First Aid Equipment he
would like to get an oxygen regulator. Under Capital Outlay he listed sev-
eral items he hopes to obtain in the ensuing years, such as a radio to tie
Mansfield directly to the Attleboro CD so that they do not have to depend
on the telephone; he also _wants an,i emergency command post and a mobile
command post. He is presently working with UPS to perhaps acquire one of
their used vehicles. He reminded everyone that radio station WARA is the
official communication point in times of emergency.
Fire Department Budget
Chief Sliney reviewed his budget with most emphasis and discussion centered
on his need for two additional firefighters and a clerk. The two addi-
tional firefighters are needed to bring all shifts up to 6 which, in effect,
would guarantee at least 5. Considerable time was spent going over the rea-
soning behind this logic, which involves sick time, vacations, personal days,
IOD. Chief Sliney explained situations which cause shortage of coverage,
no one being in West Mansfield at times, as well as the amount of time he
spends on the paper work which costs him time for other duties he and.his
Lieutenants should /could be doing, etc. The Town Manager voiced concern
for consideration of the dollar vs. public safety in terms of man coverage.
It was brought out that the Chief had cut the sick leave down markedly,
which is to his credit. Chief Sliney feels he should have two men in West
Mansfield at night; he also feels the nightmen should be given a raise to
$6.50; they haven't had a raise in 10 years and it would be an incentive
factor.
Following the discussion over the budget, Chief Sliney said he had an alter-
native plan for expansion and presented a preliminary plan for addition of
two bays, contingent upon acquisition of the property next door to the cen-

tral station. He also plans to do more remodeling to the second floor of
that station. This was not covered in any detail; the Chief did say he is
hopeful that the building next door will be condemned and that it should be
torn dorm because it is dangerous.
