5. Peter DeTrolio
Mr. DeTrolio came before the Board to explain, and hopefully receive a solu-
tion to, a water bill problem he has been trying to resolve for over a year,
he said. He talked with the Water Department countless times, finally the
DPW Director, then the Town Manager who advised him to bring it to the Board.
He claims the bill is entirely too high, that he has no leaks, and uses very
little water. The Water Department replaced the meter twice, tested the
meter and found it was registering "in the customer's favor by 4% and 64 % ".
Mr. DeTrolio also advised the Board that a lien was placed on his property;
the problem billings concern his store at 428 Elm Street.
After some discussion, and review of several bills Mr. DeTrolio had brought
with him, Selectman Dunn pointed out that the Town's responsibility stops
at the meter; anything from there into the house is the owner's responsi-
bility. He then suggested itemizing the total charged to Mr. DeTrolio for
the period he is refuting, approximately 22 years for a total over $500,
and the Board felt this should help in making a decision for Mr. DeTrolio.
6. Chief Sliney, Fire Chief
Chief Sliney had a prepared Memorandum requesting a restructure of charges
for permit fees, so that each apartment, hallway, laundry room, basement,
etc. is considered a separate unit at $10.00 each. There was little dis-
cussion. He also asked for a re- inspection fee of $5.00.
* MOTION: That we adopt the new fee schedule for inspections as proposed
by the Fire Chief.
Dunn /Levine VOTED: 4 -0
7. Building Inspector, Bert Cook
Bert Cook also had a prepared Fee Schedule which each member received a copy
of, which indicated increases in some categories, plus addition of a fee for
Carnivals, fairs and circus - $50.00, and Statement of Facts Letter - $25.00.
* MOTION: The we adopt the Fee Schedule as proposed by the Building Inspec-
tor.

he had drafted, to be sent to the Building Inspector from the Board, con-

cerning the proposed Tighe Trucking facility. The letter was very simi-
lar to the one sent to the Planning Board for the Foxboro Terminals pro-
posal, expressing opposition due to public safety issues. Bert said he has
not received a request for a Building Permit yet, but does have the site
plan, and has made a few requests for changes in the plan. He cautioned
the Board that he must go according to the Zoning By -law.
* MOTION: To accept the letter to the Building Inspector, from the Board
of Selectmen, re: Tighe Trucking facility.
McNair /Levine VOTED: 4 -0
Selectman Mahana asked Bert if he could hold issuance of a permit when the
Board, acting as Road Commissioners, has a concern for public safety. Bert
said that would have to be referred to Town Counsel.
9. Correspondence
a) Copy of letter from Town Counsel to Mansfield Board of Health re: Pro-
gress on various problem areas.
b) Copy of letter from the Town Manager to Town Counsel re: Tow Zone Regu-
lations.
- The Town Manager said that Town Counsel believes that when the Board
has established parking regulations they have the right to enforce
them.
c) Memorandum from Director of Elections, Office of Secretary of State,
re: Polling Place Accessibility.
d) Copy of letter to Rep. Vernon from Town of Easton Administrator re:
Opposition of House Bill 6939.
- The Town Manager told the Board he had been on a program of Rep. Vernon's
together with Tom Younger, of Norton, and Daniel Morgado, of Easton,
where the main topic was House Bill 6939. Rep. Vernon, therefore,
pretty well knows Mansfield's position. The Town Manager said he had
just this week been advised by Rep. Vernon, that the Bill had died in
some committee.
e) Letter to the Town Manager from Bill Jordan, Norton Sewer Commission,
re: Change in the Wastewater Treatment Plant Memorandum of Intent. They
ask that the date of January 1, 1986 be changed to March 15, 1985 for
the date of payment of capital costs for the interceptor and outfall.
Their reason for this is that the bond bankers for the Norton sewer pro-
ject advise time constraints for the bonding process could not be com-
pleted earlier. The Town Manager felt this would not be a problem, and
he said, basically, otherwise the Norton Sewer Commission seems to be
in agreement.
