The Harrington's request, which was ac- companied by fourteen signatures of neighbors and businesses, was to close the Co -op Parking Lot at 6:00 P.M. Chairman D'Onofrio voiced the hope that a study of signage can be encom- passed into the traffic study which is being done right now; he went on to say, enforcement is another thing. He feels to close the parking lot, which is a public lot, is admitting defeat as well as not appropri- ate since it is a public lot. Selectman Levine suggested asking the Police Chief why they don't better enforce the Loitering By- late, or what they need, perhaps, to better enforce it. The Town Manager ad- vised the Board he feels one problem is the Loitering By -law, which is too vague. Levine /McNair VOTED: 5 -0 BOARD OF SELECTMEN MINUTES OF MEETING OCTOBER 9, 1985 PAGE 5 s) Letter to the Town Manager from Town Counsel re: Crocker Street Parking Regulations. - Although Town Counsel indicated a public hearing is not necessary for establishing a tow zone, the hearing had already been placed in the paper, for October 23. t) Copy of letter to the Town Manager from Town Counsel re: Ray Goddard's Assessment. u) Letter from Chairman of the Board of Health re: House Bill #2551. - Ed Tartufo was present to explain that this bill would require the Town to perform perc tests within 30 days after receipt of a written request for the test, or the person requesting same may have an engineer per- form the test, which the Town must then accept. Ed feels that due to the current level of development in Mansfield, the passing of this bill would almost assuredly circumvent the Board of Health's input on approxi- mately 2/3 of the developable lots in the town. This would put an un- acceptable burden on the town. He asks the Board of Selectment to as- sist in defeating this bill. * MOTION: To send a letter to our legislators asking them to oppose House Bill #2551. Dunn /Levine VOTED: 5 -0 9. New Business a) Brad Dauphinee, from the audience, asked the Board why the Town of Mans- field would be considering contracting for power from the Canadian govern- ment, which he had read in the paper; he said the Town used to contract from neighboring towns. Chairman D'Onofrio advised that today most neigh- boring towns are in the same situation as Mansfield, with full use of their own power. He went on to say that there is a requirement for towns to re- tain a 20% reserve, and even if Seabrook comes on line, which some still think it will, Mansfield will still have to buy more power because of the rate of growth in town. Chairman D'Onofrio then said he feels it is improper to look back at an action of a Board taken ten or fifteen years before and say they were wrong, because they could not know what was going to happen in 1985. 11.
