the compatibility of such center with the nearness of the Mansfield Air-
port.

of Selectmen re: Town's responsibility under State law to redraw the
boundaries of its precincts based upon the 1985 State census.

against any individual, corporation or other entity in this

There was further discussion; John Costello, 11 Church Road,
was present, having read of the matter in this night's Sun
Chronicle, and voiced his concern and feeling that the Board
and Town had been "taken The Town Manager said he would wel-
come the inquiry as suggested, but feels he should not be in-
volved in the investigation. Selectman Levine suggested hav-
ing Town Counsel meet with the Board next week to advise the
course of action; Selectman D'Onofrio will contact Town Counsel
to set this up.

Jim Glendye and Charlie Loveridge were present to make their monthly report
on the Wastewater Treatment Plant. As of January 1, 1985, 96.77% of the
contract work has been performed. A tabulation of executed Change Orders
was given to each Board member, and Charlie Loveridge presented one Change
Order to add a fuse disconnect in the elevator room - $451.83. He also ad-
vised that the contractor is going to request a 3 month extension in time,
which will push the completion date up to May 1, 1985. He said the seamless
floor is the problem and will take 10 -12 weeks.(voted approval 1/16/85).
This led to discussion concerning the Special Town Meeting scheduled for
January 28th, which will either not be needed or can be pushed up, because
of the extended completion date. The Special Town Meeting is to reallocate
funds for contractor operation of the new plant, but the funds will be need-
ed for the old plant until such time as the contractor operator can begin
operation of the new plant. Various dates were suggested with reasons pro
and con; one being that the Town Manager does not know what date to give
Envirotech for the contract. Mr. Loveridge said he will try to pin down
Hope Building and come back with a completion date next week. It was also
suggested that April 1st be set as the date for contract operation with the
contractor operator operating whichever plant is on -line.
* MOTION: To leave the Special Town Meeting Warrant open until next week
when CDM comes back with an answer for us.

The Planning Board had asked to meet with the Board of Selectmen concern-
ing the proposed "Five -year Plan Committee ", expressing concern for a dup-
lication of effort in connection with their Master Plan. The Chairman,
Anthony Fiore, presented this to the Board; then Selectman Dunn outlined
the purpose and goals, as proposed, for the 5 -Year Plan which, he said,
are basically from the financial viewpoint. hie also said such a committee
would most assuredly have to draw from the Planning Board's available in-
formation; using their plans and desires for the Town as a consideration
of the impact on the financial situation.
There was discussion. Tony Fiore voiced a need for the two plans to be
complimentary and not a duplication; the Board concurred with this need.
The Planning Director, Joe Mannarino, then passed out copies of a map show-
ing Areas of Current and Proposed Residential Development in 1984, and a
listing of Development Activity Associated with Residential Subdivisions
in Mansfield, and Population Estimate for 1984, which is 15,511. He said
he was presenting this information because he feels it should be considered
when working on the 5 -year plan. Selectman John Dunn said this was exactly
the kind of information such a committee would come to the Planning Board
for. Selectman D'Onofrio said he feels the Town's resources are quite
limited and posed the question as to how this expansion can be controlled;
he said this brings up the proposal for the 5 -year plan in order to be able
to allocate resources, etc. Joe Mannarino then said he feels the Town must
have "phased growth ".
Old Business
a) The Town Manager advised the Board that he will be meeting with Enviro-
tech and CDM tomorrow to discuss contract operation training.
b) The Town Manager then reviewed the two Memos distributed to the.-Board .
members, from the DPW Director, covering Foxboro Sewage Flow and Norton
Negotiations. He then told the Board the Foxboro:,Board of Selectmen.is
scheduled,to meet with them on January 23rd. The Memo covering the Fox-
boro Sewage Flow offered justification, by the DPW Director, for the re-
quested 250,000 gpd, which Selectman D?Onofrio had asked for.
The Memo covering Norton Negotiations told of meeting with Bill Jordan
and another member of the Norton Sewer Commission on Monday. Norton has
a development with septic system problems and wishes to tie into Mans-
field's treatment plant; they have now agreed to incur the cost of the
interceptor sewer, but have not accepted the base demand charge. This
caused some discussion, resulting in the Board's agreement that an agree-
ment with Norton should be on the same basis as one with Foxboro. The
DPW Director is scheduled to meet with the full Norton Sevier Commission
on January 17th, and the Town Manager will advise him of the Board's
decision on terms prior to that meeting.

c) The Board was told that the Finance Committee will meet Thursday even-
ing to review the Town Manager's Budget Message. It was the Town Man-
ager's recommendation that the Selectmen and Finance Committee meet with
department heads together, if an acceptable day and time can be worked
out. It appeared that Monday evenings are best for Selectmen, while
Thursdays are best for the Finance Committee. It was then suggested
that it be handled on an every other Wednesday night as the Board had
held Workshops earlier in 1984. This is still to be resolved.
10. New Business
a) Selectman McNair told the Town Manager he had two calls from Maverick
Drive complaining about noisey, racing cars, with a request that a
speed limit sign be installed; the Town Manager will check into it.
b) Selectman D'Onofrio asked about plowing the parking lots, saying as of
this evening they had not been done. The Town Manager said he would
pursue it, but that the streets have to be done first, of course.
c) Selectman Levine then brought up the letter each Selectman had received
from Envirotech, voicing her feeling that no one should meet with Mr.
Dickson individually; also that he was putting the cart before the horse
in asmuchas they had not been awarded the contract yet. She was advised
that both the Chairman of the Board and the Town Manager had been in con-
tact with Mr. Dickson concerning -these two points.

MEMORANDUM
TO:J. Wills, J. Dunn, S. Levine
FROM:R. D'Onofrio & J. McNair
SUBJECT:Purchase of Fire Ensines
DATE:January 9, 1985
As a result of an
advertisement ofFerins
a 1982 Compac
and a
1981 Compac fire erisine
for sale by a Florida
company For
a total
sellins Price of over
$90,000, certain Facts
have come to
lisht
resardins these units.
These Facts are:
1)The two
units advertised are, in
fact, the
two fire ensines
that were traded into
Greenwood
Motors /Emersency
One to Purchase
the 3 new
Emersency One units.
2)These ensines are for sale by a Panama City,
Florida, company and were advertised for sale at
$47,000 and $45,000 respectively.
3)As of this date, the 1982 unit, our Former
Ensine #2, has been sold to the Vernon Florida Fire
Department at a Price of $45,000.
4)The 1981 unit, our former Ensine #1, is
currently for sale at a Price of $45,000.
In retrospect it should be noted that the Board and Town
Meetins Members were told that:
1)The trade —in value of Ensines #1 & #2 was
less than $20,000 for the trio units combined.
2)Both Ensines Purportedly had major
ensineerins desisn flaws and the situation with
Ensine #1 was so serious that it required a total
replacement'of that unit.
3)A' repair cost estimate of $50,000 to $75,000
For Ensine 92 was cited in the consultant's report
as the amount necessary to correct the desisn
deficiencies to Put this unit back into service and
meet Federal and NFPA standards.
4)The Board of Selectmen and Town Meetins
Members were told by the consultant that both of
these units could not be sold in the United States
( and would have to be sold in South America or
Mexico.
5)The condition of Ensines #1 & #2 were
characterized in such dire terms that the
declaration of an emersencr situation was
recommended by the Fire Chief and Town Manaser and
voted by the Board.
6)The Town Paid $45,000 more than the low bid
For the 3 fire ensines it Purchased.
In lisht of these facts it is our view that there is
sufficient circumstantial evidence to warrant an in —depth
investisation by appropriate sovernmental asencies to determine if
further lesal action should be taKen by those asencies or the Town
of Mansfield: or both.
