7. Contract Operation Interviews for the Wastewater Treatment Plant
Envirotech Operating Services, of Burlington, MA, and the Mansfield DP41
Department had both received a letter with ll questions to be answered as
briefly and as to- the -point as possible during this interview period. Both
presented members of the Board with a package of information covering these
questions, to supplement their interview discussion tonight.
a) Envirotech Operating Services
David Dickson, Business Development Manager, presented David Phillips,
who will be responsible for administrative management of Mansfield oper-
ations, Gary Foss, Director of Employee Relations, and Joseph Ciaglo,
who will be the EOS Plant Supervisor at Mansfield. Between these men
they addressed the questions raised, covering quality of service, cost
control and maintenance of Mansfield's investment. Envirotech exclu-
sively.- specializes in wastewater treatment plants and presently run 19
facilities throughout the country. They operate with a "team concept ",
whereby they have specialists in various fields who oversee, advise and
work with various facilities as needed. There was discussion of the
number of staff and approval of such by DEQE. Envirotech views the Camp
Dresser & McKee aspect of the "training" as communicating design intent
and vendor training; Envirotech has worked with CDM on several sites.
The Town will be provided with detailed records of performance by their
Information Management System. David Dickson stated that several factors
will be subject to negotiation once the contract has been awarded.
* MOTION: That we have a general question and answer period for those ques-
tions which have arisen since last Thursday.

Selectman Levine asked if the cost will go up if, and when, Foxboro
and /or Norton connect to the plant; this would be true regardless of
who is operating the plant, based upon the increased flow. She also
questioned which "hat" they would wear when the Town pursues the Norton
connection, zn since EOS also controls the Taunton plant which Norton
is considering. A question was raised as to what "risks" there are; the
opinion was that the main one is a fine, and no plant has ever been fined.
The Chairman ended discussion at this time, feeling the subject had been
quite thoroughly covered and the allotted time period overrun.
b) Mansfield Department of Public Works
Joseph Zeneski, DPW Director, introduced Bill Handy, Mansfield's treat-
ment plant operator, Bill Mackey, Jim Small, Bob Richardson from Camp
Dresser & McKee; Bob Richardson would be the "operation specialist ", and
is presently at the new plant supervising equipment testing, etc.
Joe Zeneski addressed each question, with input from the others as
needed. He pointed out that by awarding the contract to his department
there would be a saving of profit, administrative costs and overhead.
The staff will be supplemented by technical people from CDM and the State
when needed. Bill Handy described some of the problems and situations
he has handled as they developed using "make -do" equipment, etc., which
are "cost control" measures. He also told the Board he would prefer to
continue to work for the Town, rather than a contractor.
Bill Mackey, of CDM, said they will provide management assistance and
training assistance, explaining that the first year operational assist-
ance can be funded by the EPA; this is true regardless of who is awarded
the contract. Bob Richardson outlined the procedure for training.
There was further questions and discussion with the members of the Board;
one item covering who is responsible when and if something goes wrong,
once the plant is up and running and has been certified. This cannot be
given a cut and dried answer; Camp Dresser & McKee indicated they are
always willing to do everything possible to correct malfunction, etc.
At this point the Town Manager advised the Board that a decision must be
made before February 1, 1985, because if they go with a contract operation,
it must go before a Town Meeting. This would require a Special Town Meet-
ing, suggested date of January 28, 1985 in order to allow the plant -to bg
started up on time. The reason for this is to reallocate the appropriation
for running the wastewater treatment plant so it can be done as an Expense
item.
* MOTION: That the Board establish the policy of contract operation for the
Wastewater Treatment Plant.

Selectman D'Onofrio then read a prepared statement expressing
his appreciation for the volunteer efforts of the selection com-
mittee, and the prepared comprehensive report of the consultant.
He went on to state he feels the policy decision to be made by the
Board should be based on: cost of operation, efficiency, experi-
ence and expertise, performance evaluation, liability exposure,
the Foxboro /Norton issues, and management continuity. He elabor-
ated on these and ended by stating that he would support contract
operation and EOS as the chosen contractor.
Selectman Dunn and Levine spoke against contract operation. Select-
man McNair expressed appreciation to the selection committee for
a good and thorough job. Chairman Wills reminded the Board that
voting for contract operation will indicate a 55% sewer rate in-
crease, but he feels EOS has obvious economies of scale. He also -
raised questions concerning the Mansfield DPW's ability to handle
certain needs which require technical equipment, knowledge, etc.,
indicating additional expense for operation. The Town Manager ad-
vised that if the Board votes for contract operation, then the
Town must also commit itself to certain binding expenses to have
sufficient funds appropriated for a supervisor - a Town employee,
or CDM.
