3. Correspondence.
4. Health Agent's Report:
1. Soil Evaluator Refresher Course: Next week the Mansfield Board of Health will sponsor a Soil
Evaluator refresher course. Mr. Leite said this is a required course and the certificate is good for 3 years.
He expects 25 members of Boards of Health to participate. Peter Fletcher, a Certified Professional Soil
Evaluator, will be the speaker.
2. Arbovirus Contacts: Because of problems that occurred last year with EEE and West Nile Virus,
Mr. Leite said the Board of Health is now required to have two contact people. As Chairperson, Ms.
Memory will be the contact person in the event Mr. Leite is not available.
3. NEFFA: Mr. Leite said the festival went exceptionally well this year.
4. Emergency Preparedness Funds: Mr. Leite said there is $250.00 in the fund and he will be
purchasing a touch board. It will be wall- mounted in the Selectmen's meeting room, which in an
emergency would be the command center. The touch board will also be used for Coalition training.
S. !Gov GIS — FEMA: Mr. Leite said FEMA is interested in using this GIS application for emergency
responders with the possibility of adapting the application for use with the ipad or smart phones. This
would enable responders to send and receive all information quickly and more efficiently.
6. Digitizing Project: Through the town's senior tax program, the Board of Health is in the process
of digltalizing septic plans.
Ms. Wall asked about the Hercules landfill site on Stearns Avenue. At the January 2013, Town Manager
William Ross asked that a regulation prohibiting drinking wells be drafted and sent to Town Counsel for
approval. At this meeting the board asked that all the landfill sites in the Town of Mansfield be identified
on a map. Mr. Leite said he has not heard back from Mr. Ross or Town Counsel.
5. New Business:
6. Old Business:
Mr. Leite and Mr. McClean were contacted Dr. Lester Hartman, Mr. McClean said the data requested
from Dr. Hartman showing the impact on tobacco sales and usage that comes with the change in the
age to legally purchase tobacco products still has not been made available. In an e-mail, Dr.
Hartman said Canton has increased the age restriction to 21 with the stipulation that the town will
monitor the situation to see how effective the increase is before making the restriction permanent.
The Town of Sharon has also voted to raise the age to 21. Mr. McClean said Dr. Hartman would like
to come to the June meeting but he said there really isn't any new information.
Mr. Leite questioned if it is reasonable to deprive someone the right to do something, especially
without any supporting data.
Ms. Memory said the board should not make any decisions without evidence that raising the legal age
to 21 would be beneficial. She said Foxboro, Plainville, North Attleboro and Attleboro have not
changed the age restriction. She does not feel it is necessary for Dr. Hartman to come and present
again at this time, but if there is additional information or changes, the board should be updated.
Mr. Healey said if there was support from the community or the schools, he would be in favor of
increasing the legal age to obtain tobacco products. He said Dr. Hartman can send any new
information for the board to review.
