MOTION: Ms. Wall made the motion to approve the Consent Agenda. Ms. Memory seconded the motion.
Motion passed 4 -0 -0.
3. Correspondence
HealthCare Options, Inc. Request: Ms. Memory read a letter from HealthCare Options, dated November 14,
2012, requesting an increase of four per cent in the contract for public health nursing services for the July 1,
2013 through June 30, 2014 fiscal year. This would be an increase of $986.00, a change from $24,656 to
$25,642.
Mr. Leite said it would not be practical to increase the contract because of budget constraints. Ms. Memory
said this is a substantial increase.
MOTION: Ms. Memory made the motion to decline the requested increase by HealthCare Options, Inc. for
the public health nursing services for the Town of Mansfield. Mr. McClean seconded the motion. Motion
passed 4 -0 -0.
Letter regarding possible smoking at a local restaurant: The board received an anonymous letter from a
resident of Mansfield concerned about possible smoking in a local restaurant. Mr. Leite said normally he
does not respond to anonymous letters unless there is a real public health threat. Because there had been
previous problems with this restaurant and there was a concern about food borne illness because of the
hand to mouth contact, he visited the establishment and determined the employees were not smoking in the
food handling area but were smoking outside the back door. He discussed the issue with the owner and
asked that employees smoke away from the doorway.
4. Health Agent's Report
1. Household Hazardous Waste Collection:
A. Review of Data: Each board member was given a summary of the funding and cost of the
hazardous waste collection with a total of what was collected over the last ten years.
B. FY 2014 Funding Request: Mr. Leite told the board there is $17,198 available for the HHW
collection, but with the decline in attendance, suggested $10,000 be returned to free cash and the
collection be done every two years.
Mr. McClean suggested keeping $10,000 in the budget for the 2014 and 2016 collection. The board
would then request $5,000.00 for each future collection year.
MOTION: Ms. Wall made the motion to return $7,198.00 to free cash and to keep $10,000.00 in the
Household Hazardous Waste Collection account. Mr. McClean seconded the motion. Motion passed
4 -0 -0.
2. Public Service Announcements: Mr. Leite has done public service announcements for mosquitoes,
mercury recovery, influenza and predatory septic system practices. He hopes to have the
announcements placed on the town's server with a link to the town's web page.
3. Flu Clinics: The clinic held on November 7, 2012 was well attended. There will be another clinic held
at Town Hall on December 13, 2012 from 4:00 — 6:30 pm.

Emergency Preparedness information has been loaded onto the iPad, it will be given to the Board of
Health Chairman.
S. New Business:
Title 5 Variance request for 328 Elm Street: The homeowner is requesting a variance to install a
leaching field within 10 feet of the foundation where 20 feet is required. A 40 mil plastic barrier will be
installed along the foundation wall to protect all areas not 20 feet from the foundation.
MOTION: Mr. McClean made the motion to grant the variance for 328 Elm Street. Ms. Memory seconded
the motion. Motion passed 4 -0 -0.
6. Old Business
Dr. Hartman's Tobacco Access Proposal: Mr. McClean told the board Dr. Hartman and Ms. Cheryl Sbarra,
Senior Staff Attorney for the Massachusetts Association of Health Boards, met on November 5, 2012 to
discuss the local and state activities regarding his proposal to raise the age to legally purchase tobacco
products from 18 to21. Mr. McClean told the board that Dr. Hartman had requested the before and after
data from the Town of Needham who voted to change the age to legally purchase tobacco products but the
data has not received.
Mr. Leite suggested the board might want to discuss Dr. Hartman's proposal with the school committee
members and the school nurse to get their perspective. The board agreed and Mr. Leite will e -mail the
Superintendent of Schools.
