3. Communications
Consumer Confidence Report Certification: The community water system is in compliance.
Nursing Reports for January and February
MDPH has changed over to the national vaccine distribution system. Boards of Health
will continue to vaccinate the public according to MDPH guidelines.
Hearing: 1672 West Street. Hearing opened at 7:17 pm.
Scott told the board the property has a failed cesspool and needs a variance from Title 5 minimum setback
distances for the new septic system within a Zone 1 of a public water supply well; the house was built in 1954
before the area was designated a Zone 1 area; the house is 320 ft. from the town well. The well is not
currently active; the town will be relocating the well. The abutters have been notified.
Scott recommended the board vote to approve the variance. He said there is very little risk as far as the well is
concerned; there is far more risk with the failed cesspool. The system will be moved back 60 ft., as far back on
the property as possible.
MOTION: To approve the request for a variance for 1672 West Street
Wall/Memory Passed s-o
Hearing closed at 7:19 pm.
4. Health Agent's Report
a. 263 Otis Street: The issue has been resolved and the court case has been dismissed.
b. 153 Eastman Street: Home has been without hot water since March. Probate Court needs to rule on
who is responsible for the repair of the water tank. Because the owner lives in the building, the dispute
is not within BOH jurisdiction.
c. Proposed Amendments to the Body Art and Smoking Regulations:
Body Art: Currently, the Body Art Regulations do not require any certification. The regulations would be
amended to require training; any course would require approval by the BOH and shall include the
following - current first aid and cardiopulmonary resuscitation (CPR) and blood borne pathogens which
includes infectious disease control, waste disposal, hand washing techniques, sterilization equipment
operation and methods; sanitization, disinfection and sterilization methods and techniques; skin diseases,
disorders and conditions, including diabetes.
The amendment would require that the Blood Borne Pathogen certification be renewed every 5 years and
the first aid and CPR certifications should be current.
MOTION: To approve the proposed amendment to the Body Art Regulations
Healey/Wall Passed 5-0.
Regulation Affecting Smoking and the Sale, Vending and Distribution of Tobacco: Article 6: Permit for
Sale of Tobacco Products: The board would like to limit the vending of tobacco products to permanent
buildings/structures with a Mansfield address. A vendor currently licensed with the Town of Mansfield
would be allowed to sell tobacco products at events. No outside vendors would be allowed to sell tobacco
products at the Comcast Center, etc. - no carts, tables or tents.
MOTION: To approve the proposed amendment to the smoking regulations.
Healey/Wall Passed 5-0.
d. Water report: E-Coli was found in the Cate Springs Well; the bacteria was found only in the raw water,
not in the delivery system. The problem was remedied before the residents were notified by the state.
Subsequent testing has come back negative.
e. Recreational Summer Camps: The board will discuss at a future meeting. A workshop will be done for
the August meeting.
5. Old Business: The board would like to schedule a field trip to the water treatment plant. Scott will contact
Kurt Gaffney to set up a time and date for the visit.
6. Adjournment
MOTION: To adjourn at 8:17 pm
DeGirolamo/Wail Passed 5-0
Respectfully submitted,
Jane Doucette, Recording Secretary
