Meeting called to order at 7:00 pm. 2. Emergency Certification: Richard Alves,Town Engineer,Stearns Avenue,Assessors Map 44, between Lots 91 and 78. Elizabeth said an Emergency Certification was, issued on December 7, 2012 for the removal of an existing stone headwall (farmer's drain) to the south of Stearns Avenue. The headwall will be replaced with granite blocks in the same location with approximately the same length and height as existing. A site visit was done on December 4,2012. Elizabeth said the stream is backing up onto Stearns Avenue, causing flow issues. The drainage pipe is blocked by rocks and will be cleaned out and the bank stabilized. There are no plans to replace the pipe at this time. In a memorandum, dated December 12,2012, Richard C.Alves,Town Engineer, stated that maintenance will be done on a stone retaining wall and a drainage outlet structure. The site location abuts 91 Stearns Avenue within the town right-of-way. The work will eliminate the existing slope erosion into an intermittent stream under the Mansfield Wetland Protection By-law Chapter 15,Section 2.2.2. Mr. Healey said the pipe is not visible on the upstream side. He said a fair amount of water is being held back so a minimum elevation is being maintained. _He said these repairs might not correct the surface elevation problems and corrections may also need to be done on the other side of the stream which flows northerly toward the Town of Easton. Mr. Healey explained the town recently re-surfaced the lane in this area and may have caused the problems. Elizabeth asked that she be consulted during the activities for input and monitoring and the Mansfield Conservation Commission be contacted prior to start of work. The Town of Mansfield DPW will do the work. The work will begin the week of December 17th and take 1 to 2 days to complete. Mr. Cauldwell made the motion to ratify the Emergency Certification for the repair of the Stearns Avenue headwall. Mr.Smith seconded the motion. Motion passed 6-0-0. 3. Request for.Certificate of Compliance: El Line Extension Project, transmission line Right-of-Way,Easton Town line to Bird Road, Mansfield. DEP#211-0841 Andrea Kendall of National Grid was present. 1 e •J On behalf of New England Power Company, Mason & Associates, Inc. is requesting a Partial Certificate of ( Compliance be issued for the El Line Extension Project located within the existing transmission line Right-of-Way, from the Easton Town line to Bird Road. Ms. Kendall told the Commission, as of September 2012,all construction activities have been completed in accordance with the Order of Conditions. She said the restoration of the river front area has also been done. On October 1, 2012, Elizabeth conducted a site walk with a representative of Mason& Associates, to review site conditions and the restoration areas and concluded the site has been satisfactorily restored and no further site activities are required. Elizabeth said the issuance of a Partial Certificate of Compliance will allow for the monitoring of the wetland and riverfront restoration areas to continue. She said by next spring, these areas will be sufficiently regrown to issue a full Certificate of Compliance. Ms. White made the motion to issue a Partial Certificate of Compliance for DEP #211-0841. Mr. Cauldwell seconded the motion. Motion passed 6-0-0. 4. Request for Certificate of Compliance: Steve and Jennifer Oberlander,2 North White Pine Lane. DEP#211-644 Steve Oberlander told the Commission there is an outstanding Order of Conditions, issued in 2001, for the installation of an in-ground pool. He is asking for the Certificate of Compliance because the house has been sold. Elizabeth said when the project was complete, a plan or letter was to be submitted by a professional engineer certifying that the work was done in accordance with the approved plan. She said an as built plan, dated November 9, 2012, was submitted without a letter and asked if the plan was sufficient for the Commission to issue the Certificate of Compliance. Mr. Healey said the area has been landscaped and stabilized. Ms. White said as long as there are no additional structures, she does not have a problem issuing the Certificate of Compliance. Mr. Cauldwell made the motion to issue a Certificate of Compliance to Steve and Jennifer Oberlander of 2 North White Pine Lane,DEP#211-644. Ms.White seconded the motion. Motion passed 6-0-0. 5. Request for Certificate of Compliance: Helen Sauvgeau,220 Plain Street, Map 4,Parcel 74. DEP#211-0868 Ms. White recused herself for this hearing. Helen Sauvgeau, the property owner, was present. The Order of Conditions was issued for the removal of the existing stairs and landing and construct of a new deck, landing and stairs with associated landscaping and yard maintenance. All work occurred within 100 feet of Greenwood Lake. Ms.Sauvgeau said all work has been completed. She was given permission to remove the erosion controls. 2 Michael Galante was present. He said the light pole needs to be relocated because it has been hit by cars twice. Ms. White made the motion to issue a Negative 3 Determination for 265 East Street, existing light base at Jordan Jackson School with the condition that the erosion controls be inspected by the Conservation Commission before construction and again prior to removal. Mr. Cauldwell seconded the y Motion passed 6-0-0. motion. Mr. Galante asked if the erosion controls at the site of another light base permitted 1-1/ years a o ca removed. He was given permission to remove the hay bales in this location: g can be 8. Request for Determination of Applicability: Scott Leifer,11 Marjac Way, Map 42,Parcel 122. The Request for Determination of Applicability was filed to replace an existing fence on the north side of the property and install a new fence on the southern property line. Work is within the 100-ft. buffer of bordering vegetated wetlands. Scott Leifer, the homeowner, was present. Mr. Leifer said he wants to replace an existing fence on the right side of the property and on the left side, install a new fence. The vinyl fence will connect to the existing black metal fence in front of the wooded area at the edge of the wetland. The post holes will be hand-dug or, if necessary, by a small piece of machinery. Mr. Leifer told the Commission the property has been surveyed. Mr. Leifer explained the black fence extends across other properties in this area and was probably installed by the developer when the sub-division was built. He said the neighbor to his left has removed the metal fence and much of the trees and brush in this area. Mr. Cauldwell asked that any excess material from the post holes,be properly disposed of. Mr. Cauldwell made the motion to issue a Negative 3 Determination for Scott Leifer, 11 Marjac Way, for the installation of a vinyl fence within in the 100-foot buffer of bordering vegetated wetland with the following conditions: The post holes are to be hand-dug and the excess soil be disposed of away from the wetland area. Mr. Healey seconded the motion. Motion passed 6-0-0. Mr. Leifer was told there is a 10-day appeal period from the date the Determination is issued. He was advised not to start the work until the appeal period has ended. 9. Abbreviated Notice of Resource Area Delineation: Robert Vann, Bismarck Real Estate Partners,Inc.,229 and 243 School Street,Map 11, Lots 3 and 5. DEP#211-0897 Jeffrey Peterson,Vanasse Hangen Brustlin, Inc. and Patrick O'Leary, Bismarck Real Estate Partners, Inc., were present. Mr. Peterson said the site is located in an area zoned as Industrial and the site is primarily wooded and each lot contains a residential structure with associated parking, lawn and landscaping, plus accessory buildings. Lot 5 is approximately 5.27 acres and Lot 3 is a little over an acre. The parcel borders Massachusetts Bay Transportation Authority (MBTA) right-of-way and industrial development to the north, Route 140 and property owned by the state to the east, School Street to the south, and shrub and wooded swamp to the west. Access to the site is 4 provided by frontage along School Street. He told the Commission there are intermittent streams, tributaries to the Rumford River, located along the northeastern and southwestern corners of the property. Mr. Peterson explained there are four wetland resource areas on the site. Wetland 1 is located off-site on adjacent state-owned land but the 100-foot buffer zone extends onto Lot 5. The resource areas associated with this wetland include bordering vegetated wetlands with Bank to an intermittent stream. The wetland is located south of and adjacent to an intermittent stream which drains to a culvert under Route 140. It is on the plan only so the buffers can be shown on the subject property. Wetland 2 is a large wooded swamp located in the center of the site and extends off-site to the west, where it may be contiguous with Wetland 4 to the north and a shrub swamp located off-site to the south. It drains to the west and out via an intermittent water course to a culvert under School Street. Mr. Peterson said a significant portion of lawn and parking area associated with the existing structures located on Lot 3 (243 School Street) are within the 100-foot buffer of Wetland 2. Most of the back yard,as well as a portion of the existing house on Lot 5 (229 School Street),are located within the 100-foot buffer zone of Wetland 2. Wetland 3 is a wooded swamp located on state-owned land adjacent to Lot 5 and is mostly off the subject property. An intermittent stream flows out from this wetland southward parallel to Route 140. Wetland 4 is a wooded swamp that is located along the northwestern corner of the site and continues off-site to the west and is contiguous with Wetland 2.This area drains to the west and to School Street. In addition to the bordering vegetated wetlands on the site, Mr.Peterson said there appears to be three potential vernal pools. While they are not certified, the limits of the greatest extent of the pools were marked so they could be taken into account when the"no disturb" zones are set. Vernal Pool 2A is located within Wetland 2 in the center of the property. A second potential vernal pool is located to the northwest of the property. Vernal pool 4 is located within Wetland 4 and is larger than the other pools. Mr. Peterson said this area appears to have been excavated, perhaps as an old agricultural pond. The 25-and 50-foot no disturb zones are shown on the plan. Mr. Peterson asked that the Commission accept the delineation as presented. He also is requesting a determination on the width of the "no disturb" zone that would be applied to these wetlands. The buffer zone and "no disturb" areas toward the front of the property in the 50-foot, and some portions in the 25-foot of this area, have been previously developed as lawn. The house that is on the westerly portion of the property is against the 25-foot"no disturb"zone. He said the applicant's preference is that the "no disturb" zone be set at 25 feet along the southern limits of the wetlands there. Elizabeth asked what the applicant is proposing on the properties. Mr. Peterson said it will be new commercial construction. Elizabeth said she has not been able to review the ANRAD. So the applicant is not further delayed, she asked that an outside consultant be hired to review and verify the delineation under 53G. Given the scope of the work, Mr. Healey and Mr. Smith agreed an outside consultant should be hire. Ms. Matthew agreed. She told Mr.Peterson the plan was well done and identifies all the jurisdictional areas. 5 Mr.Cauldwell said this is a complex site and the office cannot do the review to verify the delineation and agreed a consultant should be hired. He said this is a previously disturbed site, developed before the Wetland Protection Act was in place and there is already development against the wetlands. He reminded the Commission that the large development across the street was allowed a 25-foot setback and said it is his opinion this site should be held to the 25-foot setback. He told Mr. Peterson it is a nicely done plan. Ms. White said the ANRAD should be reviewed by an outside consultant because of the number of resource areas on the site and the limited time available to the Agent. Mr. Cauldwell explained to Mr. Peterson that when there are vernal pools on site, the requirement is 100 feet from the edge of the vernal pool plus a 25-foot setback, for a total of 125 feet. Mr. Peterson said he will amend the plan to show the 125-foot setback. Mr. Mulkern told Mr. Peterson the 25-foot setback will be an issue with the Commission. Mr. Peterson asked if he could be on site when the consultant reviews the line to answer any questions or would it be considered a conflict of interest. Elizabeth said she would prefer the consultant review the line first. Mr. Healey made the motion to hire an outside consultant under 53G to review the ANRAD, DEP#211-0897, for 229 and243 School Street, Map 11, Lots 3 and 5, as presented by Robert Vann, Bismarck Real Estate Partners, Inc. Mr. Cauldwell seconded the motion. Motion passed 6-0-0. Ms. Matthew asked Elizabeth if the consultant will verify the potential vernal pools or just the wetland line. Elizabeth said all the resource areas on the site will be verified. Mr. Cauldwell made the motion to continue the hearing for 229 and 243 School Street to January 21, 2013. Mr. Smith seconded the motion. Motion passed 6-0-0. 10. Request for Certificate of Compliance: 11 Kybren Circle,Exclusive Use Area E,Map 15, Parcel 279. DEP#211-631 Kerry McKinney, Law ffice of Karen Jennings-Flynn,was present on behalf of George and Leah Apazidis. Ms. McKinney told the Commission there is an open Order of Conditions that was issued to Theodore Langmeyer on April 26, 2000 for he Patricia Marie,Subdivision, 49 Oak Street. She said the request for the Certificate of Compliance is to remo e any encumbrances on the title. She said a letter, dated November 12, 2012,from Ralph Maloon, RIM Engineer ng, Co., Inc., states that all the work has been satisfactorily completed per the Order of Conditions. Ms. Mc Kin ey said the Order of Conditions for the subdivision is attached to the request. Elizabeth told the Com ission the work has been done in accordance with the Plan of Record. Ms. White made the otion to issue a Certificate of Compliance for 11 Kybren Circle, DEP #211-631. Mr. Smith seconded the motion. Motion passed 6-0-0. 11. Request for Certifi ate of Compliance: Deana DeSilva,3 Kybren Circle, Map 15,Parcel 278. DEP#211-0881 '---- Dave Hobaica, Easton P of&Spa,was present. 6 Elizabeth told the Commission she has re-inspected the "Environmentally Sensitive Area Do Not Disturb" signs three times and,as of last week, the signs have still not been permanently installed. Mr. Hobaica said the three signs have now been permanently placed on site. He showed pictures of the signs to Elizabeth. Mr. Cauldwell made the motion to issue the Certificate of Compliance for 3 Kybren Circle, DEP #211-0881, pending the inspection of the signage by the agent. Mr. Healey seconded the motion. Motion passed 6-0-0. Ms.White said the wrong DEP number was stated in the motion for 11 Kybren Circle, DEP#211-631. Mr. Cauldwell made the motion to reconsider the motion for 11 Kybren Circle. Mr. Healey seconded the motion. Motion passed 6-0-0. Ms. White made the motion to issue a Certificate of Compliance for 11 Kybren Circle,:DEP #211-631. Mr. Cauldwell seconded the motion. Motion passed 6-0-0. 12. Request for Determination of Applicability: Denise and Paul Mahoney,6 Winslow Way,Map 41,Parcels, 36,38. The RDA was filed for the clearing of vegetation within 100 feet of a stream. Elizabeth said the homeowners have withdrawn the application. 12. Request for Certificate of Compliance: Christian&Feck Development Corp.,Stanley Feck,110 Spring Street,Map 28,Parcel 157. DEP#211-0870 Mr. Feck was present. Elizabeth did a site inspection on December 17, 2012. She said a copy of the deed with the recorded restrictions- no outside structures, pools, or items are allowed that would decrease the available flood storage volume - has been submitted and suggested the deed and restrictions be added to the Certificate of Compliance as on-going conditions;the conditions listed on the Quitclaim Deed are to remain in perpetuity. Memorandum from Richard C.Alves,Town Engineer, dated December 17,2012: The Engineering Department has reviewed the Conservation As-Built Plot Plan of Land prepared by Colonial Engineering Inc. dated December 1, 2012. The plot plan drawing and e-mail from Colonial Engineering Inc., dated December 10, 2012 satisfactorily addressed Mr.Alves' remaining comments of the memorandum dated November 19,2012. Three permanent signs, "Environmentally Sensitive Area — Do Not Disturb", have been installed at the limit of clearing, on 50 feet centers. Permanent signs have also been placed around the entire Compensatory Storage Area. An as built plan, dated July 20, 2012 and revised October 11, 2012, and a letter from Michael Trowbridge, stating the work at 110 Spring Street has been completed in substantial compliance with the approved plan, have been submitted. The disturbed areas have been loamed and seeded. Three signs, as requested by the Commission, have been installed at the limit of clearing and around the Compensatory Storage Area. 7 An e-mail to James Lazzara from Paul F. DeSimone, P.L.S., Colonial Engineering Inc. states there is a direct connection from the flood zone to the Compensatory Storage Area At the flood elevation of 133.5 approx. next to the storage area, the elevations vary from 131.2, 132.9 and 133.0. This has been noted on a plan submitted by Colonial Engineering, Inc., "Conservation As-Built) Plot Plan of Land in Mansfield",dated October 11,2012. Ms. White made the motion to issue a Certificate of Compliance for 110 Spring Street, DEP#211-0870, with the condition that the language in the Quitclaim Deed is reflected in the Certificate of Compliance. Mr. Healey seconded the motion. Motion passed 5-0-1. 13. Notice of Intent: Robin Devine,119 York Road,Map 2,Parcel 204.DEP#211-0893 The Notice of Intent was filed for the installation of an in-ground pool, apron, patio, 12'x18' pool house, retaining wall, fence, gates, raised fire pit area and related grading within the 100-foot buffer zone, the 200-foot outer riparian zone,Wading River, and a flood zone. Tim Devine, the homeowner, and David Hobaica of Easton Pool&Spa were present. Mr. Hobaica told the Commission that the Mean Annual High Water Line has been identified and is noted on the plan. The orientation of the pool has been changed so that it is parallel and closer to the house;the new location removes the pool structure completely from the 50-foot buffer zone. The retaining wall and the pool house have been moved farther away from the property line and from the highest elevations on the lot. Mr. Hobaica explained an Alternatives Analysis was done. He said there is no alternative location for the pool on the property that would impact less. The front yard is not an acceptable alternative because the Mansfield Zoning Regulations do not allow accessory structures in the front yard and there is not enough room on either side of the property. The existing batting cage will be moved completely out the 25-foot"no touch"zone. Elizabeth said the original plan shows the fire pit 37 feet from the edge of the wetlands; as shown on the new plan, the fire pit is now closer to the edge of the wetlands. Can the fire pit be moved? Mr. Hobaica said the fire pit was moved to get it away from the higher elevations on the property but he can move it closer to the house. Mr. Hobaica said the overall disturbance on the property is less on the new plan. Mr. Cauldwell said it is a good plan and takes into consideration the neighbor's concerns, with less impact. He asked that the fire pit be moved closer to the house. Mr. Healey made the motion to accept the plan as proposed for 119 York Road, Mansfield, MA, DEP#211-0893 with the following condition: The erosion controls are to be inspected by the Conservation Agent prior to the start of work. Mr. Smith seconded the motion. Motion passed 6-0-0. Plan"Proposed In-Ground Pool Location Plan at 119 York Road", RIM Engineering Co., Inc. Revised November 13, 2012 14. Agent's Notes: 1180 East Street,Anthony and Karen Pace: Clearing of vegetation and grading up to and within wetlands which border a tributary to the Canoe River. The violation was discovered by the Assistant Building Inspector while on an inspection. A certified letter was sent on October 9,2012 to Mr. Pace and an Enforcement Order was issued M on November 5,2012. 8 Elizabeth said she has not been to the site to review the wetland delineation. Mr. Pace has submitted a restoration plan. She asked if the Commission wants the homeowner to file a Notice of Intent to permit any work that has been conducted within jurisdiction or do they want an Enforcement Order issued to allow the homeowner to do the restoration work. Mr. Pace will be issued an Enforcement Order to allow him to restore the area that was altered. Mr. Pace will have to file a Request for Determination of Applicability for the deck, stairs and landing to the second floor of the existing garage;this work was done without a building permit or a filing with Conservation. 1176 East Street, Bryan Hayes—grading and filling of wetlands and an intermittent stream. The violation was discovered by the Assistant Building Inspector while on an inspection and a certified letter was sent October 9, 2012 to the homeowner. Walter Hewitson visited the site on October 17, 2012 to determine the limit of the wetlands. A replication plan has not been submitted. 15 Marjac Way. Paul Alves, the homeowner, was present: Received a complaint about alleged clearing and altering of bordering vegetated wetlands. A significant amount of work was done within the resource area A certified letter was sent to the property owner on November 12, 2012. Mr. Alves was asked to have the wetland area delineated and a restoration plan developed. The delineation was done by Walter Hewitson by using soils. Mr.Alves submitted a hand-drawn sketch, "Buffer Zone Restoration Plan". He said the restoration plantings are all native, habitat-rich species such as Bearberry,Virginia Creeper, Low Bush Blueberry and Eastern White Pine. Elizabeth said she has not verified the wetland delineation and she is concerned because Mr.Alves is working in the wetlands and the proposed restoration plant species are not wetland plants. Mr. Alves said the plants are FACU—facultative upland plants-considered borderline plants. He said he will amend the restoration plan if the Commission prefers other plants to be use such as high bush blueberry. Mr. Alves said the stone wall between the buffer zone and lawn will not be removed. Mr. Cauldwell asked that a surveyed plan be submitted showing areas of disturbance, wetland flags and the restoration plantings. He also asked that the stone wall be added to the plan. He said the plants should be non- invasive plants with berries or habitat plants. He said Mr. Alves will not be able to plant until spring. He would like the plan submitted by the February meeting. Mr.Alves said he will add stone edging as a demarcation line between the 25-foot line and the lawn area Ms. White said the plants on the upper right hand side of plan where the wetlands were disturbed, need to be swapped out for wetland plants. Mr. Cauldwell made the motion to require the plan of record be submitted by February 2013. Mr. Healey seconded the motion. Motion passed 6-0-0. 596 Maple Street, clearing and grading activities within area of jurisdiction under the state regulations and the local wetland protection by-law;the wooded area to the rear of the lot is within an area mapped as estimated and priority habitat by the Massachusetts Natural Heritage and Endangered Species program: Shawn Cairns of Advanced Lawn Care, representing Mr. Levine, was present. The violation was discovered when Elizabeth was doing a site inspection on an adjacent property: The wetlands 9 were flagged by Mr. Hewitson and a plan has been submitted. Elizabeth has not reviewed the wetland line. A Request for Determination of Applicability will be filed. 425 Mill Street enforcement situation: Received several complaints from neighbors at Patriot's Way,saying there is an encroachment on conservation land and alteration occurring in or near the resource area. Elizabeth and Mr. Healey checked on the complaint. She said stormwater is being discharged to the off-site potential vernal pool on adjacent land owned by the Mansfield Conservation Commission. There is also a certified vernal pool on the conservation land. Elizabeth said there are piles of sand, wood chips and other landscaping materials being stored within jurisdiction of the Mansfield Conservation Commission. Elizabeth said Nick Riccio, the Building Inspector, also received a zoning complaint about the property. Mr. Healey made a motion to issue an Enforcement Order to address the issues of stormwater run-off and the storage of landscaping-associated materials on the property at 425 Mill Street and adjacent to sensitive receptors. Mr.Cauldwell seconded the motion. Motion passed 6-0-0. Doug Morrison, Senior Project Manager at OHI Engineering, Inc., has requested a "Request for Closure" of the Emergency Certificate issued on July 3, 2012 to 305 Forbes Boulevard for the spill of hazardous materials, resulting from a tractor-trailer truck accident on 1-495 on May 3,2012. 200 gallons of diesel fuel were released on the wooded shoulder of the highway and into an unnamed brook/drainage ditch. Elizabeth said she has inspected the site and the area has been re-vegetated and looks good. Mr. Cauldwell made the motion to accept the restoration of the oil-covered ditch at 305 Forbes Boulevard. Mr. Healey seconded the motion. Motion passed 6-0-0. Mass Highway: Elizabeth and Mr. Healey met with representatives of Mass Highway today. On August 14, 2012, Elizabeth and Colin Cauldwell,Vice Chairman of the Commission,Gary Dixon, Mike Deveix and Wilfrid Sidney from the Mass Highway Department, Mr. Ramos and. Meredith Borenstein from New England Environmental, Inc. (NEE), met on site to discuss the eroding slope next to the wetland mitigation area. At the August meeting, Ms. Borenstein said the slope had been re-graded and seeded twice in the past and the sediment had also been removed. She said a long term solution needed to be found to stabilize the slope to prevent further erosion and sediment from entering the adjacent wetland. The bottom of the slope would be repaired by J.H. Lynch & Sons, Inc., using a modified stone slope with composted mulch and seeding placed on top of it. Fabric would be put down first, twelve inches of crushed stone would then be added, with twelve inches of modified rock fill installed over the crushed stone and six inches of composted mulch and restoration mix seeding would be hydro-seeded on top of the rock. The grade of the slope would remain the same. At the meeting today, it was suggested that the Commission had proposed a solution to the problem. They were given a copy of the August 14, 2012 minutes. They are now trying to blame J. H. Lynch& Sons or NEE. The representatives said there is no money in the budget to fix the problem. Elizabeth suggested jersey barriers be used to stop the erosion. Ms.White said they should ask the engineering firm that developed the plan to pay the cost of fixing the problem. Elizabeth said Jacob Engineering Group designed the project. The problem was the slope had to be very steep because the replication area was not near ground water and they had to dig. She said it is state law that you have to establish a hydrolic connection. 10 Elizabeth said if Mass Highway is not going to do what they originally proposed, they should submit another proposal for approval. 15. New Business: Elizabeth gave each member a copy of the stormwater letter written by Mr. Healey and said it will be helpful if the Commission would approve the letter. It should be sent as a memo to the Board of Selectmen and all other town boards. Mr. Cauldwell made a motion to send Mr. Healey's letter to all listed town departments. Mr. Healey seconded the motion. Motion passed 6-0-0. 16. Old Business: The Commission will meet with the Board of Selectmen on January 9, 2013 to discuss legal fees. Mr.Cauldwell said he has not been able to meet with the Finance Committee. Ms. Matthew said she would like to thank Mr. Boyden for his many years of dedication to the Town of Mansfield on the Conservation Commission. Mr. Cauldwell said Mr. Boyden had a lot of experience in a lot of areas and had given him a lot of good advice. He said Mr. Boyden served the town well. 17. Adjournment: Motion to adjourn: White/Cauldwell. Motion passed. Next meeting will be January 28,2013. /cf -0.24/3 Joseph Mulk rn, Chairman Date 11
