Town Clerk Marianne Staples is present before the Board. Ms. Staples is asking the Board to
please allow the Clerk's office to discontinue the Business Reply Mail envelope in regards to
returns for the Census. Ms. Staples noted that each envelope returned is a$1.25 ($.46 postage and
$.79 handling) cost to the Town and with 10,000 households, if all were returned, it would be a
cost of over $10,000. Ms. Staples reported that the last Census' returns cost the Town almost
$7,000 in regards to the Business Reply Mail envelope and an additional $200.00 for the permit
fee. Ms. Staples assured the Board that, if supported, she would utilize cable, newspaper and
social media to inform residents of the change. Ms. Staples stated she surveyed other clerks in
Massachusetts and found that 99.7% do not include Business Reply Mail envelopes due to the
expense. Ms. Staples does expect a decrease in the response rate and some complaints.
Mr. Kozlowski inquired if this was the ten year Census to which Ms. Staples noted that it is the
mandated annual Census by the State. Ms. Staples noted that residents are required by law to
return the Census or their voting status could be inactivated. Mr. Kozlowski asked if there was a
regulation that required Business Reply Mail to which Ms. Staples noted there was not and in fact
the Census can be returned via fax, email, drop off or mail but noted by law the Town HAS to mail
them.
Mr. Annino noted that this is a great idea which will save the Town significant dollars. He
applauded Ms. Staples for looking into this and coming before the Board. Mr.Kozlowski asked if
there was a way for residents to complete the Census online. Ms. Staples reported that by law the
Clerk's office still must mail the Census. Mr. Kozlowski asked if a sample form exists to which
Ms. Staples noted that a populated form is what is sent to residents.
Chairman Aptowitz was glad that a completed envelope will still be available and sent with the
Census with the only change being that postage will not be included.
Motion: To support the Town Clerk, Marianne Staples and discontinue Business Reply Mail

and Committees be scheduled to report on current
projects. Greg Matoian and Doreen Boyd from the Board of Assessors are present. Mr. Matoian

collection. The field representatives are employees of Vision, who was retained to do the data
collection. There are four collectors and they are all registered with the Mansfield Police
Department. To date Mr. Matoian reported that 43%of the Town has been completed. The field.
representatives are mainly conducting measurements externally with no real measurements that
need to be done internally, but access to the property is important. Mr. Matoian noted the field
representatives are re-measuring to ensure they are correct and then altering them if they are not.
Mr. Matoian stated that new growth in single family residences is $1.6 million which generates
$24,700 in new taxes and that statistics will be submitted to the Department of Revenue. Upon
approval of that,Mr.Matoian rioted the Town will then seek preliminary certification and hold for
10 days for public disclosure. The final process is to submit for new growth, which typically
happens in November.
Mr. Kozlowski asked if the Board was in need of assistance from any other departments or the
Board to which Mr.Matoian replied no.
Mr.Matoian mainly wanted to report on the data collection process and to ensure that residents are
aware.

Chairman Aptowitz noted that the Board has discussed BYOB Regulations over the past few
meetings and tonight's meeting is to hear any comments from the public regarding those
regulations, which he noted has been posted on the Town's website.
There were no comments from the public.
Chairman Aptowitz would like to discuss finalizing the regulations and voting. The Chairman
noted that Nick Riccio is acting Town Manager at tonight's meeting. Mr. Riccio felt that the
regulations were well thought out with appropriate safeguards in place.
Mr. Kozlowski asked that the proposed BYOB Regulations be amended in paragraph 12 to allow
the Board the ability to suspend the license in the event of a violation.
Motion: To amend paragraph 12 to include suspension as a possible sanction
(Kozlowski/Annino)PASSES 3:0
Mr.Kozlowski also asked the.Board to consider allowing for the use of outdoor space in paragraph
1. It is Mr.Kozlowski's feeling that a restaurant is a restaurant and some do have outdoor seating.
Motion: To amend paragraph 1 by removing "which shall not include any outdoor space"
(Kozlowski/Annino)
Discussion: Mr. Annino felt that this would be a discussion/vote for a full Board. Chairman
Aptowitz noted that the Board can adopt the regulations and then amend them and agreed with Mr.
Annino that a full Board should vote on this issue. After discussing whether to vote tonight or wait
for a full Board, Chairman Aptowitz stated that it would be Mr. Kozlowski's call as both he and
Mr.Annino were against the motion. Mr.Kozlowski asked for a vote at this evening's meeting.
Motion: To amend paragraph 1 by removing "which shall not include any outdoor, space"

Mr. Riccio noted that with on premises alcohol licenses there are safeguards in place such as
fencing. Chairman Aptowitz noted that the Board is very stringent with outdoor areas in terms of
regularly licensed establishments.
Chairman Aptowitz noted that the Board voting on the BYOB Regulations does not mean that the
Board is in support of BYOB. He went on the record stating that he is against BYOB but that the
Board is charged with making the regulations as voted at Town Meeting.
Mr. Kozlowski was glad that the Board has come up with the regulations and that they sync what was presented at Town Meeting. Mr. r ync up
g Annino noted that Town Meeting directed the
Board to create the regulations.
•
Motion: To adopt the BYOB Regulations as amended at tonight's meeting (Kozlowski/Annino)
Discussion:
Mr. Annino again asked if this vote should wait until there is a full Board and noted Mr.
Kozlowski's failed motion regarding Paragraph 1. Mr.Kozlowski was fine with that and stated the
Board could move forward. Mr.Annino would rather hold the vote for a full Board but deferred to
the members present.
Motion: To adopt the BYOB Regulations as amended at tonight's meeting (Kozlowski/Annino)

Mr. Riccio reported that the Town Manager's office has created an Event Application, due to an
influx of applications and the complexity of events with signs, banners and activities. The
application will be posted on the Town's website and mailed to previous groups who have applied.
Chairman Aptowitz noted that most of the groups are volunteers and judgment will be needed as to
timing/deadlines. Mr. Annino asked that the application be tied to banners to which Ms. Whalen
noted that there is a section regarding banners and signs. Mr. Annino also noted he would like to
see the banner scheduled posted as well. Chairman Aptowitz liked the organization and
streamlined process. Mr. Ricci° noted it is meant to aid the user and give good direction. Mr.
Annino would like the verbiage for banners to change in regards to timing and also to center
Mansfield across the top page.
Mr.Riccio wanted to call the Board's attention to a memo to Chief of Police Ron Sellon and Town
Manager William Ross in regards to Medical Marijuana Dispensaries from Shaun Burke,Director
of Planning and Development. Mr. Riccio summarized Phase I of the process as up to 35
non-profit dispensaries statewide, with no more than five per county. At this point applicants are
only required to disclose the county in which they plan to operate a dispensary. He noted there
were 11 applications for dispensaries in Bristol County—two were denied and eight were invited
to Phase II. There will be another meeting on October 10 with the Department of Public Health in
Somerville. Mr.Annino asked what the zoning classification would be to which Mr.Riccio noted
it would be a Business Use Group and licensed by Public Health.
Mr. Riccio wanted to make the Board aware of another memo from Shaun Burke regarding the
train station area ranking as High Scoring Primary Development Area by SRPEDD,in connection
with the SouthCoast Rail Project, which should make the Town's grant applications, for
infrastructure programs like MassWorks more competitive. Mr.Burke noted in his memo that the
Cabot Area did not have such high ratings. Mr. Ross has asked that Shaun Burke attend the
SRPEDD meeting at Dartmouth Town H all on the 26th.
