Discussion;
Selectman McCue confirmed that all candidates for appointment are aware of the two-year
timeframe allowed to complete certification required for Assessors.
r
Selectman Dolan made candidates aware that newly appointed Assessors would be expected to
defend property values set by a prior board. Property tax rates for next year will be re-
established by the newly appointed members.
Board of Assessors member Jerome Spezio attended the Board of Selectman meeting and
reported that there are no Assessors training courses scheduled at this time. Mr. Spezio
continues to learn about related procedures by reviewing information in the Assessors office and
would continue to do so until such time that a certification-training course is offered.
Motion: To appoint Ann Margaret Baldwin to fill a one-year unexpired term to replace Michael
Eagan effective immediately.
(Achille/Dolan) 3-2 Fails
Selectman Dolan expressed concern that if the Board appoints two new applicants to the Board
of Assessors at this time, the result would be a full Board with no one certified to hear property
abatement hearings.
As two temporary members of Board of Assessors are certified to hear pending abatements, Mr.
Dolan suggested an option to consider stagger new appointments to allow time for interested
candidates to complete their certification prior to being appointed.
~
Motion: To appoint Ann Margaret Baldwin to fill a one-year unexpired term to commence May
1,2005. (Dolan/MacCaffrie) Discussion; McCue questioned the Board's ability to delay the
start date of a Board term. Other Board vacancies in the past have been filled through-out the
year, so this does not appear to be an issue. 3-2 Fails
