Co'ofrfHilloiFF ICE Minutes of Meeting - S'ePli,.brr u... 2000 "If 3: 25 Carol Matthew, Jaek ental Planner S (' r 1. New England Environmental- Request for Determination Continued public hearing on the determination to set the wetland boundaries. Karo Frost, from New England Environmental reviewed the site walk on which two Commissioners were present. The three resource areas were inspected; two bvw areas near Route 140; and an isolated area behind the stone wall on the adjacent property, right on the Clemmey property line. The flagging was found to be satisfactory. A question was raised as to whether the isolated area was in fact connected to the bvw's with a pipe forming the connection. D. Lewis suggests conditioning the Determination by saying that the flagging around the isolated area is okay but no determination on whether it is isolated or bordering is being made. Ms. Frost says that the RDA was fIled to establish boundaries for all of the resource areas for planning purposes. Jack Mette, Appledore Engineering, says that Dunn & McKenzie performed field checks for any connection to the isolated area and found none. Bill O'Connell, attorney for Royal Oak Trust, abutter, says that he is present to protect his clients interest. Indicates that he is addressing zoning issues on this proposed project with the Planning Board and the Building Inspector. Motion [Boyden/smith] to close the hearing; voted 6-0. Admits to over reacting to the conditions he saw at Plymouth St. during a recent site visit. D. Lewis says that he walked the project site with Mike Ahern the previous week and found everything in pretty good shape. There are some areas where the work is next to the wetland boundary, but that is where a drainage area are to be installed and the work is per the approved plan. 4. Notiee onntent hearing - Reservoir Plaee, LLC, South Main St. D. Lewis explained that he had met with the project proponent that afternoon, along with David Foulis from DEP, and Jennifer Carlino, Norton ConComm, to review in the field the issue of the extent of the river front area. It was pretty much agreed by all parties that the end of the river is approximately 550 feet downstream from the bridge on old South Main Street. The applicant has asked for a continuation until the last meeting in October to prepare revised plans. Motion [Bean/Smith] to continue to the hearing until Oct. 30th; voted 5-0-1 [Boyden out of the room]. 5. Notice of Intent hearing - Hutchi.... Discussion of letter from Attorney John Miehelmore Attorney Michelmore wrote the Commission asking for their support to have the Mansfield Bleachery building, in Foxboro, allowed t hook up to the Mansfield sewer system. The site is right on the Foxboro and Mansfield border. Foxboro Water and Sewer Commissioners have a moratorium on new hook-ups, so the goal is to get the Mansfield Sewer Commissioners to allow hooking up a building in Foxboro. There are environmental and economic reasons why it makes sense. Motion [Matthew/Boyden] to send a letter of support to the Mansfield Sewer Commissioners; voted 6-0-0. 7. Page 2 of3 r- r Conservation Commission minutes 9/11/00 page 3 8. Dmcussion ofViee-Chair B. Ottaviani raises the issue of voting for a vice chairman since he may soon be changing jobs which might on occasion interfere with him making night meetings. He also stresses the importance of the individual members attending the site walks and the Monday meetings. Motion [Matthew/Bean] to nominate Paul Boyden as vice-chairman. Voted 6- 0-0. 9.
