7:45 Bearing, Notice oUntent for Reservoir Place, LLC
Gerard Savard, Abbott Investments [Applicant], and Tom Houston and Chelsea
Hanbridge, CID Engineering. presented the project. Project site includes several
wetland resource areas [BVW, Bank, LUW, Riverfront, lOO-year flood zone].
The plans show compliance with 25-foot no disturb area adjacent to wetland
boundary. Access is off of Reservoir Rd. with a second access being proposed
off of old gravel roadway. The stormwater system is a closed infiltration with
discharge into a small retention basin that will be created as an amenity to the
project site. [*Diane Ready arrives]. C. Matthew states that the local by-law
allows the Commission the discretion to require a 50-foot no disturb zone.
Project engineer states that drywalls will be installed for roof and driveway run-
off. General question raised about lawn areas. T. Houston states that lawns
could be reduced in size, relocated, and removed if they are problematic. C.
Matthew asks about proposed work in the 200-foot Riverfront area. The
engineer states that the wetland boundary is pretty consistent with the edge of
water and the bank area. A question is raised if the Town of Norton was notified.
The project team will investigate this. A Site walk is scheduled for 7/29/00 at
8:00 am. Motion [Matthew/Smith] to continue the hearing until 8/14/00 at8:00
p.m.; Voted 6-0-0.

Discussion with Mike Acheron concerning the Route 106 Sewer Project.
A letter dated 7/10/00 from Penney Engineering regarding the necessary work
involved with the installation of the pump station near the highway garage.
Because of some contamination [coming from the fuel tank area at the rear of the
garage] found when work was starting on the installation of the pump station the
Town is seeking a modification to the Order of Conditions. The proposal is to
install several tanks that will be used to cleanse the ground water that is pumped
out of the newly installed wells. The clean water will then be discharged to an
area off of the roadway that leads to the Fish & Game Club. The discharge will
be positioned so that erosion is controlled. Motion [BeanlMatthew] to amend
the Order to allow this work to proceed. Voted 6-0-0

after the Order had been appealed to DEP. The Commission's original Order
