r 3. Public Hearing Continued - Plymouth Street Recreational Fields
Michael Trowbridge, Hutchins-Trowbridge Associates, has reduced the field and
parking sizes to avoid the 25-foot buffer zone; the crossings and detention basins still
encroach into the buffer zone.
Mrs. Matthew asked if a bridge would be better than filling at the crossing. Mr.
Trowbridge explained that could be done, but would be approximately 60 feet wide
and very expensive. The Engineering Department has designed the detention basin
for a lOO-year storm, with a replication area at the rear of the property.
John Sullivan, Town Engineer, explained the detention basins are one foot above
groundwater, and discharge off site to a low spot.
Mr. Boyden asked about past problems during rainstorms. Mike Ahern, Department
of Public Works, said there have been no problems during normal rain. Leonard
Flynn said the existing fields are always wet in the spring, and that problem should be
addressed now on the new fields.
r
Mr. Boyden asked about the percolation rate on the fields. Mr. Sullivan said the soil
is pervious, but the detention basins were designed conservatively so water will perc
through the basins. Mr. Ahern said the fields would be built with a one-foot crown
from the edge to the center.

Mr. Bean asked what kind of fertilizers would be used and suggested an organic
blend because of the fields' proximity to wetlands. Mr. Ahern explained they would
use a standard fertilizer, and that the fields are not in the water protection zone.
Mr. Ottaviani asked about drainage from the existing fields. Mr. Trowbridge
explained they would be tied into the same system.
Mr. Boyden asked when the debris on the site is scheduled to be removed. Mr. Ahern
said the material is being ground and should be removed within 10 days. Mr. Boyden
requested the stockpiling area be shown on the plan. He asked how much
developable land would be left after this project. Mr. Trowbridge said he did not
think there was any.
Mr. Flynn suggested trying to save the trees in areas not being used for fields, roads,
parking or drainage, along with trees over a certain caliper, when possible. Mr.
Sullivan suggested 12 inches, adding there aren't many large trees on the site. Mr.
Lewis said he would visit the site.
r
Mr. Lewis will draft an order, to include the following: the applicant will show the
material storage area on the plan; organic fertilizer will be used on the site; a
representative of the town and Mr. Lewis will walk to site to identify specific trees to
be saved in non-field areas; the limit of clearing will be flagged; signage identifying
the wetlands areas will be installed at the perimeter of the crossing.
Motion: To close the public hearing (Ready-Bean) All in favor. PASSES
Motion: To approve the Order of Conditions to include the conditions above
(Boyden-Ready) All in favor. PASSES
Mr. Bean suggested working with the schools to raise funds for new trees and signs in
conservation areas.

r
Mr. Lewis has spoken with Wayne Duffett, president ofTEC, the company in charge

plan. There is a DEP regulation that the application of herbicides for a Vegetation
Management Plan in the buffer zone shall not alter the wetland area.
