2. Public Hearing - Canoe River Drive - Notice of Intent
The chair read the public hearing notice for the construction of a cul-de-sac turnaround at the end
of Canoe River Drive, with grading and utility work within 1 00 feet of a wetland resource area.
Bob Babcock, Dunn-McKenzie Engineering, representing the applicant, presented the plan for one
house lot and the cul-de-sac with a 40-foot landscaped island. The plan has underground drainage
to drywells and overflow pipes to an existing drainage system. At its closest point, the lot will be
32 feet from a wetland and the house will be 50 feet. The Board of Health has not yet approved the
plan.
r
Mr. Babcock explained the nearest hay bale would be 22 feet from the wetland, but could be
moved. Mr. Lewis noted the original plan did not show the house, and the grading would have to
be moved to outside the 25 foot no build zone. He requested a revised plan showing this; Mr.
Babcock agreed.
Mr. Boyden asked why the lot is being developed at this time. Mr. Babcock explained the original
subdivision was approved in the late 19608 showing a temporary turnaround, but this lot was never
developed.
Mr. Babcock explained the dry well will be sized for the lOO-year storm; there will be two catch
basins lined with crushed stone, which were perc tested at two minutes or less.
Abutter Robert Galvanin said he thought the development of the lot would improve the
neighborhood, but was concerned about the existing high water table. Mr. Babcock explained the
drainage would be directed toward the woods) so the runoff would be redirected into the ground
and the basins would drain into the existing system. The system should shed water away from the
existing homes.
Motion: To close the public hearing (Boyden-Smith) All in favor. PASSES
3. Public Hearing - Plymouth Street Recreation Fields - Town of Mansfield
The chair read the public hearing notice for the construction of recreation fields, with a proposed
accessway that will alter 2800 square feet of bordering wetlands, with replication work and
clearing, grading and associated work within 100 feet of wetland resource areas.
Michael Trowbridge, Hutchins-Trowbridge Associates, explained there would be two fields with
r an access road and parking, with a request for the filling of bordering vegetative wetlands.
" Mrs. Ready arrived at this point.
1
Mr. Lewis has done a site walk and moved some of the flags. Mr. Trowbridge explained they
would be encroaching on the 25-tbot setback in several places, and said he understood there is no
r provision for a variance on that.
John D'Agostino, Town Manager, explained they could reduce the size ofthe fields, but that would
limit their being used as multi-purpose.
Mr. Boyden asked how the number of parking spaces was arrived at; Mr. Trowbridge said he used
what is being used on the other fields, and that the number has been through the Planning Board.
Mrs. Ready was concerned about expanding the existing fields, since they are muddy at the edges
now. Mr. D'Agostino said he was waiting for the drainage calculations on the whole plan and they
would consider that.
Mr. Boyden asked for Town Council opinion about the commission's discretion. Mrs. Matthew
said if the commission does have discretion, then its decision should be final, since this much
square footage of bordering vegetative wetland should be protected.
Mr. Ottaviani asked what the decrease would be. Mr. Trowbridge explained the width of the lower
field could be reduced by 50 feet. Mr. Boyden asked if the parking could be reduced in that case.
Leonard Flynn, representing abutter Natural Resources Trust:, asked that there be no clearing until
the plan is approved, that the abutters be shown on the plan, and that the elevations be detailed. He
said the town should have to go through the approval process like any developer, and that the 25
r foot butler should be protected.
Motion: To conduct a site walk on January 22, 2000 at 8:30 A.M and to continue the
public hearing to February 14,2000 at 7:45 P.M. (Boyden-Matthew)
Four in favor. Smith abstained.
4. Public Hearing - Memorial Park. and Pratt Street Fields - Town or Mansfield
The chair read the public hearing notice for the construction of a cart path and handicapped
accessway with a proposed wetland alteration of 1,650 square feet, with replication and other
associated work within 100 feet of wetland resource areas.
Several abutters said they had not been notified ofthe public hearing. Michael Trowbridge,
Hutchins-Trowbridge Associates, said the abutters from the certified Assessor's list had been
notified.
Mr. D'Agostino explained there would be a crossing from the tennis courts to the playing fields
within Memorial Park. Mr. Trowbridge said it would be at the rear of the tennis courts, where
there is an existing sidewalk. The plan is for a 10-foot wide, 300-foot long stonedust roadway for
handicapped access and maintenance of the fields. There will be pipes added to an existing ditch
with 1,650 square feet of replication.
Mrs. Ready asked if the path could be moved to be further away from the wetland. Mr. Lewis said
he has done a site walk and the proposed location is the best spot, but that it could be looked at.
f There would still have to be a crossing and more wetland would have to be cleared for the longer
path.
Motion: To conduct a site walk on January 22, 2000 at 8:00 A.M. and to continue
the public hearing to February 14,2000 at 8:00 P.M. (Boyden-Matthew) All in favor.

Mr. Lewis said the work has been done in the subdivision and everything seems to be in good
shape.
Motion: To approve the partial certificate of compliance (Matthew-Boyden) Four
in favor. Smith abstained.
2. Proposed Order of Conditions - Airport Commission
Mr. Lewis explained this would be tor the Vegetative Removal Plan, and the commission could
make it a five-year order so it runs concurrent with that plan. He added that one of the conditions
could be that the land be dry or frozen for work to be done, which would minimize erosion from
heavy equipment.
Motion: To approve the Order of Conditions (Ready-Matthew) All in favor.
