The board discussed when the intersection of West Street and Norfolk Street would be
signalized. Mr. Burke said he would contact MassHighway.
,--
[Dr. Torman left the meeting at this time.]
The board heard a presentation by Main Street Architects, Weymouth, for seven
residential units and a first-floor retail unit with 14 parking spaces. The curb cut on
North Main Street will be closed, and the West Cottage Street curb cut will be widened.
The first floor units will be handicapped accessible. The storm water will remain on site
beyond the five-year event.
There will be 175 vehicle trips per day with the retail use and 60 with the residential use.
Department Bead Comments
The clerk read comments from the Engineering Department, which included the
requirements for a digital as-built and 81 X plans.
Board COlnments
Mr. Dolan said he was concerned about non-residential parking in the rear parking area.
Mr. Jenkins said he was concerned about delivery trucks blocking North Main Street
during unloading.
,--.
Mr. Armstrong asked about the headhouse for the elevator. There will be a three-foot
,-- parapet and a five-foot elevator headhouse. Mr. Armstrong said he was concerned about
the mass of the building and about the headhouse being seen from the street.
Mr. Dolan asked about the dumpster. It will be inside a six-foot white vinyl stockade
fence.
Mr. DeMassi asked whether the sidewalk would be concrete or asphalt; it will be
concrete.
Mr. AMino suggested the awning be lit from above, since recessed lighting is less prone
to vandalism. The applicant should also show the means for covering the sidewalk on a
plan, along with a timeframe for construction. Sheeting and shoring should be shown on
the plan as well. A new concrete sidewalk should be poured to replace the existing
walkway. The applicant should consider flipping the handicapped parking space from its
proposed location to the other side of the parking lot, adjacent to West Church Street.
Curb stops should be shown for all parking spaces. Parking lot lighting, with
illumination values, should be shown on a plan. Mr. Annino recommended the applicant
increase the planter sizes from one to five gallons, and the tree sizes from six to eight
feet. A detail of the sawcut for the West Cottage Street entrance should be shown on the
plan, and the transformer/electric pad mount location should be shown. The applicant
should recess the fire protection OSY valve into the building.
,--
Mr. French asked ifthete would be enough room off the sidewalk within which to 'fit the
awning, window bum pouts and planters.
Motion: To send the building inspector a positive recommendation with the above
comments, as well as staff comments, addressed.
(AMino-Dolan) All in favor. PASSES
Mr. Michael Trowbridge and Mr. Michael Trowbridge, Jr., Hutchins-Trowbridge and
Son Associates, explained the conceptual plan for a development on 32 acres on behalf of
landowner William Boutas. The Boutas family has owned the property for many years.
Mr. Trowbridge is of the opinion the land constitutes one lot; his client would like to
request the board consider supporting a variance to create two lots with less than required
frontage off the end of Jennifer Drive, with the applicant donating the remaining 30 acres
of land to the Town ofMansfieldlConservation Commission.
Ed Tartufo, representing the Canoe River Aquifer Advisory Committee, spoke in support
of the proposal, saying one of the goals of the committee for the past several years has
been to create a green beh along the waterways within the Canoe River ACEC.
Mr. Trowbridge said no wetland areas would be disturbed, but there would be work in the
buffer zone.
~
Motion: To send a positive recommendation to the Zoning Board of Appeals on the
,-- grant of the variance, at the time an application is submitted, with the benefit to the town
being to acquire fee ownership in the land adjacent to the Little Canoe River as it
provides a clear community-wide benefit.
(Annino-Dolan) Six in favor. Jenkins abstained. PASSES
