Her Company was founded in 1990 to implement "tri-reduction" programs. They currently manage 7 of the 13 MT As in Massachusetts and have formed a State-wide TMA Council called MassCommute. They manage the Commonwealth's jobs program. Ms. Frene presented an overview of the concerns they detail with and explained how they help employers and participating communities. They apply for grants, mix it with private funding, and fill a r gap in service by providing shuttles. They do not compete with public transit services, but provide ridematching, "guaranteed ride home" programs, vanpool formation assistance, transportation fairs, and assist employers with 250 or more employees with the Ridesharing Regulation. They often work with Planning Boards as development occurs. She noted it makes good business sense to support a local transportation management association and encouraged Mansfield to explore and consider the possibilities of participating in such a program. Chairman McCue asked Town Manager D'Agostino how this program fits into his thought process. Mr. D' Agostino noted there is a need for us to explore a way to get "reverse" commuters who go into Boston and Providence each day. With companies moving into this area, there is a greater need to service commuters who will take the train to Mansfield and get to the Industrial Park. There is also a need for transportation services for large 40B developments. Ms. Frene said they use busses or 14-passenger vans, depending on the demand. Town Manager D' Agostino noted businesses in the Industrial Park currently contract with private vendors to provide transportation to and from the Train Station. It is not wide-spread and this would provide a comprehensive program to service their needs. Selectman Achille asked if the program would require public funds. Ms. Frene said it would be privately funded but require the cooperation of the Town, particularly the Planning Board. The private companies contracting the service would pay for the .f program. Many current TMAs received seed money from the State back when the I Board of Selectmen Minutes of March 17, 2004 2 program was started. They are no longer providing seed money, but they do provide r other incentives, such as gas cards. Town Manager D' Agostino suggested that the review and endorsement of such a program would give the service credibility and encourage employers to utilize a service such as this to fill transportation needs and alleviate additional commuter traffic. This would act as a supplement to what OA TRA may be able to provide. Selectman Amoruso asked how programs such as this typically start-are they initiated by towns or businesses. Ms. Frene said they used to be started in that matter, but with public funds drying up they are now more typically initiated by them through contact with businesses or Chambers of Commerce. Town Manager D' Agostino suggested the Board may play a role in sponsoring a presentation such as that of her company to area businesses through the Tri-Town Chamber of Commerce. We could also partner them with OA TRA to enhance services. Town Manager D' Agostino: · Reported the Hatheway Patterson site preparation is on-going and the clean-up will continue for the next two months. A public meeting will need to be held on the remedial investigation findings. We cannot get on the Super-Fund funding list until r the extent of clean-up is determined following the site reuse process. I Motion: To appoint Roger Achille to the review board (Amoruso-MacCaffrie) 5-0 Passes Donna Harrington, who lives in the area, will also be serving on the committee. The Environmental Protection Agency (EP A) has indicated they look at this project as a model Brownfield site. There is a 30-day comment period that will follow the public hearing. The only thing that may slow down our project is the Spacht project in Norton which EP A is also currently working on. · Rails to Trails dedication ceremony is scheduled for May 15th at 10:00 a.m., walking from the Airport at 9:30 a.m. to the end of the trail. He asked for Board input as soon as possible so that arrangements can be finalized. He noted a recent survey of the residents of Norton that found they wish to have a multi-purpose trail. · We have received our 5% gross revenue check from Comcast in the amount $221,514.20. He explained how the amount is calculated. Total gross revenue is $4,445,310.39. Selectman Amoruso suggested it might be a good time to invite Cable Access in for an update. We've asked the Finance Committee in the past to work with Cable Access. r' Board of Selectmen Minutes of March 17,2004 3 r A 5-minute recess was called in an attempt to clear a strong odor of gas in the meeting room. Upon re-convening it was decided to quickly complete any necessary business and then adjourn. The Town Manager then continued his report. . We have received an annual compliance share request for 500 East Street for the gasoline situation at the Highway Garage. It has been increased from $1,900 to $3,000. The necessary report will be completed within this calendar year, which will eliminate the fee in the future. . Norwood and Mansfield have agreed to allow Norwood to use our old ladder truck for 90-120 days while their ladder truck is out for repair. It will require a vote from Mansfield and we will be working with Attorneys Mangiaratti and Lehane. The contract would require Norwood to be responsible for maintenance, repair and insurance. Selectman MacCaffrie asked ifwe could charge Norwood $1 plus the fee Attorney Mangiaratti is charging to do the contract. Town Manager D' Agostino stated there has been no discussion of a fee and viewed it more as an inter-municipal arrangement. He suggested we could tell them the Selectmen just want our expenses covered. A voted is needed because Attorney Lehane, who represents Norwood, also does work for Mansfield. He does not believe Attorney Lehane's involvement with Norwood would pose a substantial conflict of interest. Motion: To approve Attorney Mangiaratti working work Attorney Lehane as Norwood's counsel. (Achille-Amoruso) 5-0 Passes r Motion: To authorize Town Counsel Mangiaratti to draft a contract for review by the Board of Selectmen, noting they do not believe there is a conflict of interest with Attorney Lehane who represents Norwood and also does work for Mansfield. (Amoruso-MacCaffrie) 5-0 Passes Selectman McCarter: . Said he is concerned about this year's budget process, noting there doesn't seem to be as much communication as there has been in past years and Town Meeting will be coming up soon. Town Manager D 'Agostino reported we usually have had good discussions with the School Superintendent and those discussions have been absent this year. He suggested Selectmen set a meeting outside of the regular Wednesday meeting, perhaps sometime between March 2lh and 3Ft, with representatives from the Finance Committee, School Committee and Board of Selectmen participating. We also need to be prepared to present our own priorities and show our support [or them prior to the joint meeting. Try for end of week of 24 or beginning of 2St or 30th. We're now up to $8,700 in legal costs and Town Counsel Mangiaratti wants to start taking depositions. He suggested the path being taken is not the direction given based on the will of Board.
