Finance Committee
September 9,2004
Present:
Frank DelVecchio, Jack Goldberg, Charlene Lavin, Michael Sams, Jesse
Aptowitz,
Chainnan Gazzolo called the meeting to order at 7:20 p.m.
Mike Sams distributed copies of certain union contracts. Chainnan Gazzolo indicated we
would return to this topic later in the meeting.
Andy suggested that we develop our agenda for the FinCom presentation before the
board of Selectmen on September 22, 2004. The 1 st topic to be presented would be our
proposal to fonn an audit committee. An outline would be presented to the Selectmen
that indicates why such a committee is appropriate and our recommendation for
personnel to serve. FinCom recommendation was that each of the following
Boards/Committees would choose 1 person to serve. In addition, 2 alternates would be
identified to accommodate potential conflicts of interest/independence matters. The
identified boards/committees were: Fincom, Selectmen, School Committee, Planning
Committee and Municipal Building Committee. The alternates would be the Town
Moderator and a member from the Board of Assessors. Jack will finalize the written
proposal as soon as possible. If the Selectmen act favorable on this recommendation
then Town Counsel will need to be contacted to detennine the proper method to establish
this new Committee. The Fincom will follow up until the committee is fonned and
operational. The 2nd item relates to contracts. Fincom believes that the Selectmen and
Fincom should have the right to provide an acceptable range of salary and benefit
changes before they are agreed to contractually. This provides a mechanism to detennine
that obligations agreed to can be fulfilled by projected revenues. Next, all contracts
executed since the previous Town meeting should be summarized and reported to the
attendees at the next Town Meeting. Finally, the effected departments to all newly
executed contracts should provide a summary and quantify the effects of such contracts
to the Selectmen and Fincom within 60 days of their execution.
On a motion duly made and seconded, it was:
VOTED: to accept the recommendations set forth in the immediately preceding
paragraph and present them to the Selectmen (6-0)
Next, we discussed a unifonn fonnat that should be adopted to summarize the financial
aspects of our labor contracts. The fonnat that came from our discussion looks like the
following and includes applying these criteria to a new and a long-tenn employee as a
means to give effect for those with advanced steps:
Contract covering
New
Long-tenn
Base Salary
Overtime:
Scheduled
Unscheduled
Retirement pay

The discussion made it clear that more infonnation would be needed to complete this
analysis. Also, that Andy would contact John D and detennine ifPincom had copies of
all contracts in force.
Pincom members and contract assignments were as follows:
Jess Supervisory
Prank Public Safety
Mike Schools
Charlene DPW
Jim Light Dept.
