4. Site Plan Review - 572 West Street - Medco Tool
Attorney Ed Valanzola, representing Medco Automotive Supply, said his client has
purchased the property at 572 West Street. Medco is proposing to construct a 35,000
square foot building with about 2,900 square feet of office space. The primary times of
use will be Monday through Friday, from 8 am to 5 pm, with an average of 12 vehicle
trips per day. There will be no evening hours, but occasional Saturday hours. Mr.
Valanzola explained they have submitted additional information to the Engineering
Department, which has not yet had a chance to review the material. However, Mr. Field
has said he would support a positive recommendation provided his comments are
addressed prior to building permit. There is an outstanding issue about an eaSement with
Longgate LLC; the parties have an executed agreement delineating the easement area,
which Mr. Valanzola presented to the board. There is an existing sewer easement, with a
20-foot wide easement for electric, telephone and gas lines.
Dave Hickey, Green Environmental, explained the site improvements, which is currently
all grass and relatively flat. The site drains to a catch basin at the edge of the open field,
with some sheet flow running overland to the south. A 21E test has been done, resulting
in a positive geologic analysis, and falling head tests have been done with the
Engineering Department. Mr. Hickey said the design meets the town's regulations, with
a 50-foot front setback, 140-foot setback from the residential district to the east, a 25-foot
~ rear setback, and a 40-foot setback from the west property line.

Parking will be provided for 23 cars, which is Medco's maximum shift plus eight guest
spaces. Open space on the site is just under 60%. Utilities will be brought from West
Street. A drainage system is existing, with a 16-inch pipe at the northwest corner of the
property. There is an onsite detention basin with a shallow grass swale south of the
building, to handle the rooftop runoff. That runoff will flow overland and infiltrate back
into the ground to a detention basin off the southwest corner of the building, where it will
mix with pretreated runoff from the parking lot. Calculations have been done for the 2,
10 and 25 year storms, and have been sent to Mr. Field.
Jeff Prince, Dacon, explained the design for the storage building with a small office area
and loading area. The building will have flat metal panels and aluminum and glass
fenestrations. Colors will be neutral, with some horizontal stripes around the sides. They
will attempt to save the existing vegetation, which is mostly pine trees, and will add new
pines and high bush blueberries.
Mr. French asked if the site conforms to zoning. Mr. Valanzola said it does.
Department Bead Comments
The clerk read department head comments from:
Ptlm. Lawson regarding a stop sign and driveway and building lighting. Mr. Valan.zola
said the building would not have a retail component, and the revised plans show a stop
sign and an existing light on West Street, directly across the street from this site, as well
r as new lighting in the parking lot.
Regarding Mr. Burke's comments, Mr. Hickey explained the plans have been stamped by
a Registered Land Surveyor; test pits were done in the field; driveway offsets have been
added to the plan showing the closest driveway to the west is 100 feet and to the eaSt is
300 feet. The Petco driveway is 142 feet. The parking chart has been revised. Mr.
Prince explained there will be three egress doors rather than four for the storage area.
Mr. Hickey said the relocated catch basin will be moved closer to West Street and there
will be a grass swale at West Street. Two catch basins and a trench drain in the driveway
were sized for the 25-year storm. They have revised the clearance around building to
provide access to the west side of the building. Test pits 3 and 4 are off the shoulders of
the drainage areas, with followup tests were done in the swale and detention basin.
Curbing details have been added to the plan and show precast concrete curbing in the
parking areas and at the entrance, with a six inch bituminous curbing along the perimeter.
Light pole details have been added to plan, and information about the lighting have been
sent to Mr. Field. The photometrics plan shows the parking and loading area will be lit,
with an existing light across West Street. Mr. Hickey said no additional lighting will be
needed, and there will be no increase in lighting off the site. There will be no
freestanding sign on West Street.
Regarding Mr. Field's October 30, 2003 memo, Mr. Valanzola said the easement issue
has been addressed and agreed to with the abutter. Mr. Hickey explained the plans have
r'

been revised to address Mr. Field's other concerns, but Mr. Field has not had time to send
the board a memo on these revisions.
Mr. Hickey said the sight distance to the west is close to 500 feet. The bottom of the
detention basin has been raised, one foot of freeboard provided, and calculations have
been submitted.
Board Comment
Dr. Torman asked about the egress doors. Mr. Prince said there is a segregated storage
facility on that side of the building, requiring fire separation and separate exits. Mr.
Valanzola said there will be flammables stored, but no mixing will be done in the
building. He said they have met with the Fire Chief. Mr. Prince said there will be
blowout panels and emergency exhaust systems for this area, 50 feet from the property
line. The panels will vary in size and will not be visible because of the building's metal
construction.
Mr. Annino asked about the roof. Mr. Prince said there would be HV AC units visible
from the roof.
Mr. Annino asked ifthe wallpacks have cutoffs; Mr. Prince said they would. He said
there will be lights at each door, which will be on timers.
Mr. Annino said the dumpster area should be screened; Mr. Prince said they would screen
r-- the dumpster, suggesting arbor vitae on two sides. Mr. Annino said there may be a
security issue requiring a fence; Mr. Prince said he would provide a six-foot stockade
fence.
Mr. Annino asked if the roof would be flat; Mr. Prince said it would be, with drainage
going into the swale. Mr. Annino suggested rip rap at the pipe; Mr. Hickey said that is
shown on the plan.
Mr. Annino asked about trailer parking; Mr. Prince said they would not be parking there,
but they would provide parking pads for vehicles.
Mr. Annino asked about condensers; Mr. Prince said there will be a 4x6 pad, 3 ~ foot
high gas-fired emergency generator behind the berm on the West Street side.
Mr. Annino asked that the sight distance be shown on the final plan.
Mr. Burke said he had spoken with Mr. Field and Mr. Sullivan about the plan and the
supplemental information submitted; the engineers are satisfied with the changes but did
not send a memo. He said he had spoken with Mr. Field, who said the revisions appear to
be adequate and that he would support a positive recommendation provided his
comments are addressed prior to the issuance of any building permits.

Dr. Torman asked about the identification on the building for emergency response; Mr.
Valanzola said there would be a number sign and the name of the building visible from
the street.
Motion: To send the Building Inspector a positive recommendation based on the revised
plans and presentation, contingent upon the Town Engineer's comments being
completely addressed (Annino-Cook) All in favor. PASSES
4. Special Permit Public Hearing - 86 Pratt Street - Conversion of Two-Family to
Three-Family - Patrick Fahy
The clerk read a letter from the applicant's engineer to continue the public hearing to
December 17, 2003 at 8:00 p.rn.
Motion: To continue the public hearing to December 17,2003 at 8:00 p.rn.
(Torman-Cook) All in favor. PASSES
5. Around the Table
Mr. French asked if any members had any holiday issues with the pending business list.
There were no concerns.
Mr. Annino asked about the West Street 40B project; Mr. Burke explained the last ZBA
meeting was about traffic. The applicant has recently acquired additional land and
proposes a second means of access, which will require an additional wetland crossing.
r However, he said that would be a better location for safety reasons. He said there are
issues about how much of this proposed project should be approved, if the proposed
number of units would increase the town's number of affordable units to over 10%.
Mr. Burke said he had spoken with Dr. Mullin about conducting a fiscal impact study and
providing the town with updatable software for future use. The Finance Committee and
Board of Selectmen have asked for additional information before beginning this study.
Mr. Annino asked if Mr. Burke had been contacted by the School Street developer. Mr.
Burke said he had not been, but the MEP A letter had been received, with a requirement
for an expanded traffic study.
Mr. Burke said he has been contacted by an engineer regarding the restaurant at Erin's
Centre, which will have to return to the board for a site plan review.
Mr. Burke said he had received a request from Mr. Clemmey to discuss proposed zoning
changes with the board.
