Christo feels schools delaying using their reserves.
Schools have more wiggle room with money than the Town of Mansfield
Committee discusses in length certain aspects of the budget.
Liz Christo says we need to understand the rules of the schools. Liz says schools use more free cash.
Schoonveld says a larger plug favors the schools and a smaller plug favors the Town. He would like to put
the plug in to stabilization.
Scott Feely feels we really need to put together policies.
Steve Schoonveld says Bill Ross is happy with the S&P rating

Finance Committee Meeting April 4,2013
-Walter Wilk thinks the presentation to the Board of Selectmen could be used partially at town meeting.
Steve Schoonveld suggests we show graphs and bullet points. The Finance Committee should present first
rand a paint picture for schools and town. Finance Committee feels strategic plan should be handed out at
ne door to the residents.
Three points to cover at Town Meeting are:
1. Budget process
2. Five year plan-understand that the future is a funnel. We want them to support our budget and
support our zoning.
3. Revenue issues
Scott Feely feels we really need to buckle down and make policies.
Walter Wilk says bottom line expenses are higher than revenue. Walter also thinks Bill Ross and Brenda
Hodges have worked hard on the budget. They have been very upfront. Everyone used flat FTE's.
Liz Christo feels they need more confidence on the process.
As a finance committee we adhere to one principle, where there is revenue we need to optimize.
Talk about deliberation in length.
• Steve we want town to know what the budget process is; free cash use; what is the purpose of the
five year plan and what the challenges will be in the future?
• Scott written policies and procedure
• One budget; one town; one team theme of meeting
• I trusted the process
• Bullet points.
School Budget hearing at 7pm April 23rd. Finance Committee will attend.
