Planning magazine Mr. McShane and Mr. Frank arrived at 8:00 r\ Before joining the Board of Selectmen, the Planning Board decided it would suggest the Selectmen, as the licensing authority, have someone inspect the lots prior to renewing licenses. See Februa 21,2001 Board of Selectmen minutes for details of this .oint discussion r Mr. Maloon explained this is remaining 34 acres at the back of the Green Acres subdivision, with frontage on Green Acres Drive. The owner would like to get two additional lots and give the remaining land, 29-30 acres adjacent to the Little Canoe River, to the town. Mr. Maloon explained there would be a wetland crossing for the shared driveway, which would be approximately 650 feet long, and showed the original wetland compensation area on the sketch plan. The clerk read a memo from Mr. Burke supporting the idea because it would help to accomplish the Master Plan goal of establishing a greenbelt adjacent to rivers. ,. - r \ Mr. McShane said he did not think the grant of a special permit caSe would be beneficial to the town, since without it, the owner couldn't do anything other than build a single house. Mr. Frank said it would be a way for the town to acquire land along the river, and without the special permit, the owner could build the one house and the town would get nothing. In addition, he said neither the number of outbuildings nor the amount of clear cutting could be regulated. Mr. McShane said the owner would not be allowed to cut within 200 feet of the river. Mr. McShane noted the grant of a special permit and the acquisition of open space in an adjacent development, Fram Estates, was a good decision because clustering was a way to keep the houses away from the river; however, the land near the river here is unbuildable. Mr. Maloon said he could not construct a traditional subdivision on this site because of the wetlands, and due to its route around the wetlands, the road would be too long. Mr. Dolan said he thought gaining control over that much land would make it worth having two houses built, and was concerned about the possibility of an agricultural use on the site. Dr. Torman said the owner had not started an agricultural use there yet, so was unlikely to at this point. He added it would cost more to educate the children in two new houses than the town would make in tax revenue. (' Mr. McShane said he did not think the town or the NR T would spend money on this land, since nothing can be done with it anyway. He said the fact that a traditional subdivision cannot work on the site does not mean the applicant has the right to a residential compound special permit, adding he would like to see a map showing this land would help to fill in holes in the greenbelt around the Canoe River. Mr. Cook suggested Mr. Maloon use an assessor's ma to show the other 0 en s ace arcels alon the river. Mr. McShane said he has been approached by some residents saying they do not want landscaped cul-de-sac islands at all, and by others who would prefer the islands simply be grassed rather than landscaped. The issue will be added to the board's work list. The board discussed the two special permits approved at the February 7, 2001 meeting, including a memo from Mr. Lewis indicating the river may have been incorrectly drawn on the Castle Hill plan. Motion: To sign the Great Woods Office Park decision (Torman-Cook) Five in favor. McShane opposed.
