Wireless Communication By-Law Amendment
:rvIr. Burke explained the following sentence was removed from 3.6.7.2.2 at the direction
of the Attorney General's office in a letter dated August 2,2001 because the amendment
included a date. To be re-inserted, it must be revoted at Town Meeting.
r
"In Residential Districts, Interior Mounted Wireless Communication Facilities may be
allowed by special permit within existing non-residential structures, including, but not
limited to, steeples, bell towers, cupolas, and spires of non-residential buildings or
structures [existing before May 1, 2001]."
The Attorney General's office objected to the date, and rather than removing the date, the
entire sentence was removed. :rvIr. Cook was concerned that without the date, someone
could build something specifically for the construction of an antenna. :rvIr. Burke
explained the antenna would have to be concealed.
:rvIr. Burke said since the board has no other articles on the warrant, it may want to wait
until another Town Meeting, because the Annual Town Meeting is likely to be very busy
with the charter changes. He said this isn't urgent and could wait until the fall.
Consensus of the board was to hold off until the fall Town Meeting, when it may have
other business.
The meeting scheduled for February 20 falls during school vacation. :rvIr. Burke asked if
the board would like to reschedule it. Consensus was to leave it, but if nothing new
comes in, cancel the meeting.
r
Dr. Torman asked whether the storage of trailers on South lVIain Street is allowed. Mr.
Burke explained it is not, and he has sent a letter to the Building Inspector regarding that
issue. Trailer storage is not allowed in the 11 zone, although they are being stored on
West Street; that is a use that had been conducted prior to the zoning change in 1989. If
the trailers had tractors attached, this use would fall under the commercial parking license
on the site, but since there are only tractors, it is storage, not parking.
Motion: To send the Building Inspector a letter drawing his attention to this situation
(Torman-Dolan) All in favor. PASSES
