D' Agostino Board of Selectmen Minutes of October 22, 2002 Special Town Meeting OCT 3 I 8:52 ( The meeting, posted for 6:00 p.m., convened at 6:20 p.m. at the Qualters Middle School Cafeteria. Town Manager D' Agostino noted Article 1 increases lot sizes for residential development in those zones. Selectman MacCaffrie asked why R-3 was picked the last time they changed the zoning and not R-l. Discussion ensued as to the purpose of the amendment. The intent is to prevent another 200 units of housing. Selectman MacCaffrie noted he has a problem with the letter from the Department of Education, stating bleachers are not site work. He spoke to School Superintendent Moretti regarding the matter, who said the agreement to additional costs gives the Town flexibility in covering additional items. Mr. Moretti stated to him the bleachers and site work will be covered in the reimbursement money. He also reported Mr. Moretti's belief that Little League is prepared to work with us and the work will get done. It was pointed out that to qualify for SBAB funding, work must be completed by the end of the 2003 r budget. There is a possibility of some other revenue streams, and Little League is prepared to work with the School Department to get the work done. The matter of Articles 1 and 13 were opened for further discussion. Town Manager D' Agostino noted Article 1 is to increase the lot size, but grandfathers the sites that are up there already. Article 13 is the bleacher seating. Selectman McCarter noted he's in favor of both Article 1 and 13. Mr. D' Agostino noted Karl Clemmey and Mr. Wolf are against the change in zoning because they want to put houses up there. The area is all 60,000 square foot house lots. Article 13 - the discussion revolved around the letter form the State and the meaning of "site" work, with the consensus being that site refers to the property and not the work. It is a CIP article, which the Selectmen generally vote on. Meeting officially called to order at 6:35 p.m. Article 1 - Zoning By-law Amendment: Selectman Amoruso stated we should support. Selectman MacCaffrie noted the Master Plan decided to make it R-3 and said he believes it's a potshot at somebody. Selectman Amoruso pointed out there has been a meeting at r which Mr. Wolf said he is opposed to it, after saying he wanted to put a factory there and Minutes of Selectmen's Meeting Prior to Special Town Meeting of October 22,2002 1 (' now wants to put in residential housing. He noted the Selectmen shouldn't look at the personalities involved when considering the matter. The zoning change makes it consistent with the rest of the town, stating it needs to be all of one or all of the other. Town Manager D' Agostino said they want to close a loophole because of Mr. Wolf's proposal. Selectman Amoruso pointed out Mr. Wolf earlier convinced Town Meeting to leave it that way because he wanted to put a factory in. Selectman McCarter said he prefers to wait for a presentation from the Planning Board. For the purpose of uniformity he would support it, but would like to hear the Planning Board's position. It was amended to mitigate the need for a Special Permit. Selectman McCue said he believes they were trying to decrease density. r Article 13 - $128,000 Selectman MacCaffrie stated his belief that they can't do what is being proposed. He said they'll add another $100,000, but we need $128,000. Selectman McCarter said the need is there whether it's reimbursable or not. Selectman Amoruso stated it would result in less money to spend on other things because it will come right off the tax base. Selectman McCarter stated the field will get ruined without the bleachers and we should protect our investment in it. Selectman MacCaffrie said it wouldn't if they just use it as a practice field as was intended. Selectman Donovan said we're saving money by using it instead of wrecking the other fields. He pointed out $42,000 was raised by the golf tournament. Selectman MacCaffrie said he would support it with the balance of the money coming from sources other than the town budget. Selectman McCarter pointed out the necessity of protecting the field with the $1 million invested there and said it's not practical to just use it as a practice field. Selectman Amoruso said he doesn't understand why anyone is being allowed to set up on the track. Selectman MacCaffrie suggested it's because the School Department and their people don't care. Selectman McCarter said they should adopt some rules for the use of those fields and there should be more care by those in charge of it. He stated there needs to be some control over it. Selectman McCue pointed out reimbursement remains the question, noting Ms. Lynch indicates she'd be agreeable to "reasonable" increases. He asked what is reasonable. Selectman MacCaffrie noted bleachers are not site work. Selectman Amoruso stated that depends on if it's site work or work on the site. Selectman MacCaffrie said he believes it's out of the scope. The total replacement of the track, moving of the water line, and some additional costs (not lighting) she will approve up to $1,050,000, but they've already used up the money and in 1995 the town voted $46,000 for East Street fields. In May of 2000 they voted $50,000; in October at the Special they added $90,000 in that $950,000. To date they spent $942,000 on the football field alone, leaving an insufficient amount for the East Street Little League fields. They won't be done by the end of '03 and we'll be losing $35,000. It was generally agreed people should be kept off the track. Selectman MacCaffrie said he would support the article if they figure a way to do the electrical, paving, and press box themselves. He state he thought the idea was to put a fence in front of the bleachers so people couldn't get to the fields. He also questioned where all the paving is going. r Town Manager D' Agostino said it's on the hill area that is contaminated. Minutes of Selectmen's Meeting Prior to Special Town Meeting of October 22,2002 2 ( Motion: To support Article 13 (Donovan and McCarter in favor; Amoruso, McCue and MacCaffrie opposed) Fails Selectman MacCaffrie said he would support it at $70,000. Article 1 - Motion: To support (McCue-Amoruso) 3-1-1 (MacCaffrie opposed; McCarter abstained pending Planning Board presentation.
