He is president of Mansfield Youth Basketball Association and has been a resident for nineteen years. Mr. Mahoney said he would like to help move the program forward and expand it beyond the pool and skateboard park to possibly include a computer center, performing arts, and other programs. He believes cross-committee communication with other groups working to develop youth and community opportunities would be beneficial. Motion: To appoint Rick Mahoney to serve on the Ad Hoc YMCA Strategic Planning Committee (MacCaffrie-McCarter) 5-0 Passes Mansfield businessmen William Sarro and his son Bill, John Dunn; Antwan Harris, defensive back for the New England Patriots football team; and Ed Bourget, with a large contingent of residents from the Village at Willow Crossings, were present to talk about their plan to provide Mansfield with a fully-equipped state-of-the-art ambulance. William Sarro introduced Mr. Harris as a personal family friend who had asked what he could do for the Town of Mansfield. He's agreed, with the sanctioning of the National Football League, to make the ambulance his charity project. Due to the interest of other town leaders and residents, they've decided to join forces with the people of the Village at Willow Crossings. Mr. Harris will take care of the r charity benefit and Mr. Sarro asked that the gift account be established. Board of Selectmen Minutes of November 20, 2002 4 r Motion: To establish the Town of Mansfield Advanced Life Support Ambulance Gift Account in accordance with M.G.L. 53(A) to purchase and equip an ambulance for the Town which includes Advanced Life Support equipment for the sole use of the Mansfield Fire Department. It will be further understood that should these funds be used in future years to purchase additional Advanced Life Support Ambulances, such funds may be transferred to a Trust Account if established in the future. The Board of Selectmen authorizes additional funds to be deposited into the account in the future, sufficient to purchase an Advanced Life Support Ambulance. (MacCaffrie-Amoruso) 5-0 Passes A challenge was issued to business owners in Mansfield to make out a check and send it to P.O. Box 34 or the Town of Mansfield. Checks must be made payable to Town of Mansfield Advanced Life Support Ambulance Gift Account. He also announced that on December 9th a charity benefit dinner will be held at Fresh Catch with a silent and live auction conducted during the evening. There will be memorabilia from the Patriots, Celtics and Bruins and they hope to raise $50,000 to $60,000 that night. They hope to deliver an ambulance in six months. Tickets for the dinner are $500 per plate. Mr. Harris thanked Mansfield for having him here and also thanked Henry Thomas, r the Sarro's best friend who introduced them. He noted he goes to their store often. Pops' (Willie Sarro) experience due to his heart problem, in which he credited the Mansfield paramedics and ambulance for his being alive today, inspired him to take on this project. His teammates will be autographing items to be auctioned. He challenged every household to send $1 or $5 to be able to give the Town a new ambulance. Selectman MacCaffrie thanked him personally on his efforts for getting the NFL to sanction this event. Selectmen Donovan noted every second counts and the paramedics and Fire Department will be very grateful. He wants to make sure that "Pops" and anyone else in Mansfield needing an ambulance will have one at their house when it's needed. Selectman McCarter noted "Pops" once sat on this Board and recently made an impassioned plea for more paramedics and we were able to provide them. Selectman Amoruso thanked Mr. Harris and the residents of the Village at Willow Crossings, noting the partnership is a perfect example of groups working together for a common goal. He encouraged people in town to accept the challenge of contributing whatever amount they are able to this effort. Selectman McCue remarked on the competition to get professional athletes participation in charitable endeavors. He also commended the efforts of the residents of the Village at Willow Crossings. Emmadel Ramsey, Village at Willow Crossings and dubbed their "honorary mayor" r reported asking if anyone had ideas on how they could be a part of the town. The Board of Selectmen Minutes of November 20, 2002 5 r idea of the ambulance fund developed because Ed Bourget knew the Town would be needing an ambulance. She said they are an excited and hardworking group, raising $2,050 recently at a yard sale as a start for the fund. Ed Bourget, Village at Willow Crossings, thanked Antwan Harris, noting his participation gave them the surge to get going. He pointed out the key role being played by Billie Sarro and announced that Willie Sarro is now on their Board of Directors. He presented a check to the Town in the amount of $11,303.63. He noted what a phenomenal town Mansfield is, speaking of the wonderful spirit of volunteerism, and commended all the community groups and volunteers, the Downtown merchants, and Citizens Scholarship Fund. He noted they want this to be an on-going fund so there will always be a new ambulance when we need one, stating we have the best trained paramedics and best equipment of any town around. He asked that people give wisely and said they would like to continue the traditions of Mansfield in its spirit of volunteerism. Mr. Donovan spoke of the heroism award presented this week to two Mansfield youngsters who'd called for the ambulance during medical emergencies experienced by their mother. Mr. Bourget acknowledged Town Manager John D'Agostino's involvement in suggesting the new ambulance project. He then introduced John Dunn, another former Mansfield Selectman and a r Mansfield business owner, who told the story of Emma and Joe Gonsalves. He and Ken Parsons went to speak to Joe and Emma Gonsalves after speaking with former Fire Chief Ed Sliney. Joe sat down with his children and told them what he wanted to do. Joe met with Ed and told him he would write a check for the ambulance. The cost ended up being $109,000 and the Gonsalves presented it. They wanted to recognize him for this deed, but he instead wanted to quietly give them the check. He held the Gonsalve family up as an example for making the first paramedic possible. He noted Mansfield is like a family and said we all care about each others needs and support them. They first determined there is a need and recalled Will Sarro who said he would not be alive today if it weren't for the paramedics in the Mansfield Fire Department. Mr. Dunn thanked them all for their efforts. The estimate for the new ambulance is $150,000 and they wondered how they would ever accomplish their goal. Mr. D'Agostino told him of Will Sarro's involvement with Antwan Harris and the National Football League and the combined effort grew out of that. He commended them and said their involvement and the involvement of the Village at Willow Crossings will make the goal a reality. Willie Sarro presented a check for $1,500 and said there would be another check coming. r Board of Selectmen Minutes of November 20, 2002 6 r Ed Bourget thanked everyone for their help and introduced Bill Gerber to give a progress report. He noted the funds received thus far have come in without solicitation. Mr. Gerber recognized Elizabeth Solly, James Wheeler, Emmadel Ramsey, Frances Pilkington, whose donation was in memory of late husband, Lester W. Pilkington, Peter J. Sangermano, Jr., Ken Rush, and countless people who worked all day at their yard sale. He asked people to turn to Channel 9 and watch Rescue Me, noting Will Sarro also donated $500 to the Animal Shelter to help them. Mr. D'Agostino said this endeavor is dear to his heart. He was challenged about four months ago by the group at the Village at Willow Crossings asking why the town can't provide an ambulance by itself. He explained the budget constraints and they then combined their efforts with those Willie Sarro's group to make it possible. Selectman McCue noted this has been the most encouraging, inspirational presentation he has experienced as a Selectman. r DPW Director Lee Azinheira and Town Accountant Bea Kearney were present to discuss options for future wastewater budgets. He suggested establishing an enterprise account, stating he anticipates in the near future that substantial capital improvements will be necessary and noting an enterprise account will make it easier to plan ahead for these expenses. Selectman McCue asked if rates will become stable, with th. exception of cost of living increases. He noted the benefits of creating a discernt:tble surplus funded by the users of the system to establish stability. Mr. Azinheira said we have surpluses if we have a good year, but we cannot predict how much water people are going to use. In the future when we have a bad year we would have to go to general funds to subsidize it if we start with no cushion. Selectman McCarter reminded him that when the Water Enterprise Account was establish we did not calculate the amount of debt we were carrying and the rates had to be adjusted The dramatic change would come when we bond capital projects. The Water Enterprise now has a proven track record of remaining in the black and Mr. Azinheira suggested it is time to establish the wastewater enterprise account if it is the will of the Board. Approximately 40 percent of the town is sewered. Selectman McCue pointed out the short and long term effects and noted the need to make ratepayers aware of them. Mr. D'Agostino noted GASB34 w/ÏI dictate that we account for these funds as if it is an enterprise account. Selectman McCarter suggested this is more fair r Board of Selectmen Minutes of November 20, 2002 7 r because not everyone has sewer availability and it would not be subsidized from the general fund Selectman Amoruso said he doesn't believe the Water Enterprise Account has gone well and he does not support going to a Sewer Enterprise Account. He suggested that expenditures made under enterprise accounts are not given the same level of scrutiny as they are from the General Fund Town Manager D'Agostino noted cash flow is adversely affected because we do not bill taxes quarterly. Selectman Amoruso suggested the problem was we did not have the discipline necessary to set aside money for capital expenditures and instead borrowed for them, with the result that when the Water Enterprise Account was established it was burdened by the amount of debt being carried. He does not believe the general fund is subsidizing users of sewer because the whole town benefits from recharge. Selectman McCue noted enterprise accounts isolate the cost to individual households and makes it easy to lose sight of the fact that it has a cumulative effect on the financial burden of households. Selectman McCarter said costs are supported by the rate one way or another-if not by the utility rate, than by the general tax rate. r Town Manager D'Agostino recalled that when we first started looking at water enterprise accounts, the borrowing was incorporated on a gradual basis. Mr. Azinheira suggested there was a substantial rate increase because there was a large drop in water usage that caused us to increase the rate to generate the necessary revenue. Selectman Amoruso asked for additional information on all the rates to determine what the actual cost is. Mr. Azinheira stated that if we're going to fund it by the rates, the rates are lower, but if we don't have surpluses, rates have to be increased Selectman Amoruso said he would not want to see an enterprise fund established unless there was a surplus that could be put into it to establish funds for capital expenses. Selectman McCarter said one of the best aspects of an enterprise account is money should be there when we need it to make improvements. It was noted that infrastructure is often ignored because it's in the ground and nobody sees it. Ms. Kearney saic/ it makes sense to put the money aside, but unless we set aside money we won't have money to c/o the capital improvements. It was determined that more information is needed before any decision is made to move toward a Sewer Enterprise Account. .r--- Board of Selectmen Minutes of November 20, 2002 8 r The notice of public hearing as it appeared in The Sun-Chronicle on November 6, 2002 was read into the record. Motion: To open the public hearing at 9:00 p.m. and postpone it until the conclusion of the enterprise account discussion. (McCue-Amoruso) 5-0 Passes The hearing re-convened at 9:23 p.m. Town Manager D'Agostino reported the hearing is being held because of the number of machines. Mr. Gazzolo, owner of Player's Choice, noted there are no changes from previous years. Motion: To close the public hearing at 9:27 p.m. (MacCaffrie-McCue) 5-0 Passes Motion: To approve the automatic amusement device license for eight devices and the Public Entertainment on Sunday license for Player's Choice pending r determination and payment of the appropriate fee. (McCue-Amoruso) 5-0 Passes DPW Director Azinheira requested approval for the water connection for Shaw's Supermarket at Erin Centre. He noted this is Phase I and the overall project will be considered in phases as other applicants begin their work within the project. Motion: To allow the water connection for Shaw's (MacCaffrie-McCue) 5-0 Passes DPW Director Azinheira noted the need for a formal review process similar to the site plan review process when utilities are being expanded. A fee schedule and fine structure have been established as part of the application process. By putting this in place we would be better able to determine changes needed for the by-law for Annual Town Meeting. The process would be required for all utilities. This process (' is to make sure that when a utility goes into the ground that we look at it Board of Selectmen Minutes of November 20, 2002 9 r comprehensively. Requests for above ground work (on the poles) goes to Jack Beliveau, Light Department Director, for his review. Selectman MacCaffrie noted there is nothing in the policy to indicate the need for Conservation Commission review in the process. Mr. Azinheira said Planning Board would include that in their review. Selectman MacCaffrie questioned why the Electric Department is not exempt from the fees while the DPW is. Mr. Azinheira noted Highway is the only one exempt, stating we're trying not to ask things of others that we don't ask for ourselves. Concern was expressed that the costs incurred in the review process would then be added to utility rates and passed on to rate payers. Selectman MacCaffrie suggested it's not fair to waive the fee for some and not others. Mr. Azinheira outlined the options available to the Board, suggesting they can still waive fees as they wish because it is the Board's policy. Selectman MacCaffrie said he is not questioning the policy, but only the wording. Mr. Azinheira noted we have utility people working in our right-of-ways of which we have no knowledge or process. Five years later we go back to do work and we have no idea what's been put in by other utilities. The level of effort will rest at the staff level to do a full review prior to issuing permits to do the work. It also establishes a penalty for those who go ahead and perform work without going through the review process. Selectman MacCaffrie suggested the discretionary power of the Board of Selectmen to waive fees be written into the policy. Mr. Azinheira noted if a project is going to the Planning Board and through site plan review, they will not be subject to this process. (' Selectman Amoruso said he supports the policy in general, but believes we're missing repair and maintenance work. He believes the by-law would need to be expanded to include this. Motion: To approve the draft policy of the Mansfield Board of Selectmen Application to Locate or Extend a Utility in the Town Right-of-Way effective November 20, 2002 (Amoruso-McCue) Selectman MacCaffrie suggested Section 1.1.1 should be amended to include Hand repair wDrk of any natu,... It is something the Housing Committee would do and they have received information from the Town. The Town Manager wH/ check with Shaun Burke and get Selectman MacCaffrie a list of the property. Selectman MacCaffrie also noted the need to look at State property after learning that when it's used for affordable housing the cost is often lowered. The Town Manager wi/I contact the State regarding the seven acres available. We may not be able to get a street cut to access that property however. The Town Manager reported he sent letter after last weeks meeting regarding proper signage for the detour and we were able to get the head of Mass District 5 to drive the route with DPW to determine the need for additional signage. Also, found out there is no policy on non-alcoholic "beers". The State says it can be sold to minors, but the Town may set their only policy and we should establish a policy that it cannot be sold to persons under the age of 21. Stop and Shop sells it and an alcohol license is not required The Town Manager wi/I check with Town Counsel as to the legality. There are several forms in the TIPS package that we should review to make sure licensed establishments maintain the appropriate forms and incident reports. (' · Town Manager's contract says salary review should take place on or about November 1st. The Town Manager noted it also says any raise should be fiscal year. It was established to coincide with a review - which is in December with compensation due in July. It is his intention to provide them with notification that he intends to seek a renewal. Selectman McCarter said the issue should be addressed regarding the time of review and raises in the next contract. It's supposed to be done month of November for FY'03.
